No corrections were received for the minutes of the March 7 meeting. COUNCILOHS Ross Rieke 3 b. In your packet you will find a copy of the summer Boh Loso recreation information. On the back of the budget is a Ken Hiemcnz request for equipment. Approval is requested for $486.59 Cory Ehlert for budgeted equipment. . 3 c. The St. Joseph Volunteer Fire Department has made application for an exemption from gambling license for raffles and pull-tabs, for an event to be held at the La Playette on April 19, 1996. 3 d. The Church of St. Joseph has made application for an exemption from Gambling License for the Fourth of July Celebration; effective dates of the exemption are July 3 & 4, 1996. The Church is also making application for a four day on sale non-intoxicating malt liquor (3.2 beer) license from July 2 - July 6, 1996. 3 e. St. Joseph Recreational Association has made application for a renewal of their gambling license for the La Playette. Copy is in packet. 3 f. An amendment to the ordinance regulating parking lot surfaces has been on the table for some time. Parking lot surface 10 a. Year End Summary I Report Dave Hiedeman - Program Director I feel that w~ had a very successful summer. Our objectives were met, and everyone seemed to enjoy our program greatly. There also seemed to be very few negative aspects to our program throughout the summer. We had a very hard working staff that made it an enjoyable summer for everyone involved with our program. Here is a brief summary of our' programs that were offered to the children. Morning Programs Arts & Crafts & Games - We had 30 kids register for this with a daily attendance of about 20. I feel that this was a nice addition to our program. Còoking Club - We had 20 kids.registered with a daily attendance of about 15. Basketball- We had 65 kids registered with a daily attendance of about 40. . We had K-3 one day and 4-8 grade on the other day. Floor Hockev - We had 45 kids registered, and a daily attendance of about 30. Bowling - We had 44 kids registered, and a daily attendance of about 35. This was an extremely successful program! Soccer - We had 55 kids registered, with a daily attendance of about 40. Tennis - There were 31 kids registered with a daily attendance of about 15. Ball Programs Barn Barn Ball - There were 13 kids registered, with a daily attendance of about 10. T - 8 a II - There were 40 kids registered with a daily attendance of about 25 Baseball - There were 65 kids registered with a daily attendance of about 45. We also took some of the kids to games in Albany, and Albany also came to Millstream to play us. - - Softball - There were 30 kids registered with a daily attendance of about 25. The team finished with a record of 9 wins and 2 losses. We also hosted a tournament at Millstream, in which we took first place. We also finished in 2nd place at a tournament in A van. 1995 St. Joe Summer Rec. . Year End Summary I Report Dave Hiedeman - Program Director Special Events Golf - We went to the V.A. course 2 times, taking about 5-10 kids each time. Summerland - We took about 25 kids to Summerland in St. Cloud. We had a great day! Twins Game - We took about 30 kids to a Twins baseball game in July. Vallevfair - We took about 20 kids to Valleyfaìr. All City Picnic - We had a great turnout of about 250 people. Everyone had a terrific time with carnival games. the food, and the door prizes. We also had the moon walk, a dunk tank. and a water balloon toss. Budget We did come up about $1,000.00 over our budget. but I think that was mostly . because of our new programs and the start up costs for them. It may have also come from our busing costs, some of which we have not had in the past. Such as taking baseball teams to Albany, and we also had more road softball games. In the future, we would either budget more for transportation, or do some fUnd raising to cover the cost. Summary I thought that it was nice to have our ball programs at Millstream Park, I would like to get our softbaH down there next year to if that would be possible. The time schedule that we. had set up seemed to work very well too. There were a few areas of concern that I had al-so. I feel that we could have been better prepared for our arts & crafts, and cooking club. I would also need to get started earlier next summer with raising money for our busing, and finding sponsors for our baseball teams. Overall I feel that we had a very successful summer, and I enjoyed it greatly! I hope to get a chance to do this again next summer and for years to come. BAM-BAM BALL: Bam-bam ball will be held at Millstream Park on Monday, Tuesday, and Wednesday from 10:30-11 :00, It is designed for preschoolers(ages 3&4). They will learn positions, base running, and batting. BASEBALL (7-9): This program will be held at Millstream Park on Monday, Tuesday, Wednesday, and Thursday from 11 :15-12:30. It is open to anyone ages 7-9. We will work on the fundamentals of baseball. We will also get some games scheduled with local teams for this group, BASEBALL (10-12): This program will be held at Millstream Park on Monday,Tuesday, Wednesday and Thursday from 11: 15-12:30,· We will work on the fundamentals of baseball, along with base running and pitching,We will also get some games scheduled with local teams for this group. T-BALL: T-ball will be held at Millstream Park on Monday, Tuesday, Wednesday, and . Thursday from 10:30-11 :00. We will work on positions, batting, and base running. SOCCER: Will be held on Monday from 1 :30-2:30 behind Kennedy Elementary. Members will be split up according to age and put on to teams. We will work on passing, dribbling, and