ADMINISTRATOR before the public hearing. I did not put a recess on the
Rachel Stapleton agenda but anticipate that you will recess about 7:45
p.m. when the people start arriving for the public
hearing. We have to be out of the school by 10:30 p.m.
COUNCILORS with everything put away and in order (chairs and a 11 ) .
The school district waived the rental fee, so we want to

I AM HAPPY TO REPORT THAT WE HAVE CONSIDERABLY FEWER TICKETS
AND CHARGES THAN THIS TIME LAST YEAR. YES, I AM HAPPY TO
REPORT THIS, CONTRARY TO WHAT SOME PEOPLE WOULD THINK, IF WE
CAN EFFECTIVELY DO OUR JOBS, AND MAINTAIN ORDER WITHOUT
ISSUING CITATIONS, OR AS MANY CITATIONS, I AM GLAD. WE WROTE
. OVER 50 TICKETS LESS THAN OCT OF LAST YEAR, AND OVER 20 LESS
PARKING TICKETS. OUR TOTAL INCIDENTS REMAINED RELATIVELY THE
SAME AT NEARLY 250. THE CATEGORIES WE ARE DOWN IN ARE
SPEEDING, OPEN BOTTLE, STOP SIGNS, ASSAULTS, AND A COUPLE OF
D. W. 1. 'S. IF THIS IS A TREND, IT IS ONE I BELIEVE WE ALL CAN
LIVE WITH, AND WHAT WE STRIVE FOR.
ADDITIONALLY, AND THUS FAR THIS YEAR, IT HAS BEEN MORE
CALM OUT THERE DURING THIS SCHOOL YEAR. NOT AS MANY OR ROWDY
HOUSE PARTIES. AND TYPICALLY SPEAKING, GENERALLY CALMER ON
THURSDAY, FRIDAY, AND SATURDAY NIGHTS. THIS IS NOT TO SAY
THERE ARE NOT INCIDENTS HAPPENING, BUT I BELIEVE IT IS MUCH
IMPROVED OVER PRIOR YEARS AND IS WORTH NOTING HERE.
THERE ARE SEVERAL ITEMS THAT NEED COUNCIL ACTION UPON,
I'VE WRITTEN THEM UP SEPARATELY AND SUBMIT THEM FOR YOUR
CONSIDERATION.
I'VE ALSO ENCLOSED A THANK YOU NOTE OUR DEPARTMENT AND
THE FIRE DEPARTMENT RECENTLY RECEIVED, A INTERESTING NOTE
FROM A PHOTOGRAPHER FROM THE ST CLOUD TIMES RELATIVE TO HIS
VIEW ABOUT THE CITY AND SCHOOL TRYING TO BUILD BRIDGES. AN
INTERESTING SCHOOL NEWSPAPER ARTICLE WRITTEN FROM A 4TH YEAR
STUDENT FINALLY REALIZING PROPERTY RIGHTS AND RESPECT OF OUR
CITIZENS, A COpy OF A CHECK FOR POLICE RESERVES WORKING THE

