3 (c) The Park Board has only received one quote for the benches as they did not know who else to
contact. Further, Amcon has agreed to donate one bench.
3 (g) Dorine Rennie has sold the farm to Scenic Landscaping and they are requesting to annex and are
requesting water and sewer. Joe stated water and sewer is available and the property is
contiguous to CR 133. The Township has already approved the annexation.
3 (h) The current ordinance does not allow for the enforcement of the odd even water ban. Therefore,
we had John revise the Ordinance and the amendment needs to be approved.
3 (i) Monte Eastvold is on vacation and cannot be at the meeting. However, one of his associates will
be providing the Council with bond information with the actual amount based on the bids. I will
forward the information as soon as possible. The Council only needs to set the bond sale date at
this time.
5 Bill Lorenz is a Trustee for the Parish and will be present for the liquor \'Íolation for the parish.
Bill stated the parish takes this matter seriously and will take matters to prevent this from
happening again. I discussed this matter with John Scherer who stated that this violation is
slightly different because all the bartenders are volunteers and not professionals. At this time the
Council could inform the parish of the seriousness of the matter and inform them that next year
. they will be held as accountable as the liquor establishments. Alternatively the Council could
fine the parish for the violation.
6. Jeff Schlingman from the Partnership will be present to discuss membership for 2001 - 2002.
9. Amy Sand has requested an agenda time to discuss the potential rezoning of a portion of the
Indian Hills Plat. She will be present with some of the neighborhood of Northland. The Council
needs to remember that the public hearing was already conducted and additional input cannot be
accepted.

BUILDING ORDINANCE
The City Council for the City of St. Joseph HEREBY ORDAINS:
That Section 51.1 of the Code of Ordinances is amended to state as follows:
"Section 51.1: PERMITS REQUIRED. No person shall erect, alter, wreck, or move any
building or part thereof within the City of St. Joseph, without first securing a building permit.
No person shall install, modify or perfonn other work on a plumbing or mechanical system
withinanystructure (other than routine maintenance) without first securing the necessary
plumbing or mechanical pennit. The application for a building pennit shall be accompanied by
a plan showing the dimensions of the lot to be built upon, including applicable setbacks, the size
and location of the building upon the lot and any accessory buildings to be erected, the use to
which the intended building is to be put, and the estimated cost thereof. The application for a
plumbing or mechanical pennit shall be accompanied by a description of the work to be
perfonned and other infonnation as deemed necessary by the Building Inspector. If the
proposed work complies with the Minnesota State Building Code and the regulations adopted by
the State of Minnesota, as well as all of the ordinances ofthe City of St. Joseph, the City
Building Inspector shall issue a pennit therefor conditioned upon the applicant's compliance with
all State laws and City ordinances. All permits shall be co-signed by the City Clerk and all
· additional permits necessary shall be obtained at that time.
Building pennits shall not be required if the work to be perfonned is limited to the
following: replacement of windows which does not result in the enlargement of the rough
openings, repair or replacement of interior or exterior doors which do not result in the
enlargement of the rough opening, interior remodeling not involving the removal or relocation of
an interior wall. A pennit shall be obtained for the construction or reconstruction of an accessory
building as defined in Ordinance 52.4 Subd. 1."
This amendment is adopted the _ day of ,2001, and shall
be effective upon publication.

Resolution of Finding
The request of Tom Skahen, Sunset Properties, for a special use permit came before the
Planning Commission at a public hearing held on July 9, 2001. The purpose of the hearing was
to consider the issuance of a special use permit for the construction of a light manufacturing,
warehouse and office facility within the General Business District of the City of St. Joseph.
Section 52.21 Subdivision 3 states the following uses shall require a Special Use Permit based
on the procedures set forth in Section 52.9 of this Ordinance; h) Other uses determined by the
Planning Commission to be of the same character as contained in this subdivision.
The request has been submitted by Tom Skahen, Sunset Properties, 417 1st Avenue NE, S1.
Joseph, MN 56374.
Notice of this matter was duly served and published.
In consideration of the information presented to the Planning Commission and its application to
the Comprehensive Plan and Ordinances of the City of S1. Joseph, the Planning Commission
makes the following findings:
· The proposed special use permit is consistent with the standards for a Special Use
Permit as stated in St. Joseph Code of Ordinances 52.9 Subd. 4 (a· n.
Therefore, based on the findings above, the Planning Commission makes the following
recommendation:
Approval of a Special Use Permit to construct a light manufacturing, warehouse and office faeility
within the General Business District as proposed by Sunset Properties provided that the owner
complete landscaping along the Date Street side of the facility.

