We anticipate bonding in May for the Water Treatment Facili ty along with bonding for the East Minnesota Street project. c) Dick Taufen is requesting to go to a MPCA Hazardous Waste Generator workshop to be held in St. Cloud on May 7 , with registration at $35. d) Approval for the Resolutions Ordering Improvements and Preparation of the Plans for East Minnesota Street, and Approving Plans and Advertisement for Bids for the project would be provisionally pending the County Board I s approval and funding for the project. 1$. There are no city-owned utilities in the alley that I am aware of. We do . have sanitary sewer running along the east-west alley. We are writing in regards to the City Council hearing on April 4, 1996 regarding - the petition to vacate the north-south alley between Ash Street and Minnesota street. We use the alley (we are only 1 house away from the alley.) to check on our property perimeters to ensure the safety of our family a~d our property. This alley also allows us to easily check on neighboring elderly widows, quickly check on our dog on the way to or from work, and drop off our garbage cans without having to drive around the entire block. This alley allows us to keep a close eye on our neighborhood to help keep the community safe. I also do foresee legatproblems regarding the current alley should it be closed. There is at least one Anderson family member who frequently parks in the alley making it impossible or dangerous to travel, so if this property is vacated who decides what is going to be done with the property?(since the current alley is used to get to parking spots for all tenants) Is it going to be a private drive shared by the adjoining tenants? Or planted as lawn? Who has to shovel or plow it if it is a private drive? Who will control the private drive if someone decides to park others in (when it occurs now, we can at least call the police department.)? Is the city counsel going to decide? Are . only the owner/tenants going to decide? I feel that this is just asking for legal battles and neighborhood disputes. The létter from Mr Blanchette also points out the separation being between owner/tenants and owner/leasors. The letter seems to imply that owner/tenants have more legal rights than owner/leasors. The owners of rental property pay a large portion of the tax base in St Joseph and to indicate that they have fewer rights or that they are less important could drive ALL rental property from St Joseph. This would greatly reduce the tax revenue that St Joseph has come to expect. We do not feel that the owner/leasors should be punished because they have their investments in property instead of stocks and bonds. We ask that the city council to deny the change in the percentage from 60% to 57% thus not allowing the petition to pass. As a property owner almost adjacent to the said alley, we wish to ask the city council to vote no to vacating the N-S alley between Ash Street and Minnesota street. Revised evaluations were developed for the positions of: City Clerk/Administrator Director Public Works Waste Water Supervisor (previously Waste Water Operator/Maintenance Worker) Secretary The position of Clerk Typist was eliminated from the list of positions. - The new position of Police Sergeant was evaluated and added to the list of positions. - . All equipment and property must have at least ~:ERK! annual inspections. We will look for prepared forms for assistance in these inspections. COUNCILOHS &_R~b Vehicles are inspected on a regular basis as MNDOT requires. Bob Loso . Ken Hiemenz ~ry~~rt On discussion of any decision on the City paying or sharing in . the cost of required steel toed shoes, the response was the Council tabled this matter. The Committee agreed to have monthly employee meetings on the last Friday of each month along with safety training. The training usually will be a video on a specific topic. The Committee also agreed that a meal (lunch), for the employees should be part of this meeting. De-icing of sidewalks for safety was discussed. Councilor Hiemenz will be consulted on the possibility of the City putting chemicals on those that need it for ice control. Safety issues concerning the murder of our Police Officer in the line of duty. All the safety equipment was in place, training was up to date, and all the officers had qualified on the shooting range shortly before the tragedy. '- l~· .,1 . , \ - .~~~ St. Joseph, Minnesota 56374 . Minutes of meeting March 25, 1996 .. Meeting was called to order by Jöhn Anderson at 6:38 pm in the City Hall. Members present: John Anderson, Joe ßraun, Marge Lesnick, Claudette Klein and Liaison, Bob Loso. Members absent: Irma Lanier and Darwin Erickson Minutes of last meeting were approved as written. Liaison Report: Each Park Board member received a letter from Sgt.