COURSE FOR NEW OFFICER
DEAR COUNCIL MEMBERS,
AS I HAVE INFORMED YOU IN THE PAST WITH OFFICER GUSTIN &
KLINEFELTER, WE NEED TO SEND OUR NEW OFFICER TO A BREATH TEST
OPERATOR COURSE IN THE NEAR FUTURE. ALL OF OUR OFFICERS ARE
CERTIFIED IN THIS, (EXCEPT ME). IT IS VERY IMPORTANT, IN OUR
COMMUNITY THAT ALL OF OUR PATROL OFFICERS ARE CERTIFIED IN
· THIS AREA. ESPECIALLY GIVEN ALL OF THE ISSUES INVOLVING
ALCOHOL, AND IT'S USE WITHIN OUR COMMUNITY.
THE BREATH TEST MACHINES ARE BOTH AT THE JAIL, AND WAITE
PARK P. D. AND OUR USE OF THEM ARE FREE. THE PROBLEM IS, FEW
OF THE DEPUTIES ARE CERTIFIED IN IT'S USE (ST CLOUD RUNS
TESTS FOR THE COUNTY) AND NOT AROUND ST CLOUD, OR ON DUTY TO
RUN THE TESTS AT THE JAIL. ST CLOUD POLICE WILL NOT RUN THE
TESTS FOR OTHER AGENCIES. I BELIEVE THE MAJOR REASON IS ALL
OF THE OVER TIME THEY WOULD HAVE BEING CALLED INTO COURT FOR
OTHER AGENCIES IN IMPLIED CONSENT CASES & TRIALS. THIS IS
PARTLY THE REASON FOR WAITE PARK, ALTHOUGH THEY WILL RUN THE
TESTS FOR US. HOWEVER OFTEN TIMES, THEY ARE TIED UP ON OTHER
CALLS AND ARRESTS WHEN WE HAVE A D.W.I.
FOR THESE REASONS, I WOULD LIKE TO GET OFFICER CHICY
CERTIFIED. THERE IS NOW A COST FOR THE COURSE, IT IS A WEEK
LONG AND THE STATE GETS A SPECIAL RATE FROM THE HOTEL'S IN
THE AREA. THESE WOULD BE THE HARD COSTS FOR THE
CERTIFICATION. WE WOULD NOT HAVE TO PAY OVER TIME FOR THE
TRAINING, AS I WOULD TAKE HIM OFF THE SCHEDULE AND COVER THE
SHIFTS AROUND THE TIME HE IS AWAY. THE SOONEST TRAINING
WOULD BE SOMETIME IN DEC. BUT MOST LIKELY HE WOULD NOT BE
ABLE TO GET IN UNTIL SPRING.
I WOULD LIKE TO GET APPROVAL TO SCHEDULE HIM IN FOR THIS
CERTIFICATION, WITH THE TRAINING BEING SOMETIME IN THE NEAR
FUTURE.

DEAR COUNCIL MEMBERS,
AFTER GIVING CONSIDERABLE THOUGHT OF BEING HATTACHED" TO
A PAGER AND WEIGHING THE NEGATIVES AND THE POSITIVES~ I HAVE
COME TO THE DECISION THAT IT IS WORTH TRYING.
WHAT I PROPOSE TO DO IS PURCHASE A PAGER MYSELF, AND AM
WONDERING IF THE COUNCIL WOULD PAY THE MONTHLY PAGING FEE.
FROM MY UNDERSTANDING, THE BASIC FEE WOULD BE APPROXIMATELY
$15.00 A MONTH. MY IDEA IS TO GET A SIMPLE PAGER THAT ONLY .
PAGES A NUMBER TO BE CALLED BACK.
I PLAN ON USING THE PAGER WHILE AT WORK. THERE ARE MANY
TIMES THIS WOULD WORK BETTER THAN THE RADIO. SOME EXAMPLES
ARE DEPARTMENT HEAD MEETINGS, COURT, CITY ATTORNEY'S OFFICE~
GIVING TALKS AND DEMONSTRATIONS~ MEETINGS AT ST BENS WHERE A
PORTABLE RADIO WON'T WORK~ TRAINING SESSIONS~ POLICE CHIEF'S
MEETINGS, SPRING POLICE CHIEF'S CONFERENCE, ETC. ETC. THERE
ARE MANY OCCASIONS OFF DUTY AS WELL, WHILE AT LIONS MEETINGS,
CORE MEETINGS, OR MANY TIMES AWAY, OUT OF TOWN, AND OR AWAY
FROM A PHONE ETC.
I HAVE PURCHASED AND PAY THE MONTHLY BILLS FOR A CAR
PHONE THAT I'VE USED A GREAT MANY TIMES BOTH ON AND OFF DUTY
FOR POLICE BUSINESS. THE QUESTION HERE IS, WOULD THE COUNCIL
PICK UP THE MONTHLY SERVICE CHARGE FOR A PAGER?