The Planning Commission is holding a special meeting to hear a Special Use request by Sunset
Manufacturing and owner Tom Skahen.
The project consists of a 78' x 45' light manufacturing and office building to be located on property .
recently purchase by the owner and adjacent to existing structures. In 1998, Sooset Manufacturing went
through a similar expansion which as approved by the Planning Commission and City Council. With the
revisions to the Zoning Ordinance, the construction of this facility is no longer permitted within the General
Business District, thus the need for a Special Use Permit.
Please see the enclosed site plan and building plan. Mr. Skahen will be at the meeting to answer any
questions you may have regarding the structure. The project meets all the setback requirements and the
requirements of a Special Use Permit. I'm recommending approval of a Special Use Permit for the
construction of this facility.
Also, this will be my final Planning Commission meeting. I have resigned as the EDA Director for the St.
Joseph Economic Development Authority and will be leaving the City on July 20th.

· AMENDMENT OF ORDINANCE 41
MUNICIPAL WATER SYSTEM.
The City Council for the City of St. Joseph HEREBY ORDAINS:
That Section 41.18 of the Code of Ordinances is amended to state as follows:
"Section 41. 18: SPRINKLING BANS. During the months of May through September,
use of the municipal water supply for lawn and garden sprinkling shall be restricted in the
following manner:
a) Properties having a street address ending with an even number may sprinkle lawns
and gardens on an even numbered day only.
b) Properties having a street address ending with an odd number may sprinkle lawns
and gardens on an odd numbered day only.
The City reserves the right to totally prohibit the use of the municipal \vater supply for
sprinkling as deemed necessary by the City Maintenance Director to protect the City's water
supply. A sprinkling ban of this type shall be published by local radio. Residents shall comply
with the tenus and conditions of the sprinkling ban. The ban shall be enforced by the police
· department. Violators shall receive one warning which will be documented. Any further
violation within five months of a warning shall constitute a petty misdemeanor."
This amendment is adopted the _ day of , 2001, and shall
be effective upon publication.

Synopsis: ( OB: 07-14-83 was observed drinking beer out of a plastic cup at the St. Joseph
Church Bazaar's Beer Gardens area. When saw me he tried to hide the plastic cup from my view.
Identified him by his Minnesota Drivers License. He admitted to consuming alcohol. Walked to the Police
Department and gave him PBT. PBT results indicated a reading of .068. was turned over to his
parents, ' ¡ere advised that the County Attorneys Office will be
contacting them with a court date.

Resolution of Finding
The request of Roger Tamm, Tamm Photography, for a variance came before the Planning
Commission at a public hearing held on July 2,2001. The purpose of the hearing was to
consider the issuance of a variance for to construct an addition to an existing building within the
Highway 75 Business District without meeting the exterior building material requirements.
Section 52.22 Subdivision 7 (c) states that acceptable building materials shall include brick,
stone~ tip-up concrete panel, decorative concrete block or glass. Wood siding, plastic and other
combustible materials not listed as acceptable shall not be used for building exteriors.
Architecturally approved steel is acceptable provided that at least 50% of the building
(excluding windows and doors) consists of brick, stone tip-up concrete panel, decorative
concrete block and/or glass. Any buildings undergoing renovation, repair or an addition, so as
to require the issuance of a building permit, shall be brought into conformance with this
subsection at the time the repairs, renovations or addition are complete.
The request has been submitted by Roger Tamm, Tamm Photography, P.O. Box 241, Avon,
MN 56310.