positions. VOLLEYBALL: Will be held at Centennial Park on Tuesday from 1 :30-2:30. It is open to anyone ages 9-14. FLOOR HOCKEY: Will be held on Monday and Wednesday at Kennedy Elementary from 2:45-3:45. The 6-9 year aids will play on Monday, and the 10-14 year aids will play on Wednesday, BASKETBALL: Will be held at Kennedy Elementary on Tuesday and Thursday from 2:45- 3:45. The 6-9 year aids will play on Tuesday, and the 10-14 year aids will play on Thursday. COOKING CLUB & ARTS and CRAFTS: Cooking Club will be held on the 1st and 3rd Thursdays. Arts and Crafts will be held on the 2nd and 4th Thursdays. AMENDMENT TO ORDINANCE 52.13 The city council for the city of st. Joseph hereby ordains: That section 52.13, Subd. 5 of the st. Joseph Code of Ordinances is hereby amended by the recision of that subdivision and enacting the following Section 52.13, Subd. 5 in its place: Subd. 5: Parkinq Lot Standards. In all districts where off-street parking lots are permitted or required such off-street parking shall be constructed and maintained subject to the following regulations: a) Adequate ingress and egress shall be provided. b) Such parking lots shall be constructed and maintained in a useab1e condition, with a hard surface consisting of concrete, bituminous, pavement or paver stone designed to drain and dispose of surface water. Recycled bituminous or concrete shall be prohibited except as permitted in an industrial area by special use permit or variance. . c) Whenever such parking lot boundary adjoins property zoned for residential use, a setback of fifteen (15) feet from said lot line shall be required, and maintained. d) Necessary curbs or other protection against damages to adjoining properties, streets and sidewalks shall be provided and maintained. e) Plans for the construction of any such parking lot must be approved by the Planning commission before construction is started. No such land shall be used for parking until approved by the Planning commission. These standards shall not be applicable to parking provided for single family or two family residences, public parks or other publicly owned property. Parking lot standards for industrial uses may be subject to variance or modification by the conditional use permit for the specific industrial use. In considering a request for variance or modification, the City .~ shall consider the location of the property, size of the parking - area, use of the parking area, adjacent property uses and the impact on the general well being of the community. Alternative . surfaces which may be permitted in an industrial area are limited to Class 2 crushed granite or recycled bituminous or concrete which conforms to the requirements of MN/DOT specification 3138 with visual evidence of further consolidation. Parking lots existing on or before January 1, 1996, do not have to be brought into compliance with these standards until such time as any of the following events occur. (a) a new structure is constructed on the property served by the parking loti (b) an addition is constructed to any existing structure located on the property served by the parking loti (c) A change in use of the property served by the parking lot occurs which results in a remodeling of the structure requiring the issuance of a building permit. . Cloud, MN 56301 RE: Letter of Appreciation Dear Mr.' Brunner: During spring 1995 officers of the st. Cloud Police Department narcotics division had a conversation with General Manager Tom Dietman in regards to persons who deal controlled substances utilizing hotel rooms. On 4/21/95 you and Nigh t Manager Mar ie Duth ler contacted the Narcotics Division with information of suspicious activity which was occurring in one of the rooms at the Holiday Inn. The activity was consistent with that of persons who deal in controlled substances. As a result of the investigation one adult male was arrested at the hotel with a substantial quantity of . methamphetamine. On 5/10/95 you and Night Manager Marie Duthler again contacted the Narcotics Division with information that they believed persons in one of their hotel rooms was dealing in controlled substances. On 5/10/95 a search warrant was executed on the hotel room and subsequently four adults were arrested and a quantity of methamphetamine was seized. It is because of the cooperation of st. EHLERT Planninq Meetinq: The Planning Commission met on March 4, 1996 and discussed the following: a. Joe Miller: presented preliminary information on subdividing his property on Cedar street East. The hearing will be held on April 1, 1996. b. Troy Battig: Authorized Troy Battig to make application for a building permit to remodel the former Grand Slam Pizza building. Battig will be opening a new pizzeria called All star Pizza. LOSO Park Board: The Park Board met and consented to renaming Morningside Park Klinefelter Memorial Park. A dedication ceremony is being planning for May 19, 1996 in conjunction with the Law Enforcement mile run. A granite plaque commemorating Klinefelter is in the draft stages and will be installed at the Park. DNR Grant: The Recreation Association has agreed to contribute $2,400 towards the matching grant for the walking trails in Klinefelter Park. The funds will be received over a two year period. . Joseph and the EDA resolution is ready for the public hearing. DEPARTMENT HEAD REPORTS Water Proiect: The construction for the Water Filtration project will begin on March 18, 1996. During the construction period employees will not be able to park behind City Hall. Reber requested the Clerk/Adm to contact Mr. stueve and inform him that he wi 11 not be able to use any