. Pursuant to due call and notice thereof, the City Council for the
City of st. Joseph met in regular session, on Thursday, September
17, 1992 at 7;00 p.m. in City Hall.
MEMBERS PRESENT: Mayor Steven Dehler; Members of the Council Leo
Sadlo, Ross Rieke, Bob Loso, Stephanie Hazen. Clerk/Administrator
Rachel Stapleton.

91ST AVENUE SEWER PROJECT: The Mayor called the meeting to order
at 7:00 p.m. and opened the informational meeting for the 91st
Avenue Sewer Project. Joe Bettendorf presented information to the
property owners, on unit costs per home, with several options.
The general consensus of the property owners, was to replace trees
on the two properties that are losing the trees, namely Rocheleau
and Schuh, as part of the project. Also included in project
costs, would be application of black dirt and rough raking. The
property owners were in general agreement that they would be
. responsible for sodding or seeding, and fine raking (that which
can be done by hand), in order to reduce the project costs. All
in attendance were comfortable with this arrangement. The Council
was in agreement that because the property has been annexed the
City will take over the street lighting of the annexed property.
Loso made a motion to approve a Resolution Declaring cost to be
Assessed and Ordering Preparation of Proposed Assessment, which
establishes the assessments at eight percent, for 15 years, for
the 91st Avenue Sewer Project, and to finance it in house, unt i 1
the costs can be included in a bond issue with another project;
seconded by Hazen.
Ayes: Dehler, Sad10, Rieke, Loso, Hazen.
Nayes: None. Motion carried.
Hazen made a motion approving a Resolution for a Hearing on
Proposed Assessment for the Sanitary Sewer project for 91st
Avenue, to be held on November 5, 1992, at 7:00p.m.; seconded by
Sadlo.
Ayes: Dehler, Sadlo, Rieke, Loso, Hazen.
Nayes: None. Motion carried.
Sadlo made a motion to close the informational meeting; seconded
by Loso.

MINUTES: Sad10 made a motion to approve the minutes of the
September 1 , 3, and 10th meetings; seconded by Loso. Discussion -
Hazen requested corrections as follows:
September 1 meeting:
6th paragraph, 3rd line - "They discussed that the City send
out Requests for Proposals for the 1992 audit to several
auditors;"
7th paragraph - "Council generally agreed to include an
introduction statement that although items are included in
the budget, if the revenue is not available the Council wi 11
reconsider the needs of the City as budgeted. City policy
that all items over $50 need Council approval will preva i 1 .
Capital outlay purchases may not be approved until August of
the budget year. "
September 3 meeting:
page 2108 - the paragraph, change to read, "After discussion
of a bill for work done in the Baseball Park and associated

91ST AVENUE SANITARY SEWER IMPROVEMENT: Hazen made a motion to
approve the low bid of S. J. Louis of $38,168.50 for the 91st
Avenue Sanitary Sewer Improvement project, as recommended by Joe
Bettendorf, City Engineer; seconded by Sadlo.
Ayes: Dehler, Sadlo, Rieke, Loso, Hazen.
Nayes: None. Motion carried.
WATER MAIN: Counc i 1 discussed the allowance of S. J. Louis to
· defer payment on the Alternate "B" bid of water main on Minnesota
Street from 1st Avenue East to 4th Avenue East, should the City
reconsider doing it. Sadlo made a motion to not have new water
main installed on Minnesota street from 1st Avenue East to 4th
Avenue East, since Minnesota Street west to Park Terrace will be

done next year with the County Minnesota Street Improvement;

TREASURER'S REPORT: Hazen made a motion to approve the August
Treasurer's Report; seconded by Sadlo.

BILLS PAYABLE: Hazen made a motion to approve the bills payable
as presented; seconded by Rieke.

STREET LIGHTS: Dale Salo appeared to present a street lighting
plan for Northland Addition. Loso made a motion to approve the
plan as presented; seconded by Sadlo. Discussion - Hazen asked if
the City had agreed to wait until houses went in the Addition.
Sadlo and Loso stated that there are several homes already
constructed.