In consideration of the information presented to the Planning Commission and its application to
the Comprehensive Plan and Ordinances of the City ofSt. Joseph, the Planning Commission
makes the following findings:
The proposed variance is not consistent with the standards for a Variance stated in St.
Joseph Code of Ordinances 52.8 Subd. (a - e).
Therefore, based on the findings above, the Planning Commission makes the following
recommendation:
Denial of a variance to allow the construction of an addition to a building within the Highway 75
Business District without meeting the exterior building material requirements as stated in Section
52.22 Subdivision 7 (c) ofthe St. Joseph Code ofOrdmances.

Roger Tamm, Tamm Photography, has a signed purchase agreement with the
Vornbrock's to purchase the former chiropractic clinic building. Mr. Tamm is
proposing to construct 900 square foot addition to the north side of the existing
structure. Please see the enclosed site plan.
The property is located on Cedar Street and with the Highway #75 Business District. .
Mr. Tamm is requesting a variance to Section 52.22, Subdivision 7 (c) which requires
exterior material used consist of brick, stone, tip-up concrete panel, decorative concrete
block and/or glass within the HWY #75 Business District. Mr. Tamm is proposing to
use the same material as the existing structure on the expansion in order to match.
Staff is recommending that the variance be approved as conditioned upon the
requirements of a variance. In addition, the expansion is occurring in the rear yard of
the existing building, with limited visibility to the highway. Finally, the property is
being sold and improved for the creation of new business in St. Joseph. As the EDA
Director, I strongly urge the Planning Commission recommend approval as it does not
adversely impact the community.

Bob Loso road corridors, the Planning Commission made the following recommendation:

Alan Rassier Plat ofIndian Hill Park as presented provided that DM Partnership include a 66
foot road easement and cul-de-sac west of Northland Drive for access to Lots 1 and
2 of Block 2.
The motion was seconded by Rassier.
· The motion to recommend approval of the Indian Hill Park Preliminary Plat was
passed with the following vote:
Ayes: Graeve, Rassier, Lesnick, Deutz, and Utsch
Nays: Schneider Motion Carried
Rezone:
The Planning Commission discussed the rezoning in detail and cited a joint City
Council and Planning Commission meeting where this particular area could be
developed with some multi-family facility.
In addition, Mr. Davidson reduced their request to rezone. Mr. Davidson eliminated
Lot 2 :trom the rezoning request stating that Lot 2 would better serve some kind of
highway business. Thus, DM Partnership amended their request to rezone only Lot I of
Block 1, Indian Hill Park.
Rassier made a motion to recommend the City Council approve the rezoning of
Lot 1, Block 1 ofIndian Hill Park from Highway #75 Business District to R-3
Multi-Family Residential.
The motion was seconded by Graeve.
The motion to recommend approval ofthe rezoning was passed with the following
vote:

John Meyer and Dorian Davidson, DM Partnership, have presented a preliminary plat
for Indian Hill Park (formerly owned by the Brandenburger Estate). The plat is very
basic and consists of four large lots for development.
DM Partnership is also requesting Lots 1 and 2 of Block 1 be rezoned from Highway
· #75 Business to R-3 Multi-Family residential. Staff is recommending Lot I and 2 of
Block 1 be rezoned to R-3 for the following reasons:
I) A good transition from Northland Addition to commercial development
along County Road #75.
2) The topography of the land creates a natural buffer to the established
neighborhood.
3) From a planning stand point, R-3 is more acceptable to adjacent residents