MILES ON IT AND THE FORD HAS JUST OVER 60t000 MILES. OUR
RETENTION SCHEDULE IS (IDEALLY) 2 MORE YEARS FOR THE FORD.
WE NEED TO PURCHASE A NEW SQUAD CAR.
SOME ITEMS TO CONSIDER: MY UNDERSTANDING IS THAT
. CHEVROLET IS NOT PRODUCING IT'S CAPRICE MODEL IN 1996.
LEAVING FORD THE ONLY FULL SIZED POLICE VEHICLES PRODUCED.
2 ITEMS OF CONCERN HERE: 1. I'VE HEARD OF A NEARLY 20t000
VEHICLE SHORT FALL NATION WIDE FROM FORD WITH CHEVROLET
MOVING OUT OF THE MARKET. 2. I UNDERSTAND THE RECENT PRICES
TO BE NEAR THE STATE BID PRICES OF $13t0Ø0 FOR THE POLICE
VEHICLES. IF THEY RUN OUT OF CARSt I SEE THE PRICES GOING
UP. ADDITIONALLYt WITHOUT COMPETITIONt I SEE THE PRICES IN
THE FUTURE GOING UP. I WOULD THEREFORE REQUEST COUNCIL
PERMISSION TO PURCHASE A NEW SQUAD CAR IF WE CAN GET ONE AT
THE STATE BID PRICE. (I WILL ADVISE IF WE CANNOT).
I WOULD ALSO RECOMMEND THE FOLLOWING TO THE COUNCIL:
ALTHOUGH OUR CHEV HAS OVER 100t0ØØ MILESt THE VEHICLE IS IN
GOOD RUNNING CONDITIONt AND UNLIKE OTHER SQUADS WITH THIS
MANY MILES WE HAVE HAD IN THE PAST. IT IS MY RECOMMENDATION
WE PURCHASE A NEW SQUADt AND HOLD ONTO IT AS LONG AS THE
MARKED CHEV SQUAD HOLD OUT FOR US. THIS WOULD HELP US KEEP
THE MILES DOWN ON BOTH THE FORDt AND THE NEW SQUAD. AND HELP
US TRY TO STAY ON THE RETENTION SCHEDULE OF EVERY TWO YEARS.
ADDITIONALLYt WE WELL GET MORE OF OUR MONIES WORTH OUT OF THE
CHEV AS LONG AS IT HOLDS UP. WHEN IT DOES COME TIME TO GET
RID OF THE CHEV. THERE ARE SEVERAL BUYERS OUT THERE WHO WOULD
STILL BID ON THE VEHICLE. ( A COUPLE DEAL ONLY IN USED POLICE
VEHICLES)

· POLICE SERGEANT
NATURE OF WORK
This is an on-line ranking officer work position in Uniform.
Work involves responsibility for:
1. under the supervision of the Police Chief, the Sergeant directs the activities
of patrol officers within the department. The Sergeant will plan. organize. direct.
control, lead, instruct. assign, support, evaluate the performance of the law
enforcement activities of the personnel assigned in his/her department. The Sergeant
assesses the training needs of the department and provides it or arranges for its
provision. The Sergeant receives requests for transfer or career development. The
Sergeant consults on the same and makes recommendations to the Chief, The
Sergeant pays particular attention to the safety of his/her officers and takes corrective
measures to meet the need. The Sergeant makes inspections of department
personnel, reviews reports for accuracy and completeness, and makes assignments
for follow-up investigation as needed. The Sergeant in conjunction with department
personnel sets goals and objectives for the solution of crime and service problems
encountered within the city limits. The Sergeant provides for the documen-tation of

EXAMPLES OF WORK
(Anyone position of Sergeant may not include all duties listed, nor do listed
examples include all duties which may be found in the position of Sergeant.)
Plans the daily activities of department personnel utilizing all available crime
and service data in the process; assigns patrol officers as needed and provides
direction and leadership during the tour of duty; recommends letters of recognition for
above average performances; recommends commendations for performance beyond
the call of duty; instructs, counsels, provides praise and admonishment of officers
under his/her command,
Inspects equipment, appearance, and persons of subordinates; reviews and
approves or directs the correction of investigative reports; assigns reports to the proper
officer for follow-up investigation in accord with department policy; make written
recommendations for the solution of policy or procedural problems; receives. and
makes recommendations of requests from department personnel for career
development, special assignment. training or other reasons; assess promotional
qualities of subordinates and makes recommendations.
· Supervises the field training program for new employees; recommends the
retention or dismissal of probationary officers; provides or makes provision for

Provides program information for the budgeting process; conduct internal
investigations; responds to citizen's complaints; investigates the same, and seeks