Nayes: None. Motion carried.
. Mr. Salo asked on a road which the developer of Northland had
constructed. It was built for access for construction vehicles.
Now the roadway has been blocked off. The City has an easement
for it. Dale asked who should maintain it. The Council discussed
that the road is not in the City limits, nor is it build to City
standards. The Council will check with the attorney.
COUNCIL REPORTS - LOSO: 1 ) There has been vandalism at Millstream
Park shelter. Considerations to control vandalism are being
discussed with the Rec. Association. 2) The Rec. Association
feels need of a large producing well at Millstream, and possibly
do cost sharing of the project between, the City the Lions, and
the Rec. Association.
SADLO: During the installation of the new water main and
associated new services, several water leaks were discovered.
ANNEXATION AGREEMENT WITH ST JOSEPH TOWNSHIP: The Council
discussed a proposed annexation agreement with st. Joseph Township
which would provide sharing of tax revenue from the DBL Labs
annexed area. All the property will become City property. They
also discussed a portion of the agreement which provided for
subsequent annexations of the Township of a parcel bounded by
County Road 133 on the south and bounded by the City 1 imi ts on the
west and north. The Township shall receive a portion of the tax
revenue equal to the amounts in the agreement for ten years, based
. on the tax revenue of the year of annexation. The City felt that
several agreements of different terms could be in operation at the
same time. The Township Supervisors stated that they were talking
merger at the time DBL Labs needed to annex immediately. They
felt the agreement is to deal with an immediate problem, and that

the parcel address would come in as one parcel. The Council
generally agreed that if one property of the parcel needed to be
annexed, the City would annex the whole parcel, so there would be
only one agreement. The parcel contains property owned by
Warnert, Wasner and Koenig. The Township Supervisors stated that
if there are changes to the agreement which they approved, they
would not be able to approve the agreement unt i 1 their next
meeting. They also requested that the Township of st. Joseph be
on Certificates of Insurance as an additional insured, on
construction agreements, until annexation is f i na 1 . Hazen made a
motion to approve the Agreement Regarding Annexation and A Joint
Resolution Regarding Annexation, with corrections, and changes, as
the Township has presented, which would allow the annexation of
the following described property:
That part of the South Half of the Southwest Quarter of
section 2 and that part of the Southeast Quarter of the
Northeast Quarter and the Northeast Quarter of the Northeast
Quarter of Section 10 and that part of the Northwest Quarter
of Section 11, Township 124 North, Range 29 West of the 5th
Principal Meridian, Stearns County, Minnesota, described as
follows: Beginning at the north quarter corner of said
section 11; thence southerly along the east 1 i ne of said
Northwest Quarter of Section 1 1 to its intersection with the
. northerly right-of-way line of the Burlington Northern
Railroad; thence westerly along said northerly right-of-way
1 i ne to its intersection with the west 1 i ne of said South~ast
quarter of the Northeast Quarter of Section 10; thence
northerly along the west 1 i ne of said southeast Quarter of
the Northeast Quarter, a distance of 708.08 feet , more or
less to the northwest corner of said Southeast Quarter of the
Northeast Quarter; thence northerly along the west 1 i ne of
said Northeast Quarter of the Northeast Quarter, a distance
of 331.58 feet; thence easterly, parallel with the south 1 i ne
of the Northeast Quarter of the Northeast Quarter of said
Section 10, a distance of 260.20 feet; thence southeasterly
deflecting to the right 50 degrees 13 minutes 59 seconds, a
southeasterly deflecting to the right 50 degrees 13 minutes
59 seconds, a distance of 755.93 feet to the center 1 i ne of
Stearns County Road Number 133; thence northeasterly along
said center 1 i ne to its intersection with the east 1 i ne of

.Joe Bechtold, Township Supervisor, stated that their attorney is
drawing up an agreement between the City and the Township, to
address snowplowing on 7th Avenue and on 91st Avenue.
COUNCIL REPORTS - RIEKE: 1) He talked to Pat Schneider of the st.
.Joseph Baseball Team, and Pat agreed to talk verbally with the
Counc i 1 on occasion. Loso made a motion to approve the purchase
of a homeplate, at $52.95, for the Baseball Park, to replace the
one that was stolen. The motion was seconded by Sadlo.
Discussion - Hazen questioned why not wait unt i 1 spring to
purchase the base. Loso stated they probably want to be prepared
for the season in the spring.
Ayes: Dehler, Sadlo, Rieke, Loso, Hazen.
Nayes: None. Motion carried.
Loso made a motion to pay for the homeplate out of the Memorial
Park Improvement Fund; seconded by Hazen. Discussion - This is
under the deductible of our insurance coverage.
Ayes: Dehler, Sadlo, Rieke, Loso, Hazen.
Nayes: None. Motion carried.
HAZEN: 1) The Planning Commission met with Fred Sandal, and went
· over the first draft of the Comprehensive Plan. There were
several changes. Hazen also discussed a letter from the
management firm, Admired Properties, Inc. on the Four Seasons
Estates (formerly the Eight Plex), which was presented by Linda
Viehauser, on providing notice of complaints. Also, Linda is
going to try to set a meeting of the st. .Joseph Landlords
Association.
2) Hazen also stated that .Jean Gustin is essentially fu 11 time
now, with 20 hours per week as Police Officer and 20 hours per
week as police secretary. She would like to be eligible for
benefits, particularly health insurance. Loso made a motion to
accept .Jean Gustin's two part time jobs as fu 11 time status for
the purposes of employee benefits, with medical benefits to start
as soon as she can be covered by the health insurance carrier; all
other benefits will start .January 1 , 1993. The motion was
seconded by Hazen.