Dear Mayor and Members of the Council:
I reviewed the preliminary plat for Indian Hills Park and have the following comments:
Preliminary Plat
l. Additional easements should be shown to accommodate the holding ponds and the sanitary
· sewer that crosses Lot 2, Block 2.
2. Zoning districts should be shown per Section 54.6 subd. 3g(7).
3. A vicinity map should be provided per subd. Section 54.6 subd. 3h(4).
4. County mapping shows a wetland in the northeast comer of the plat. This wetland must be
shown on the preliminary plat, per Section 54.6 subd. 3i, and must be delineated on the final
plat.-
S. If a future street is to be constructed into Block 2, the street grade and typical section should be
provided per Section 54.6 subd. 3h(1) and subd.3h(2).
Grading and Drainage
6. No grading plan was provided. The Developers have stated they intend to sell lots as is without
doing any preliminary grading. While I do not recommend this, the City followed the same
procedure with the Business Park. The down side of not grading the entire site, is that each
buyer is on his own with regard to removing excess material or bringing in fill. If the
Developers insist it is not economical to grade the entire site when the utility improvements go
in, I recommend the following as a minimum:
a. A grading plan for the entire site should be submitted and approved. This plan must
show how the entire site is to be graded and drained. Each lot must be able to stand
on its own.
b. The three holding ponds should be constructed with the initial utility installation.
c. Contours for the pond on Lot 2, Block 2 contemplate cutting into the old railroad bed
· embankment. The existing embankment slope can be made flatter, but not steeper.
The Developer will need approval from the owner of the railroad right-of-way to
store storm water on that property.

7. The holding ponds must be designed in accordance with Section 54.7 subd 3i(9). The rate and
volume of discharge from the northeast pond should not exceed existing conditions.
8. No building slab should be lower in elevation than 1085.0. Fill will be required in Block 2.
Streets
9. During the public hearing process for Northland Plat Five, there was discussion regarding
construction of a road across what will be Lot 1 of Block 2 in Indian Hills Park. The issue was
providing an alternate route for traffic currently using Gumtree Street. This should be resolved
prior to approval of the preliminary plat.
Sanitary Sewer
10. Sanitary sewer is acceptable as shown. A permit will be needed to install the sewer and water on
the old railroad right-of-way.
Water Main
11. The water main on Northland Drive should be 10-inch pipe, and should be extended south to the
south line of the plat. This line will be connected to a future 16-inch trunk water main to be
installed at a later date by the City.
12. Add a second hydrant on Northland Drive.
· Developer Agreement
13. A Developer Agreement will be required in accordance with Section 8 subd. 9.

The Board of Assessors has established four levels of licensures for assessors.
1. Certified Minnesota Assessor - C.M.A
2. Certified Minnesota Assessor Specialist - C.M.AS.
3. Accredited Minnesota Assessor - AMA
4. Senior Accredited Minnesota Assessor - S.AM.A
. Only accredited assessors, senior accredited assessors or other licensed assessors whom
have successfully completed at least two Income-Producing Property Appraisal courses
may value income-producing property for Ad Valorem tax purposes.
I currently hold the accredited designation (AMA) and can value all types of property.
Cost Per Parcel:
Steams County $6.03 - $11.91 per parcel
Sartell $7.50 per parcel
Assessor Ron Eutenhauer is also employed as the building inspector. He stated
He works for less per parcel by doing building inspecting and appraisals at the
same time, saving time and expenses. Ron is a certified assessor and can only
do residential properties.
Melrose Annual Salary - $8,000 1100 parcels
Assessor Virg Metzger is a Certified Specialist. He receives full medical
insurance including dental - cost about $250 per month - paid per deum Melrose -
S1. Cloud and paid P .E.RA retirement cost until recent retirement.