~Rob$chweg~l.regarding the Special Olympics Memorial Mile. We are asking him to attend our April 22~d meeting with final details. We received $2400 from the St. Joseph Récreation Assn. for the trail. Klinefelter Park: depending upon what will happen with Minnesota street we may have the trail and parking lot surfaced at that time. Bob is going to pursue the idea of soccer fields in Millstream Park. Old Business: Babe Ruth League: Bob reportedAhe same will take place as last year for 13 year old boys. . Signage in Parks: A calendar of events should be posted as new park sign-ups are made. Marge and Joe will be responsible for the changes. Memorial Park: A few shrubs will need to be replaced due to snowmobiles running them over. Decorative rock will þe put in the park. A proposal was made by Joe Braun to put a hold on the sprinkling system in Memorial Park until the Klinefelter Park has been developed. , Centennial Park: Margé<checked with Bemboom regarding the fence on the Southwest side of the park to be done at the same price as quoted last fall which is $2955.00. We will ask them to begin ·the project as soon as the frost is out of the ground. Nëw Business: Summer Rec Program: Dave Heideman explained what will happen this summer with the different programs. All baseball programs will take place in the morning.with other activities. in the afternoon. There will be 7-9 and 10-12 year old teams and hèslöoking for sponsorship. Registration went well and is open until JUne~l. They will have t-shirts again. They will also bus children from Kennedy to Millstream. Spring Clean-up: Dumpsters will a~airr be around town and curb pick-up for large items will take place on April 11 and 18, 1996. Joe Braun will set up a date for park clean up. Election of Officers: tabled until April meeting with all members present. TO BRING YOU UP TO DATE ON CURRANT MILEAGE, THE CHEV HAS OVER 12Ø,ØØ0 MILES ON AND THE FORD HAS 75,000. BOTH CARS ARE IN GOOD CONDITION. WHEN I OBTAINED APPROVAL FOR THE NEW SQUAD I ADVISED IT WAS OUR INTENTION TO USE THE CHEV AS LONG AS WE . COULD, AND WHILE IT HOLDS UP. THE CHEV IS STILL HOLDING UP GOOD, AND IS RUNNING WELL. MY SUGGESTION IS TO EQUIP THE NEW SQUAD AND PUT IT IN SERVICE WITH THE CHEV AND FORD UNTIL THE CHEV GIVES OUT ON US. REMEMBERING THAT THE NEW SQUADS ARE $23,000.00 NOW, I BELIEVE IT IS THE BEST MOVE TO KEEP THE VEHICLES WE HAVE AS LONG AS WE CAN AND KEEP MILEAGE LOWER ON THE NEWER SQUADS. I BELIVE THIS IS THE MOST COST EFFECTIVE WAY TO DEAL WITH THE HIGHER SQUAD PRICES. WE WILL NEED TO BUY ITEMS TO OUTFIT THE NEW SQUAD. RECITALS WHEREAS, the Council has determined the need for the availability of selected emergency medical services equipment within the region and; WHEREAS, the Agency has submitted a request for funding assistance to purchase equipment and; WHEREAS, the Council, following review, has approved the request for funds. . The reimbursement undertaking set forth in Paragraph 3.01 above will arise upon the Council's receipt from the Agency of proper documentation reflecting the Agency's purchase of equipment. 3.03 Notwithstanding its understanding to provide reimbursement set forth in Paragraph 3.01 above, the Council will not participate as a buyer, seller, or broker of any of the equipment listed in Exhibit B. N. RESPONSIBILITIES - AGENCY · The Agency agrees: 4.01 To purchase in its own name the equipment listed in Exhibit B of this Contract. As part of this undertaking, the Agency will pay the entire purchase price for the equipment to each selling vendor, take delivery of all such equipment, and thereafter seek reimbursement from the Council in accordance with the provisions of Article III of this Contract. 4.02 To maintain the equipment in good repair and condition at its own expense. 4.03 To accept the entire responsibility and liability for the selection, use, operation, and maintenance of the equipment and to indemnify and defend the Council against all claims for loss, expenses, personal injury, property damage or any other claim arising from the selection, use, operation or maintenance of the equipment listed in Exhibit B of this Contract. - - Page 2 of 4 , . , . This undertaking does not extend to equipment which is destroyed by casualty or other circumstances beyond the control of the Agency, provided that in the event the Agency should recover casualty insurance benefits for such loss, the Agency will reimburse the Council a portion of such benefits equal to the percentage of reimbursement provided by the Council for the initial purchase of the equipment. 