Nayes: None. Motion carried.
POLICE CHIEF REPORTS: Council reviewed the written Police Chief
report. The Council supports police activity to uphold to law.
The Mayor extended the meeting one half hour at 10:00 p.m.
MAINTENANCE EMPLOYEE: Edwin Merkling was offered the new position
in the maintenance department, but turned down the position. The
· position was then offered to Michael Sworski. Loso and Hazen felt
that Administration and Public Works were not authorized to offer
the position to him, as the Council had not set an order to the
applicants that were interviewed. Rieke made a motion that based
on a previous understanding he concurred that vote tallies went in

order to Edwin Merkling, Michael Sworski, Ralph Traut. The
Counc i 1 offers the position to Michael Sworski, based on Edwin
Merkling refusing it. The motion was seconded by Hazen.
Discussion - Loso would like to consider Paul Christensen for the
position.
Ayes: Dehler, Rieke.
Nayes: Loso, Hazen. Sadlo abstained. Motion failed.
Dehler made a motion to offer the position to Michael Sworski,
based on the recommendations of the Hiring committee; seconded by
Rieke. Discussion - Dehler stated that the three applicants had
passed two tests and an interview with the Hiring Committee. The
Hiring Committee, had picked these three from 99 applicants, and
this decision is based on their recommendations.
Ayes: Dehler, Sadlo, Rieke.
Nayes: Loso. Hazen abstained. Motion carried.
QUESTION FOR BALLOT: Hazen presented information for the
informational fact sheet to educate the public on the ballot
question issue. Counc i ì requested that ba 1 lot question
information issue be placed on the next agenda. Loso made a
motion to send the information to the residents in a mass mailing,
when it is finalized, and to get a bulk stamp for the City. The
. motion was seconded by Hazen.
Ayes: Dehler, Sadlo, Rieke, Loso, Hazen.
Nayes: None. Motion carried.
TRUTH IN TAXATION INFORMATiON: Counc i 1 requested that this issue
is placed on the next agenda old business. Hazen presented the
comparisons she wished for the hearing.
ASSESSMENT RELIEF AND ADJUSTMENT REQUEST: The Council considered
the request of Bud Reber for a $200 credit or rebate on the Baker
Street assessment, because he has paid taxes and assessments on
75' frontage and actually has only 68.74'. Loso made a motion to
deny the request because it could cause problems with this
assessment and future assessments. The motion was seconded by
Hazen. Discussion - A 11 property owners for each assessment must
be treated alike. Sadlo felt the City would be justified in
making the requested payment.
Ayes: Dehler, Sadlo, Rieke, Loso, Hazen.
Nayes: None. Motion carried.
Dehler made a motion to cut a $200 check to Bud Reber for being
overcharged for street, curb and gutter, sewer and water
assessments, on Mr. Reber , s documentation to the City of the
overcharge, up to $200; seconded by Rieke.
Ayes: Dehler, Sadlo, Rieke, Loso, Hazen.
Nayes: None. Motion carried.
. CAPITAL OUTLAY REQUEST: Rieke made a motion to allow a bid of
$2,800 for a 1970 Ford C-600 tilt cab 1,000 gallon tanker truck,
to replace the old unit, to be used for flushing sewers and
flooding skating rinks. The motion was seconded by Sadlo.