of the City parking during this period. Taufen reported that there would be room for employees to park behind Salls Bar. . st. Ben's has agreed to allow the City to use their water system from June 15 to August 15. Additionally, st. Ben's has waived the fee for the water use. Taufen also reported that the City needs to find a place to store all the equipment and parts stored in the current filtration plant. Due to the sensitivity of some of the equipment the storage space needs to be heated. Reber suggested Taufen check with Bill Wasner to see if he has extra storage space. Motion Carried 5:0:0 Pat Schneider - Kennedy Proposal: Pat Schneider appeared before the Council to discuss contributing to the new ball fields proposed at Kennedy School. The total project cost is estimated at $13,000. As of this meeting, Schneider reported he has received $5,000 in donations. Schneider also discussed the need to purchase equipment as some of the field equipment was vandalized last fall. Rieke suggested Schneider appear before the Core Committee on March 26 seeking financial assistance. Reber stated that the city is in the process of financing major projects and need to review the financial commitments to those - projects before money can be obligated to another project. The City has been asking state and Federal Agencies for money to assist - with projects and at this time he cannot see obligating City funds. The Council concurred and stated that this lS a very worthwhile project and hopefully Schneider will be able to raise sufficient funds. ~ . . East MN Street: Reber stated that the County Board of Commissioners is requesting the City to fund the additional costs of improving East MN street. The County established the budget for the reconstruction of East Minnesota street at $250,000. The estimated costs for the improvements are approximately $440,000. The County is requesting the City of st. Joseph to allow the County to pay the City over a two or three year period. Reber made a motion instructing the Clerk/Adm to send a letter to the County with the following offer: The City of st. Joseph will agree to finance the County portion of the East Minnesota street project over a two to three year period of the County would agree to pay the additional bond interest. OPEN TO THE PUBLIC East MN street Residents: Property owners adjacent to the 1996 proposed East MN street project appeared before the Council to state objection to the project and expressed the following concerns: Jim Graeve - stated that the project began as an overlay project and suddenly became a reconstruction complete with curb, gutter, sidewalk, and a wider street. He feels that road does not warrant the proposed improvements, the City should provide sewer to those residents who need it and the road should be overlaid. Graeve a I so expressed concern that East MN street would become a major road with accelerated speed. Mary Ann Graeve: stated objection to the project and the process that has taken place. She felt that the City was not exhibiting qualities that would make st. Joseph a star City and encouraged the Council to make decisions for the good of st. Joseph. Nancy McDarby: Stated objection to the project and in her perspective makes st. Joseph look like a "big city. 11 She also reminded the Council that not only seniors need tax relief, but . young families struggling to raise families. She also requested documentation illustrating accuracy of the traffic study completed by the st. Cloud Area Planning Organization. steve Frank: Frank encouraged the Council to change their A to . . decision making policies and listen to the residents of st. Joseph. He feels that st. Joseph should conduct neighborhood meetings to receive input before decisions are made. steve Frank: Questioned the Council on the bus stop located at 2nd Avenue NW and the need to provide an adequate bus stop. He also questioned the lack of snow removal at the bus stop, creating a hazardous situation. Rieke stated that the Core Committee has discussed this issue and agreed to try the new bus stop location for one year before any final decision would be made with regards to a shel ter. Additionally he stated that there is some indication that the subsidiary bus stops off campus will be discontinued for the 1996 - 1997 school year. As far as the snow removal issue Rieke and Taufen stated it was a communication error between the College and Public Works Department. Frank also questioned the housing unit located on the corner of Minnesota street West and 6th Ave NW. He stated that students at st. John's and St. Ben's fill out housing forms and the city could receive a housing list to verify occupancy. This seminar also discussed the powers and responsibilities of an Economic Development Authority. Park Mowinq: After reviewing the estimated costs of out sourcing the mowing of parks, Hiemenz made a motion authorizing Councilor Ehlert to contact st. John's University to arrange summer help through the work study program. Authorization includes to obtain the hiring of up to 4 individuals through this program. The motion was seconded by Rieke. The entire area will be roped off and additional security will be provided. Reber suggested Fultz contact the adjoining property owners to make them aware of the event. The Counci I required Fultz to contact the Chief of Police with regard to the amount of security that would be required. Fultz also requested an outdoor liquor permit for May 5, 1996 at which time there will be outdoor wrestling. This event will take place during the afternoon of May 5, for which additional security will also be hired.