4.05 The Agency warrants that it has independently assessed the suitability and adequacy of the equipment listed in Exhibit B of this Contract, including its compatibility with the Agency's existing equipment and equipment systems, and the Agency further warrants that it has not and does not rely upon the Council for advice or instructions concerning the Agency's purchase of equipment listed in Exhibit B. . V. CHANGES 5.01 The terms of this Contract may be changed or modified by mutual agreement of the parties hereto. Such changes or modifications shall be effective only on the execution of written agreements signed by the Council and the Agency. VI. DAMAGES AND LIABILITIES 9.01 The Contractor shall defend, indemnify, and hold the Council harmless against all claims, demands and causes of action of every kind and character arising in favor of any person, including both the Council's and Contractor's employees, Board members or agents on account of personal or bodily injuries or death, or damages to property occurring, growing out of, incident to, or resulting directly or indirectly from the perfonnance of the Contract, or any amendment or alteration thereof, whether such loss, damage, injury or liability, claim thereof arises from the negligence of the Council, . its Board members, its employees or agents. During its tenure, the Officer of the Year program recognized many outstanding officers throughout the state of Minnesota for a wide variety of accomplishments. Every year since its inception, the same questions spewed forth, "Why don't we get more nominations for these awards?" A plausible answer never surfaced and it may never be known. Chiefs are hesitant to nominate officers for a variety of accomplishments. But I digress, it's not my intention to chastise you for not submitting. but rather to infonn you of the changes in our awards program. Last year, in an attempt to add prestige to our awards program, the awards committee, with the board of directors concurrence changed the names of the awards given ITom Officer of the Year and Honorable Mention to Distinguished and Meritorious Service Awards. This year the committee took another step forward and developed a Medal of Honor award. The definitions or criteria for these awards are as follows: Distinguish~d Service Medal. A person to have distinguished himself/herself must, by praiseworthy accomplishment, be set apart ITom other persons in the same or similar circumstances. Detennination of this distinction requires careful consideration of exactly what is or was expected as the ordinary verses what is or was accomplished as extraordinary and distinctive. The Distinguished Service Medal is the second highest medal presented by the Minnesota Chiefs of Police Association and is usually reserved for its Police Officer of the Year. . The Sergeant assesses the training needs of the department and provides it or arranges for its provision. The Sergeant receives requests for transfer or career development. The Sergeant consults on the same and makes recommendations to the Chief. The Sergeant pays particular attention to the safety of his/her officers and takes corrective measures to meet the need. The Sergeant makes inspections of department personnel, reviews reports for accuracy and completeness, and makes assignments for follow-up investigation as needed. The Sergeant in conjunction with department personnel sets goals and objectives for the solution of crime and service problems encountered within the city limits, The Sergeant provides for the documen-tation of work activities. The Sergeant resolves problems, interprets and applies department policies and procedures within defined perimeters. The Sergeant takes field . command of emergency situations, especially those involving an element of personal danger, and performs administrative duties as assigned by the Chief of Police. The Sergeant's duties are conducted primarily in the field. EXAMPLES OF WORK (Anyone position of Sergeant may not include all duties listed, nor do listed examples include all duties which may be found in the posítion of Sergeant.) Plans the daily activities of department personnel utilizing all available crime and service data in the process; assigns patrol officers as needed and provides direction and leadership during the tour of duty; recommends letters of recognition for above average performances; recommends commendations for performance beyond the call of duty; instructs, counsels, provides praise and admonishment of officers under his/her command. Inspects equipment, appearance, and persons of subordinates; reviews and approves or directs the correction of investigative reports; assigns reports to the proper officer for follow-up investigation in accord with department policy; make written recommendations for the solution of policy or procedural problems; receives, and makes