DBL LABS PROJECT: Joe Bettendorf and John Scherer discussed that
a Chapter 429 hearing may be needed, to assess benefitting
properties. Loso made a motion to approve a resolution to
authorize the Clerk/Administrator to set a hearing date of October
15, if necessary; seconded by Hazen. Discussion - proposal is to
assess and defer unt i 1 sewer is hooked up.
Ayes: Dehler, Sadlo, Rieke, Loso, Hazen.
Nayes: None. Motion carried.
WIDEN SIDEWALK: Joe Bettendorf discussed with the Council a
proposal to widen the sidewalk on First Avenue NW by the City Ha 11
and American Legion. Loso made a motion to approve widening the
sidewalk so that the curb 1 i nes up north aná south, and so that
. power poles are out of the street, at a cost of $4,301.75;
seconáeá by Saálo.

. Q. Why do we need all the land?
A. The 10.6 acres which make up the Roske property is
possibly more land than the City needs, but the owner is
selling the property as one parcel. If at some point the
City would determine that all the land in not needed, it
could then be sold to recoup some of the costs.
Q. Why do we need any land?
A. The City is growing and the need for more room is now
upon us. The immediate need is additional space for the
fire department. Currently the fire depurtment has six
(6 ) trucks parked in a building that was designed to
house four (4) trucks. The current fire department
building çould be used for the maintenance department
which is also experiencing growing pains. Purchasing the
land doesn't mean that we will build a new fire hall now,
but at least we would be providing for the future with
adequate parking.
Q. Why would the City pay $150,000 foe land that was
appraised at $110,000?
. A. Many of you are aware that four (4) appraisers could be
hired, and foul' (4) di fferent values would be received.
Approx 2-3 acres on the West end of the pluperty were
considered of no value to the appraiser used by the City.
However, to a different appraiser, that area might have
value.
Q. Why this particular piece of property?
A. The property has access to County Road 75, Minnesota
Stree l , County Road 133, and 3rd Ave NE. Additionally,
the property is centrally located in St. Joseph. In
order to purchase approx. 2/3 of an acre in the downtown
area, adjacent to the ex is t j, ng structures, it would
roughly cost $150,000, if it were for sale. This piece
of land is on tlj(~ marke t for $175,000 and the owner is
willing to sell it to the City for $150,000 for 10.6
acres.
Q. Where wi 11 the money come from?
A. The money is a'lai lable in the bank at this time. We will
not be raising taxes or services to purchase this
property.

assessed against their property, payable over the course of
fifteen years with the first payments due in 1993. The
unpaid balance will accrue interest at the rate of 8%.
2 . Any other developed properties abutting the sanitary sewer
line shall be assessed an amount equal to the increased
value, computed on a formula taking into consideration
frontage and total square footage of the lots. These
assessments will be spread over fifteen years and draw
interest at the rate of 8%, similar to the DBL Labs
assessments.
3 . With respect to any undeveloped properties abutting the
sewer line, an assessment will be determined based upon the
same formula as used for developed properties. This
assessment will be deferred. No payment will be required
until the property is developed or five years have passed,
whichever occurs first. Once the assessment needs to be
paid, it can be paid over fifteen years. Interest will
accrue on the unpaid balance at the rate of 8% per annum.
. Interest can start to accrue on the deferred assessment
immediately, or we can wait until the assessments become
payable or the Council may choose to have interest commence
at some point in between.
I would be interested in hearing your thoughts as well as those
of Joe and the mayor with regard to these proposals.
Since we are dealing with an assessment, I suggest that we go

recal1, the Council has passed a resolution initiating the
procedure. The City Engineer has prepared a feasibility report.
I suggest that we go forward with the public hearing as
authorized at the last Council meeting. In addition to the
public notice, I believe that written notice should be sent to
any adjacent and abutting property owners. Upon completion of
that hearing, the Council may pass resolution authorizing the
improvement. With the final preparation of the assessment roll,
a second public hearing can be scheduled for November for final
approval of the proposed assessment.

Enclosed is a copy of the building permit fee schedule. Add .0005 for a State Surcharge.
Cost for a $65,000 building permit would be $217.00 plus $32.50 surcharge = $249.50.
Water hookup fee and water meter is $109.50. Sewer hookup fee is $87.50. Cost of
inspections is included with the building permit fee. There are no plumbing & heating
permits required other than for the State. Total cost for $65,000 house would be $446.50.
Cost of water is 14ç per 100 gallons used, sewer is based on gallons of water used and
is 13ç per 100 gallons, billed quarterly, with a minimum quarterly bill, for water &
411Þwer, of $18.90. (The council is discussing increasing the rate to 15ç per 100 gallons
r water and the same for sewer). Garbage is picked up by Vasko Rubbish Removal, at
a cost of $11.90 per month for two 30 gallon cans or bags can be purchased for $2.60 each
and can be set out whenever the bag is full. I don't think the cost of the land is included
when applying for a building permit. You can check with Dave Lindmeier, City Building

clerk through the building inspector as set fcrth in the 't;::ble

Subd. 2. The determination of value or valuation under any of the
provisiüns of this code shall te made by the building inspector.