. Joe recently sent me an E-mail asking me to look into the option of establisrung a
transportation improvement tax district witrun the City of St. Joseph. I've had an
opportunity to review Minnesota Statutes and· have been unable to find any specific
statutory authority permitting the establishment of a special tax district relative to
transportation.
Frank J. Rajkowski .. Minn. Stat. Section 412.251 is the basis for a City's authority to make annual tax levies.
The statute sets forth various taxes that may be levied as authorized. Witrun that
Gordon H. Hansmeier category, there is no statutory authorization for the establishment of a special
Frederick L. Grunke transportation district.
Thomas G. Jovanovich" I did find law granting the Metropolitan Council (encompassing the seven-county
John H. Scherer" metropolitan area) authority to levy special transit taxes. The authority oftrus statute is
Paul A. Rajkowski" limited to the metropolitan area. There is no equivalent authority for the outstate area.

construction." The funds were deposited into a major street fund account along with other road
funds. The funds were not earmarked for a particular project and the City did not attempt to link
expenditures to any particular funding source.
After several years, several developers challenged the validity of the charge. The City argued that
its authority to finance road improvements can be implied from several sources, including
municipal planning authority under Chapter 462, the implied power to impose an "impact fee" to
fund infrastructure improvements as had been recognized in other states, and the City's power to
collect regulatory and license fees pursuant to its general welfare powers under Section 412,221.
The Supreme Court rejected all oflhese aïguments. It "\-vas noted that although the legislature
provided for a sewer and water hookup charge, there was no similar authority for a road unit
connection fee. Without specifically deciding whether or not lv1innesota courts would recognize
the validity of an impact fee, the court held that the connection fee would not meet the definition
of an impact fee because the charge was not an amount proportionate to the need for public
facilities generated by the new development. Also, it was pointed out that the road fees went into
a general fund as opposed to a special fund earmarked for a particular area of development to
serve those charged with the impact fee. ·
Finally, the court rejected the argument that the City had the power to require the payment of a
fee for permit under its general police power, The court noted that a City's authority to charge a
permit fee is founded on the principal that the fees are necessary to offset administration costs
associated with regulating the activity which is subject to the permit. Permits cannot be used for
the purpose of generating revenue. They are limited to offsetting costs. In this case, it was clear
that the road connection charge was a revenue-generating device.
Although this decision rejected the plan adopted by the City of Eagan, it did not specifically state
that an impact fee or road connection fee would be invalid in all cases. There at least seems to be
some room for devising a charge specific to the financial impact generated by the new
construction and earmarked toward improvements specifically serving the new construction. But
of course, this is also the basis for the City's ability to assess the cost of road construction to
benefit of property owners. The right to use power of assessment for road construction was
noted in the City of Eagan decision, Because this alternative for financing road improvements
currently exists, which allows for passing the cost to the benefitted property, I suspect that the
courts will look with greater scrutiny upon any other schemes that do not have specific statutory
authorization. The Courts would consider a "connection fee" as an attempt to bypass the ude
process provisions contained in Chapter 429.
Therefore, it is my recommendation that the City not attempt to set up a transportation ·
improvement tax district nor a road connection impact fee at this time. Even if imposed
differently than what occurred in the City of Eagan case, I believe that there is still a substantial

risk that the charge may be held to be invalid. Certainly, the tax or charge could not be a basis for
supporting a bond, and otherwise would pose a financial risk to the City which cannot be justified
under these circumstances.
If you have any additional information or know of something being done by other cities which has
passed court scrutiny, please let me know.

· Minutes of meeting held 18 June 2001
At 6:15 pm, members of the Park Board met with community members who use the
skateboard park. Members listened to concerns and requests, then shared the Park
Board's plans for the park. Equipment was discussed, and the skateboard park users
gave input. The tentative plan is to develop the park over 1-3 years (depending on
budget availability), with the following 3 items having priority: Fun Box (app. $6840),
Corner Box (app. $2810), and Launch Box (app. $2430).