recommendations of requests from department personnel for career development, special assignment, training or other reasons; assess promotional qualities of subordinates and makes recommendations. Performs related work as required, and as may be directed time to time by the Chief of Police. MINIMUM REQUIREMENTS Applicants for position of Sergeant must meet the following minimum requirements. Post board licensed Minnesota Police Officer. Seven years of police officer experience. five of which years shall be as an officer with the St. Joseph Police . Department. SELECTION STANDARDS Selection of applicants for positions of Sergeant will be based on the following job related selection standards: Considerable knowledge of modern police practices and methods. Considerable knowledge of controlling laws and ordinances, particularly the laws of arrest and evidence. Considerable knowledge of the rules and regulations of the police department. Knowledge of the principles of accident investigation and the techniques of interrogation. Knowledge of first-aid principles and skill in their application. Some knowledge of the principles and practices of police administration and supervision. Ability to plan, assign, evaluate, and oversee the work of other police officers and to command their respect. City Hall to consider the specif ics of the newly created Police Sergeant position and other job position issues with Personnel Consultant Kathleen Murphy. MEMBERS PRESENT: Mayor Donald Bud Reber; Councilors Ross Rieke, Bob Loso, Ken Hiemenz and Cory Ehlert; Clerk/Administrator Rachel Stapleton. OTHERS PRESENT: Kathleen Murphy I Bradley Lindgren, Richard Tauf en, Dean Cichy, Jean Gustin, Bradley Meyer, Jim Marthaler. Mayor Reber called the meeting to order at 4:00 P.M. with Councilors Rieke, Loso and Hiemenz present and introduced Kathleen Murphy. Kathleen Murphy discussed information on the Minnesota Pay Equity Law including job evaluation and job match. She further discussed the job match system used by the City of St. Joseph. The Police Sergeant position was compared to the Sergeant position and Police Off icer position. Rieke made a motion to establish the points for the Sergeant positron at 40% Sergeant and 60% Police Officer, establishing the position at 294 points; seconded by Loso. Ayes: Reber, Rieke, Loso, Hiemenz. . Nayes: None. Ehlert arrived during the motion and abstained. Motion carried. Rieke recommended setting a schedule every two years in non-election years, for periodic review of all the job positions and points assigned. The Council discussed with Kathleen Murphy various job positions in relation to the points assigned them. After considerable discussion the Council agreed to meet with Kathleen Murphy on March 26 at 8:00 P.M. in City Hall to review all the job positions in relation to points assigned. Motion carried. - MAYOR REPORTS 1 ) The St. Cloud Area Economic Development Partnership has prepared a code of ethics for the organization, with the partner jurisdictions staff. All the members of the Partnership are supportive of this code. After short discussion Loso made a motion to approve the resolution adopting the code of ethics of the St. Cloud Area Economic Development Partnership, Inc. j seconded by Rieke. Ayes: Reber, Rieke, Loso, Hiemenz, Ehlert. Nayes: None. Motion carried. 2) Mayor Reber presented a proposed future transportation plan, as proposed by St. Benedicts officials with the assistance from APO. The Council will review this proposal at their next meeting. 3 ) A meeting of City Officials and interested persons with Jack Arnold, Director of the Federal Economic Development Administration was held to discuss possible funding for the Industrial Park improvements. He also indicated that federal funds are not available unless there is a committed business bringing in many well paying jobs, with opportunities for growth. He recommended having an EDA set up and to have the local banker as a member. The City\Attorney was consulted on this to avert any possible conflict of interest situation. He felt the banker could be a member of the EDA bl could abstain on any matter where he would have a financial interest. 4) The proposed EDA was discussed. Hiemenz indicated the resolution was primarily adapted from Becker's information. There was further discussion of the powers of an EDA including debt obligations. Mayor Reber will contact a Becker official for more information. 