This is in response to your inquiry dated September 4, 1991
regarding various costs associated with building a $65,000 home
in Melrose. Since none of our fees are based on land value. for
example purposes, I will assume the lot costs $10,000 and the
home is $55,000.
1. Building permit: $298.00 City fee
(see attached schedule)

2. Water hookup charges are $200 if a 5/8" service is stubbed
into the property and the property has not been assessed
for same.

Building Inspector and this cost is covered by the building
permit fee.

. 8.00 REQUIRED IMPROVEMENTS
Prior to approval of a Final Plat, the subdivider-developer
shall be required to provide the follo~ing improvements for
subdivisions unless the City elects to give approval upon '
being presented with financial guarantees as set forth in this
section.
8.01 'Monuments. Steel monuments shall be placed within six
inches of final elevation at all blocked corn~rs, angle
points, points of curves in streets and at intermediate
points as shown on the Final Plat. Such installation
shall be the subdivider-developer's expense and
responsibility. All U.S., State, County or other
official bench marks, monuments. or triangula.tion
stations in or adjacent to the property shall be
preserved in precise,position.

8.02 Street Improvements.
A. The full width' of the right-of-way shall be graded,
including the sub-grade of the areas to be paved, in '
accordance with standards' and specifications for, street
'construction as approved by the City Council.
. B. All streets shall be improved with pavemènt. in
accordance with the standards and specifications for
construction as approved by the City Council.
C. All streets to be paved shall be of an over-all
width in accordance with the standards and
specifications for construction as approveå by the City

D. Concrete curb and gutter shall be provided and
shall be constructed in accordance with standards and
specifications for street construction as approved by
the City Council.

other drainage facilities will be required where, in the

adequate storm water drainage for the subdivision.
Where required the drainage facilities shall be

8.03 Sanitary Sewer rm rOVèments. Sanitary sewers shall be

. 8.04 Wa~er Supply ImÏrovements. Water distribution'
facilities, inc uding pipe fittings, hydrants, etc.,
shall be installed in accordance, with the standards and
specifications for such construction as approved by the
City Council. Complete plans for these systems shall be
submitted to the City Council for approval.
8.05 Public Utilities.
A. All public utilities shall be underground.
B. where telephone, electric and/or gas 'service lines
are to be placed underground entirely, conduits or
cables shall be placed within easements or dedicated
public wa.ys, in such a manner 50 as not to conflict with
other underground se~~ices. All drainage and other
underground utility installation which traverse
privately owned property shall be protecte~ by
e.asements.
C. Where telephone, electric, and/or gas service lines
are to be placed underground in dedicated public streets
or alleys which are to receive 'concrete or bituminous
surfacing, said service lines shall be installed prior
to installation of the concrete or bituminous surfacing.
The Public Utility may, at its option, defer
. installation 'of service lines provided it installs
casings at proposed crossing locations prior to
installation of the concrete or bituminous surfacing.
All casings shall be buried with a minimum of two feet
of covert and shall extend to a point at least four feet
beyond the edge of pavement or back of curb. Casing
materials shall be approved by the City~
8.06 Srecifications/lnspections. Unless ~therwise stated,

approval of the Final Plat, the subdivider-developer
sh¿ll enter into a contract with the City requiring that
the subdivider~developer fu~~ish and construct said

and specifications to be approved by the City Engineer.
The City/Developer contract shall stipulate the type and
extent of the improvements to be constructed, the cost

