Due mainly to the problems of bringing the Water Filtration system on line, I have been . unable to use all of my vacation. Therefore, I am requesting to carry over approximately 85 hours until February 28, 1997. If the weather cooperates and the filtration systems operates well, I am confident I can have my vacation burned down by February 28. Pursuant to due call and notice thereof, the Planning Commission for the City of st _ Joseph met in regu1 ar session on Honday, December 2, 1996 at 7:00 p.m. in the st. Joseph City Hall. Hembers Pr_esent: Chair Hub Kl ein. Commissi oners Sr. Ka thl een Kalinowski, Marge Lesnick, Linda Sniezek, Dan Nierengarten, Kurt Schneider. Council Liaison Cory Ehlert. Deputy Clerk Judy Weyrens. Others Present: Derrick Gabrielson, Joe Hiller, Jerry Klaphake, John Dube. Special Use Hearinq - Joe Miller: Chair Klein called the hearing to Order a~ 7:00 p.m. The purpose of the hearing is to consider a reques,t for a spec~al use permi t to operate a mechanical repal r business in a General Business Zone. st. Joseph Code of Ordinances 52.20 subd 3(b) allows for automobile service stations including sales gasoline serviGe stations and other repair garages, provided that no filing station be located within 200 feet of a school, church, hospital or meeting place, . havlng a capacity of more than 50 persons by special use permit. The property lS legally described as Lot 3, Block 1; Miller East Cedar and has been sUbmltted by Joe Miller on behalf of Derrick r<- ].-·'"i ",' '" 0" . ''''c........_~.L~ ü. Joe Miller stated that he has recently leased his building to Mr. Gabrielson to operate a mechanical repair business. The business is solely mechanical repair and no body work will be completed. Miller also stated that the lease signed by Gabrielson ~~ fairly restriçtive and assures the property will always be tidy. Miller also indicated that historically the property has been used for mechanical repaIr. The last business that leased the space repaired dairy equipment and motors, Granting a special use allows the property to continue as a repaÅr shop. There being no one present to object, Kalinowski made a motion to recowmend the City Council approve the special use permit of JQe Miller, allowing for a mechanical repair shop at the above stated property~ The motion was seconded by Nierengarten. Ayes: KleIn, Kalinowski, Lesnick, Sniezek¡ Nierengarten, Schneider¡ Ehlert. Nayes: None. After considerable discussion, Sniezek made a motion to recommend the Council authorize the City Attorney to draft an amendment to the Sign Ordinance alloHing for multiple signs for business complexes. Motion Carried 7:0:0 Nev.1 Business: The Commission discussed their disappointment in the lack of communication between st. Joseph Township and the City ,. or: st. Joseph. The Ordinance provides for joint planning within a 2 mile radius of the Corporate Limits and the Commission would like to be consulted by the Township for matters within this J ' raC<lUS. The Commission also disc1..1SSecl the rleed for the City to determine Hho is responsible for enforcement of OJ:dinances, Special Use Permits ·and Variance requirements. The Commission would like to see a policy regarding the registration and resolution or complaints received by the city. The seats held by !<large Lesnick and Andy Brixius are up for re-appointment and a recowmendation to the Mayor is necessary.