5 ) The Mayor received a letter from Kevin and Jo Ann Evens requesting the City reimburse them for legal fees. The matter was referred to the City Attorney. Loso stated the Eyens had discussed related matters they were disputing with their neighbor concerning the location of the lot line and the fence height. Mayor Reber asked Ross Rieke if the fence was on the lot line to which Rieke indicated it is two feet off the lot line. Mayor Reber stated the height may vary. The matter was dropped. COUNCIL REPORTS RIEKE: No report. EHLERT: It appears that the City may be successful in getting summer workers through the same student program from St. John's University as last year. HIEMENZ: Hiemenz discussed a complaint he received of people walking down the middle of East Minnesota Street to avoid walking in the water at the edge of it. Hiemenz also asked the date for the EDA hearing. It will be held on April 18 at 7:00 p.m. CLERK/ADMINISTRATOR REPORTS: 1) A model nuisa~ce ordinance prepared by the League of Minnesota Cities was presented and discussed. Loso made a motion to have the City Attorney review this ordinance along with existing ordinances and make recommendations for removal of duplications; seconded by Rieke. Discussion - The City Attorney should be made aware that odor control from spreading manure for fertilizer was the initiator of this ordinance. . Ayes: Reber, Rieke, Loso, Hiemenz, Ehlert. Motion carried. 2) The winter parking ban for overnight street parking has been lifted, because the yards are getting soft and becoming damaged from parking on them. 3) The Council was in agreement to begin the special meeting with Kathleen Murphy on job duties and points, set for March 26 at 6:00 p.m. and cancel the CORE Committee meeting for that time. OPEN TO THE PUBLIC: Ellen Wahlstrom asked about annexation, water and sewer services, and weeds. She would like to keep a natural area to feed the birds. Steve Frank stated there is a growing movement in our country to allow yards to grow in the natural state rather than to manicure them. The Mayor and Council agreed to consider if needed, some allowance to retain natural areas to serve the environment. Jim Graeve questioned the need to consult the attorney on many matters. Steve Frank recommended using the League of Cities. Mayor Reber indicated that we use the League for information as is appropriate. They also recommend referring these matters to our city attorney. . He stated that he was listening to the discussion and no one had 4IÞ heard of the EDA but already a person has been appointed to it. He felt these positions should be opened up to the whole community. Jim Graeve stated that Waite Park, Avon and other area communities all have EDA IS. 1 Could these be joined as one? Mayor Reber stated that he reported the Federal EDA representative recommended the local banker be appointed to the Board. The Board has not yet been chosen nor has the EDA been set up. Loso stated that this meeting was the first that the Council has been made aware of the meeting with the EDA representative and his recommendations. Hiemenz discussed the role the Star City played in encouraging establishing an EDA. They developed the plans and a draft copy of the resolution. Concerns of appointments to this Board are premature. Steve Frank then questioned the Council's priorities in capital projects. Brian Murphy asked if it would be possible to delay the project one year. 4IÞMayor Reber indicated that construction of this project has been delayed a year already. Gary Sunderman asked if a feasibility and impact studies were done. He indicated he does not want freeway type traffic on his residential street. Mayor Reber stated that a large increase in traffic is not anticipated. Joe Bettendorf stated that a feasibility study was done according to usual procedures. Traffic counts were received from APO. The width of the street was not set to determine the amount of traffic on the street. Janice Mensinger questioned when the traffic study was done. Bettendorf indicated that we are using a standard width for the street. The APO traffic study is a computer analysis based on previous studies. Rose Gohman stated that she has sidewalk, but it is impossible to keep clean because the snow from the street is plowed on to it. Bettendorf stated that the sidewalk can be moved back to the property line to give more space for the snow. Bill Wasner expressed support for the project with the conponents as the Council planned, for construction this summer. Rita Douvier was told the sidewalks were planned all the way to the dentists office (91st Avenue), and now plans are for the sidewalks to end at 12th. She expressed support to have sidewalks to 91st Avenue. 