Assists in the preparation of records, coordinate budget planning, and property
and evidence management activities,
May be assigned duty which entails investigation of crimes, inter.¡iewing victims
and witnesses, and interrogation of suspects.
Performs related work as required, and as may be directed time to time by the
Chief of Police,
MINIMUM REQUIREMENTS
Applicants for position of Sergeant must meet the fol1owing minimum
requirements.
Post board licensed Minnesota Police Officer. Seven years of police officer
experience, five of which years shal1 be as an officer with the S1. Joseph Police
Department.
SELECTION STANDARDS
Selection of applicants for positions of Sergeant will be based on the following .
job related selection standards:
Considerable knowledge of modern police practices and methods,
Considerable knowledge of controlling laws and ordinances, particularly the
laws of arrest and evidence.
Considerable knowledge of the rules and regulations of the police department.
Knowledge of the principles of accident investigation and the techniques of
interrogation.
Knowledge of first-aid principles and skill in their application.
Some knowledge of the principles and practices of police administration and
supervision.
Ability to plan, assign, evaluate, and oversee the work of other police officers
and to command their respect.
Ability to analyze situations quickly and objectively and to determine proper
course of action,
Ability to speak and write effectively.
Ability to establish and maintain effective working relationships with other public
and private officials and the public.
Physical strength and agility sufficient to perform the work of this position.
Skill in the use and care of firearms.

Meeting called to order by John Anderson, Chairman, at 6:34 pm.
Members present: Marge Lesnick, Irma Lanier, John Anderson, Darwin Erickson, Liaison Bob
Losot and Claudette Klein.
Member absent: Joe Braun.
Minutes were approved as stand.
Liaison Report: Bob Loso received permission to work on the $25,000 Grant from the City
Council . City may match grant with money or in-kind help.
A group in town is interested in building a gazebo style structure in Morningside Park.
It would be 351 with a 2-tier roof and a cupola. Joe Bettendorf will put a presentation
together to show the group.
The Grant is recommending an 8 foot path instead of 6 foot path. We have a 2 year time
to work on this grant.
Bob Loso will be interviewed soon in regard to the grant.by the Newsleader.
Big Toy has been installed but the teeter totter was damaged in shipping. Damaged parts
have been ordered. This structure was installed in Morningside Park.
Old Business:
1996 budget for Northland was decreased to $6,400 from $10,000. 8% park money should
. be received from the Heid development next spring. A suggestion was made to have a
buffer zone between the homes and Morningside Park.
Cadillac Dinner - no report.
Backstop is in the Maintenance shop that was removed from the Parish parking lot.
Ball field at Kennedy: Who is behind this project? Questions were raised as to signing
out the park by the School district.
There is still some interest in two soccer fields in Millstream Park.
A co~mittee was formed to study Northland Park. Members are: John Anderson, Marge
Lesnlck and Bob Loso. Meeting will be November 15, at 6:30 in the Legion Club.
New Business:
Winter Recreation was tabled.
February seemed a good time for a Festival for a Community Hayride with some activitles
such as snow shoeing, etc and a party at Millstream after the rides. Committee
members: John Anderson, Darwin, Erickson, Bob Loso at 7:30 November 15th.
John Anderson will send a Thank you card to Fay Gretsch who has resigned from the Park
Board.

Pursuant to due call and notice thereof, the Fire Advisory Board of the
City and Township of St. Joseph met in regular session on Wednesday,
November 1, 1995 at 8:00 p.m. in the City Hall.
MEMBERS PRESENT: Town Representative Joe Bechtold, City Representative
Bob Loso,. Fire Chief Dave Theisen, City Clerkj Administrator Rachel
Stapleton.
OTHERS PRESENT: Judy Weyrens, Renee Salzer, Alfred Siefert, Richard
Schleper.
MINUTES: The minutes of the August 2, 1995 meetings were approved as
presented with a motion by Loso; seconded by Bechtold.
Ayes: Bechtold, Loso, Theisen.
Nayes: None. Motion carried.
QUARTERLY FINANCIAL REPORT: Judy Weyrens, Deputy Clerk, presented the
third quarter financial report of 1995. She discussed that the a
special fund has been set up for the Roske property, as required by the
memorandum of understanding on this property. Bechtold stated he would
like to see the costs relating to the fire hall building separate from
the financial data on the land. Then actual costs of the fire hall can
be known and borne by the Fire Fund. Bechtold moved to accept the July
· 1 through September 30, 1995 report as presented; seconded by Loso.
Ayes: Bechtold, Loso, Theisen.
Nayes: None. Motion carried.
Chief Theisen questioned the status of the grant search for assistance
in funding the fire hall. Weyrens stated she has been in contact with
Joe Bertram's office and expects to receive information soon.
FIRE CHIEF'S REPORT
TURNOUT COATS: Of the nine turnout coats received earlier, four did not
fit. The company is making adjustments to those coats and will then
return them to the Fire Department.
BEAN PUMPER: Lancaster Fire Department personnel came to get the
surplus truck they had purchased. They chose to leave some of the minor
equipment on it along with a generator. Theisen will ask the City
Public Works Superintendent if the City will have need for it.
PUMPER ENGINE #1: The new pumper seems to be working out well. The
$600 change order for the radio is being negotiated along with other
incidentals to be worked out. The head set will be installed soon, and
the foam injector needs some adjustment, along with a few other
incidental changes.
. PAGERS: The Firefighters did not accept the proposal well, to impose a
$50 replacement charge for a lost pager. They felt wearing it is a
service to the community and may be less likely to wear it at times of
greater chance for loss, if they are required to pay $50 of the