sod or seed (Berghorst, Lesnick). Motion carried. Motion to approve
placement of a fence between backstop and lift station; fence to be 5 feet, black
vinyl, with top and bottom rails; opening at SW corner of Hickory Drive with
ADA code opening (Berghorst, Walz). Motion carried. Motion to locate water
line stub-in off SE corner (Lesnick, Walz). Motion carried.
Old Business: Mike Sworski contacted Xcel Energy - the cost of adding a light to the
existing pole at the top of the sliding hill is approximately $14/month. Motion
to recommend this additional light and cost to City Council (Berghorst, Walz).
Motion carried.
Bids are not in yet for light timers. This issue is tabled.
Marge ordered 4 picnic tables (@ $315.15 each) and three park benches (2
benches are $267.85 each). AmCon Block Company has donated the third
bench. Motion to accept this bid with donation, (Abbott, Walz). Motion carried.
Items will be placed as follows: 1 table in Klinefelter Park next to the existing
table at playground; 1 table and 2 benches in Northland at Volleyball court; 2
tables at campsite; donated bench at 1st tee at Millstream Park's frisbee golf
course.
Marge will check with Mike Sworski about putting an 8-12 foot bench on the
south side of the hockey rink by the gate.
· New Business:
The volleyball court will be set up soon in Northland.
Since bid for the electrical work in Millstream campground has been
approved, Mike S. will be contacting Design Electric to get started.
Hockey rink net discussion has been tabled until September.
The board discussed a temporary sign for the Millstream campsite with the .
following policies:
1. Maximum stay of 3 days
2. Campers must register at City Hall if their stay exceeds 3 days
3. Donations appreciated
Liaison Report: Kyle, City Administrator Judy Weyrens and Mayor Hosch attended the
St. Wendel Township Meeting on June 5. St. Wendel decided not to pay their
portion of the sununel' recreation fees. As a result, participants from St.
Wendel will pay $75/child next summer.
There will be a Wobegone Trail meeting on July 2 at 5:30 pm at City Hall.
Mary Kay Gapinski (Summer Rec. Director) will be at our July meeting.
CSB/SJU would like to rent Centennial Park for a welcome event including the
community. They ask that the fee be waived.

This report shows the types of activity, crimes reported and the number of criminal, traffic and
parking arrests and tickets that have been issued. These numbers for 2001 are compared to the
same time period of2000. ·
The data this year is more detailed then it was last year and will continue to improve as our
records system is improved.
Of the crimes reported, it is just that, crimes reported. Not all crimes are reported to the police
for various reasons. They include the victim not wanting to tell anyone; the victim not aware
that a crime has yet occurred, the victim does feel it important enough to call the police, just to
name a few.
Not all crimes result in an arrest. In a lot of cases, especially with thefts, harassment's and city
ordinance violations, the victim does not want the person prosecuted only talked too or their
property returned. In other cases, the suspect has fled the area and is currently being looked for,
for questioning and/or to be charged with the crime.
There has been no analysis of these numbers. It is raw data for information and comparison
purposes only.

OVERVIEW ·
The annual 4th of July celebration began on the evening of Tuesday July 3rd. There was
the opening of the beer garden, a 5K run and the fire department water ball competition.
On the 4th, the parade and planned events at the Catholic Church were the official
activities with family and neighborhood parties spread around town.
PLANNING
The planning for the event was not the same as in prior years. This year, the Police
Department was only contacted about the closing of College A venue from Minnesota
Street to the Alley South of Minnesota Street.
No one from the event-planning group contacted the Police Department about traffic
control or for security at the beer garden.
Because of this, the Police Department only planned for what was expected in the
community outside of the planned activities. We assumed that the group, which has had
many years of practice at this event, was making arrangements with other agencies to
serve their needs.
Since the event, I was contacted about what had happened and assured that future 4th of ·
July events will include better contact from the organizers.
AC~SæROBLEMS
The no parking signs for the parade and the parade detour route were not placed out until
6 am the morning of the 4th. While the signs were lawful and violators could be cited, no
vehicle could be towed as State law (MSS 169.041 subd. 4) requires that all temporary
signs in cities our size have to be placed at least 24 hours ahead of time before a vehicle
can be towed. This creates the problem of finding and identifying owners/drivers of cars
parked on the parade route. We almost didn't fmd them all this year. That could have
caused safety problems during the parade.
The detour route became congested due to traffic illegally parking on the route. At least
1 semi truck and trailer was stuck along the detour because he could not make the right
turn from 4th NW onto Birch St. W. If the homes in that immediate area had caught on
fire, the fire trucks would not have been able to fight it effectively as they would not have
been able to park on the street and use the sides of the truck to get equipment or use the
hoses. This did clear up later when the crowd cleared a couple of hours after the end of
the parade.
Other parking problems occurred allover town as the high number of vehicles and people ·
not wanting to walk very far to the events downtown area restricted alleys, blocked
driveways and obstructed views at intersections. One injury crash occurred when a car