4IÞ Lee Zipp questioned why the sidewalks will be on only one side. He was Page 1 · supportive of sidewalks on both sides. There were also concerns why .E' business owners get snow removal and not the home owners. Steve Frank questioned if the Mayor was speaking for the other CouI}ciJ members by their silence. Mayor Reber stated he was expressing his opinion Hub Klein stated he is an East Minnesota Street resident and Chair of th~ Planning Commission. The Planning Commission supports the project as lai< out including sidewalks for safety. Klein as an individual also supports th; project as laid out. Kevin Blanchette questioned the impact of the 12th Avenue connection an possible controls on truck traffic that could be imposed. Bettendor indicated that it could be posted as a non-truck route. Councilor Ehler indicted a desire to discourage heavy traffic including truck traffic bu acknowledged Bill Wasner' s business needs to have truck traffic allowed Mayor Reber stated that we will not try to discourage truck traffic t businesses. Monica Stanger expressed concerns about the benefits of sidewalks that Cé not be used in the winter and would still have pedestrians on the street She questioned why the street is not plowed curb to curb. Nancy McDarby discussed the number of intersections on the project are expressed desire to conserve the residential flavor of the street; discourë traffic speed by not widening the street; redesign the street to discourë truck traffic, indicating that Bill Wasner is the only one that should accommodated. Steve Frank stated that delay happens all the time. It is perfec' reasonable to delay this project another year. He suggested doing a r· traffic analysis, taking into consideration what the project will do to neighborhood. Yvonne Lieser agreed with Steve Frank, and expressed opposition to sidewal Andy Gillitzer expressed concern for snow removal if sidewalks are install He is not in favor of sidewalks. Adeline Gillitzer stated there were problems with installation of mail be on a Waite Park street project. Fred Reber concurred with Bill Wasner and Hub Klein by expressing support for . the project as planned by the Council. Jim Graeve discussed his results of a survey he had instigated, on the " various aspects of the project. He also stated th~t he feels the street could be done for $250,000. Mayor Reber reminded Graeve of the need for installation of utilities also. Graeve discussed the need for a walkway around and through the city in lieu of sidewalk.' He further discussed the water treatment project, and fire hall plans. He felt delay is good planning. ' Jim Studinski expressed concern for reduction in the front yards. He felt children need front yard space for play to keep them off the street. Mayor Reber indicated that streets are for traffic and not for children to play. Bernie Evans expressed concern on the safety issue, especially concerning children playing. He felt the design of the road would increase traffic and speed. He would like to see a plan to keep trucks off this street. Mayor Reber reminded him streets are not playgrounds, and safety was a consideration in widening the street. Councilor Ehlert stated the City is responsible to provide safe walking areas. Minnesota Street has established itself as a walking area. He . supports sidewalks on this street as providing a safe natural pathway. Nancy McDarby stated the students are gone for three months. The plan of the street encourages speeding. She recommended discouraging speed by design. Mary Ann Graeve asked if Mr. Bettendorf has any other thoughts. Joe Bettendorf responded either curb and gutter or ditches as a rural road, have to be installed. Normally ditches are reserved for rural roads. The road width is adjustable; sidewalks are optional. A lane should be provided for roller blades and bikers out of the traffic lane. The only way to slow traffic is to install stop signs, and there are problems with that also, as they increase noise and roadway wear. Margie Kalla questioned how much the roadway would be lowed in her area. Bettendorf will check the plans and contact her. Kevin Blanchette suggested allowing parking on one side and a bike path on the other. Councilor Loso indicated he would consider forgoing sidewalks and reducing the width of the street. Councilor Hiemenz stated this is a City/County project and the City is doing good planning by including city utility installation along with a County . project. This saves dollars on the projects. It would not be appropriate for the County to improve the road without the City including needed improvements at the same time. He indicated support of a delay in the Page 3 .. project if the County would delay it. Hiemenz stated he liked Jim Graev~ idea to put a bikeway around the City. This would be needed if sidewalk taken out of the project. He could support omitting sidewalk, but could not support a narrow street with parking on only one side. He is in favor .of truck routes. Councilor Rieke stated the City has done lots of projects, although none that brought about such