replacement costs. The Board further considered the matter. They
discussed that they came down from requiring full payment to only $50.
Additionally, there is no cost to the Firefighters unless they should
lose a pager. The Board discussed that accountability is important, and
keep the $50 charge in place. Chief Theisen will bring this matter back
to the Department.
Theisen also reported the turnaround time for warranty repair of pagers
has increased to about a month, over the past few years. Currently the
Department stilI has four of the old pagers for use during repair of
pagers. He suggested purchasing two new radio pagers to fill in during
repair times. Loso made a motion to purchase t\'1O radio pagers for
replacement use, either through donations from the community or from
budget balances from 42260 Fire Repair Service, 230 Repair and Maint;
seconded by Bechtold.

ST. WENDEL CONTRACT: The Township Board for St. Wendel Township
appeared before the Board to discuss the costs for fire protection for
1996. They questioned the increase. After discussion and review of
past years, revenue and budgets, the Board requested that Judy Weyrens
review and send budget information, including the Township increases to
St. Wendel Town Board. It was noted that the contract needs to be fUl4IÞ
executed (by St. Wendel Township) by December 31, 1995.
BUDGET: The Board noted that the City Council imposed minor reductions
to the 1996 Fire Budget.
ST. BENEDICTS: There has been no response from St. Benedicts concerning
the Fire Board's request that St. Ben1s increase their donation to fire
protection. Stapleton will send Sister Moira the information received
on the ISO rating change for them to consider sharing any change in
their insurance premium.
Theisen reported during the convent renovation project they are retro
fitting the sprinkler system, and questioned if the elevator needed
sprinkling. The Fire Chief advised them to include the elevator in the
installation of the sprinkling system. He also stated if this advice is
desregarded, St, Ben's will assume any liability. St. Ben's felt the
cost to sprinkle the elevator is burdensome.
ISO RATING: The City received a report that the ISO (insurance) rating
has dropped from a seven to a six.
GRANT APPLICATIONS: The prospects for receiving a DNR grant are not
good this year, partially due to reduced funding for DNR. The
Department may receive up to $1,000 from Champion Paper Mill to purchase
a heat detector and a fund a portion of motion detectors. An
application is currently being prepared to Stearns Electric Coop. .

LOCK FOR FIRE HALL: After short discussion of various types of 10cks,
and the need for easy access for firefighters in the event of calI, Loso
made a motion to approve installation of a code push button 10ck by
Overhead Door, at a cost of approximately $75.00; seconded by Bechtold.
Ayes: Bechtold, Loso, Theisen.
Nayes: None. Motion carried.
EQUIPMENT: The Firefighters bought a new vissar radio out of fund-
raiser money, approximate cost of $900.
HOSE FOR NEW PUMPER: A future need is a large diameter hose for the new
pumper, estimated cost is $575 for a section.
GRASS RIG: A new battery was recently installed in the grass rig.
Theisen recommended purchasing for the Rescue Rig, two seats each
housing an air pack at approximately $250. Funding for this equipment
is proposed from $300 recently collected on a car fire at St. Ben's.
Bechtold made a motion to approve the request; seconded by Loso.
Ayes: Bechtold, Loso, Theisen.
Nayes: None. Motion carried.
FIRE RELIEF ASSOCIATION: Loso discussed the Fire Relief Association's
. revised report, its acceptance and certification by the City. He
recommended that in future years the Relief Association treasurer
present his report to the Fire Board.
SAFETY MANUAL: Loso discussed the importance of the Safety Manual along
with the AWAIR program and recommended that the Fire Chief review it
with the fire fighters.
Bechtold made a motion to adjourn at 10:05 p.m.; seconded by Loso.