· came out of an alley and failed to yield to traffic on 1st Ave. NE. . The crash became a 3
vehicle one when the car then struck another vehicle parked right up to the alley entrance.
A second area that had many parking problems was the blocking of the police outside
door by many vehicles. The Police Department does not have keys to any other outside
doors so we have to use the South door directly into and out of the office. On a couple of
occasions, officers had difficulty in opening the door to get in and out as well as drive the
patrol cars in and out. The most common excuse given was that people thought it was a
bank so the no parking signs didn't matter.
When the parade was over and the large number of vehicles started to leave, the only area
of congestion was the intersection of County Road 75 and 4th Ave. NEINorthland Drive.
Three officers were detailed to direct traffic during this time and were able to keep traffic
movmg.

p.m. on the 3rd till 12 p.m. on the 5 that was related to the holiday and related events
were:

EQUIPMENT ·
Because no equipment was requested from the Police Department, there were no
equipment problems. There was a lack of signage for the parade detour route noted
though.
PERSONNEL
The following number of personnel were present during this event:
2 Officer the night of the 3rd until 3:00 a.m. on the 4th,
4 Officers during most of the day shift
2 Officers for several of hours in the late afternoon
3 officers the rest of the 4th until 3 a.m. on the 5th,
The number of officers assigned handled the outside activities without need to ask for any
other agency to assist us. This is the same number of officers on duty as last year minus
the reserves who had worked the beer garden in 2000.
RECCOMMENDATIONS
The following recommendations are suggested: ·
1. That the department heads of at least the police, fire, and public works departments be
infonned of all planned activities and requested assistance needed from the 4th of July
committee at least 30 days ahead of the event, to include at least 1 face to face
meeting to discuss the needs.
2. That the detour route around the parade, and the parade route, have no parking signs
placed along its entire route on one side of the street. They should be placed out at
least 24 hours in advance.

while it is open. No liquor license should be granted without an agreement in place.
The officers assigned should be paid for this service by the organizers of the event.

3 (c) The Park Board has only received one quote for the benches as they did not know who else to
contact. Further, Amcon has agreed to donate one bench.
3 (g) Dorine Rennie has sold the farm to Scenic Landscaping and they are requesting to annex and are
requesting water and sewer. Joe stated water and sewer is available and the property is
contiguous to CR 133. The Township has already approved the annexation.
3 (h) The current ordinance does not allow for the enforcement of the odd even water ban. Therefore,
we had John revise the Ordinance and the amendment needs to be approved.
3 (i) Monte Eastvold is on vacation and cannot be at the meeting. However, one of his associates will
be providing the Council with bond information with the actual amount based on the bids. I will
forward the information as soon as possible. The Council only needs to set the bond sale date at
this time.
5 Bill Lorenz is a Trustee for the Parish and will be present for the liquor violation for the parish.
Bill stated the parish takes this matter seriously and will take matters to prevent this from
happening again. I discussed this matter with John Scherer who stated that this violation is
slightly different because all the bartenders are volunteers and not professionals. At this time the
Council could inform the parish of the seriousness of the matter and inform them that next year
· they will be held as accountable as the liquor establishments. Alternatively the Council could
fine the parish for the violation.
6. Jeff Schlingman from the Partnership will be present to discuss membership for 2001 - 2002.
9. Amy Sand has requested an agenda time to discuss the potential rezoning of a portion of the
Indian Hills Plat. She will be present with some of the neighborhood of Northland. The Council
needs to remember that the public hearing was already conducted and additional input cannot be
accepted.