controversy and adversarial positions. He felt the project is designed right and should be put in right. Rieke would be willing to delay it one year, but that it would not be beneficial to do so. Minnesota street is an arterial roadway and it would be a mistake to construct it as something other. Forty feet width would be the minimum width he could support. Councilor Ehlert indicated he would be willing to delay the project one year if the County would still fund their portion of the project. He would be willing to reduce the roadway 38 feet to 40 feet wide, but felt the safety issue is important to consider in relation to the sidewalks. He expressed concern to provide pathways for the young families in the developing area or the east end of the city. He also discussed the provision the Council allowed to provide for financial hardship cases for senior citizens for assessments. Mayor Reber stated the project is absolutely necessary. He would be willinc to allow a 40 foot width, with a bike lane and pedestrian path, and parkinr on only one side. Sidewalks could reluctantly be eliminated. Delay in 4j; project would only drive up project costs. Jim Graeve stated project costs would not go up if the project is redesigned Fred Reber along with several others present indicated they were opposed t· parking on only one side. Also Ted Duncan was supportive of keeping sidewal. in the project. Bill Wasner questioned how those that need sewer now would be handled i there is a delay in the project. Hub Klein indicated that bike lanes work only in theory. Steve Frank stated we do not have a lot of data here. Councilor Rieke reminded those in attendance the Design Team suggeste creating a family environment in planning. He recommended if the sidewalk j eliminated the cost of the sidewalk could be allocated for a future walkway Ron Kostreba discussed safety and questioned the number of accidents in tho area. Councilor Hiemenz recommended planning for a walkway to be installed. Councilor Hiemenz made a motion to set the width of East Minnesota Street forty feet, with parking on either side, curb and gutter with drai. Discussion - The sidewalks that currently are in place would stay, but could be moved close to the property - line, if desired by the property owner. Rieke also indicated 1) the reinstallation of the mailboxes need to be coordinated with the Post Office. 2) traffic issues¡ i.e. stop signs and truck routes¡ need to be worked out. Loso expressed concern that this road would be turned over to the City. Bettendorf indicted that it will stay a County road unless the County determines that it is not needed for County transportation. Kathleen Murphy discussed the Pay Equity Law, small city and large city job matches, methods of evaluating jobs, and points assigned. Questioned was if the hiring committee has any input in this position, and if the Council wishes to put the whole burden of this appointment on the Chief's shoulders. Mayor Reber will discuss this matter with the Chief of Police. The Council generally aCknowedgeed the points assigned to the Sergeant position place it in Class X of the 1996 City of St. Joseph Pay Scale. Loso made a motion the advancement or promotion to the next class on the pay step chart shall be in the step most closely representing their present hourly pay rate so long as the new step rate is greater than the pay rate of the old step. The individual will be eligible for a pay step increase the first of the next year. The motion was seconded by Hiemenz. Ayes: Reber, Rieke, Loso, Hiemenz, Ehlert. Nayes: None. Motion carried. Rieke proposed an increase to the whole pay scale an amount that would remove the perception of any inequities in the points established for any job position and the wages paid. The exception to this the wages paid to the . current employee in the Laborer position will stay outside the requirements of the wage step system. Page 1 . . Rieke also informed the Council the employees would like to agree for tilt future that they would receive a cost of living increase established at t C. P. 1. The Council generally agreed to consider wage increases each year taking into consideration situations change from year to year. . Rieke made a motion to have staff draft an increase to the whole 1996 wage class and step system to make Class VIII, Step Seven at $15.42 per hour~ . Also the cost to the City of this increase will be calculated. The motion was seconded by Hiemenz. Discussion - Hiemenz questioned how this increase would relate to area cities. Council questioned if pending mediation would have an effect on considering changes to the wage scale or prohibit discussion with police officers concerning wage and benefit increases, prior to the mediation meeting.