Prior to final execution of the Subdivision Agreement and the
plat, I will need the following:
L The executed easements.
2. The deposit in escrow or letter of credit in the amount
of $15/000 for payment of expenses incurred by the City
with regard to the plat.
3 . Proof of insurance held by either you as the subdivider
or the general contractor in the amount of
$1,000,000.00 with the City and the City Engineer added
by endorsement as an additional insured with regard to
this project.
4. An irrevocable letter of credit or other security
guaranteeing completion of the project in an amount
equal to 125% of the outstanding costs of the project
at any particular time.
5. A warranty bond warranting the workmanship of the
. project to remain in effect for a period of one year
following acceptance of the improvements. This
warranty bond may be provided by you or the general
contractor.
6. A Labor and Materialmen Bond, again to be provided by
either you or a general contractor if all
subcontractors are hired and materials are purchased
through the general contractor.
7. A title opinion verifying that the title to the
property comprising the subdivision lies in Lumber One,
Avon, Inc. , or verification that you have the right to
purchase it from the fee owner identified by the title
opinion. A deed to Lumber One can be provided when the
final plat is signed as proof of your ownership.
8. Cash in lieu of park donation to be deposited with the
City upon execution of the Subdivider Agreement.
Terry, I have taken a look at the proposed protective covenants.
I would recommend that the City accept them as they are, assuming
they were accepted by the Planning Commission with one exception.
The smaller sized houses allowed under section 9(f) were'to be on
designated lots. Please amend accordingly.

Dear Council Members:
When the City raised the Water and sewer hook-up fees $800.00
recently, I asked 21 surrounding communities what the total
costs would be (Building Permit and hook-up fees)j for a house
with a valuation of $50,000.00 plus lot. 18 of these towns
responded. You have all seen the comparison chart I prepared.
st. Joseph is FOUR~times higher than the average fee of $528.00
for the same house. Before the City raised the fees $800.00
they were $1000.00 higher than the communities I surveyed!
I appeared before the St. Joseph Chamber of Commerce last
Tuesday to explain my concerns about the costs of building in
st. Joseph. The Chamber asked the Mayor to appear also. The
Mayor stated that in 1986, when the City tied it's sewer line
into st. Cloud's sewer systemf there was a City wide assessment
of $660.00 per home to pay the expenses of this improvement.
He then showed the Chamber Members and myself a breakdown of the
existing water system by lots. I asked him if these existing
lots were to be assessed the $800.00 increase that the City was
. charging new homes. He said no. I assume the new fees are to
help the City pay for the new water tower that is going to be
built. If so, I feel the entire town should be assessed for this
improvement in the same manner that the City assessed the
residents in 1986 to pay for improvements to the sewer system.
It is unfair to ask new residents to pay for improvements that
are designed to benefit the entire City.
The City also charges an inspection fee of $100.00 for water
lines and $100.00 for sewer lines. These fees are included in
in the hook~up fees. I don't understand the rationale behind
these inspection fees. It takes, at the most, one hour of Dick's
time to do these inspections. Both inspections are done at once.
A $200.00 fee for one hours work is rather high.
It appears to me that St. Joseph is discouraging any new growth.
I, as a developer, cannot recoup my increased costs for fees
through the sale of a home. If a buyer can live in the same
house in another community for $1800.00 less, that is where they
will live.
please reconsider these fees and bring them more into line with
the other communities in the area.

Dear Mr. Salo:
In response to your request for information on the cost of local permits required
to build a $65,000.00 home in Eden Valley, and utility charges once the home is
occupied, the following information is provided.
The building permit fee for a residential building over 250 square feet is
$25.00. Utility service benefit charges for city water and sewer are $125.00 for
water and $225.00 for sewer. There are no additional charges for water meters.
The City does not have a building inspector, so there are no local inspection
fees or plumbing and heating permits required. Any additional fees would be
those that are imposed on the County or State level. I have included a copy of
. the Eden Valley Zoning Ordinance Regulations for Residential Single Family
District for your review of any local requirements pertaining to structure or
location.
City water rates are quarterly rates based on a minimum of $11.35 for the first
five thousand (5000) gallons, and $.85 per thousand (1000) for any amount over
five thousand (5000) gallons. Sewer rates are quarterly rates based on the water
usage for the fourth quarter of the preceding year. Minimum of $10 for the first
five thousand (5000) gallons and $2 per thousand (1000) gallons for any amount
over five thousand (5000) gallons. Garbage and recyclables pick-up are billed by
West Central Sanitation in Willmar. Weekly garbage service, 90 gallon limit,
costs $16.40/month, or an optional service is to purchase blue bags, available
locally, at a cost of $2.15 per bag. The blue bags hold 33 gallons and there is
no additional charge for pick-up. Curbside recycling is available every-other
week, is not mandatory, and costs $2,35/month,

Mr. Salo:
At the present time, the City of Kimball is only charging $10.00 for a
building permit. However there is a possiblity that in the near future,
the permit fee will be based on valuation. The City is looking at
hiring a building inspector and this would require that the building
permit fees go up accordingly.
The City of Kimball is ZONED and you must apply for any necessary
. permits and they must be approved prior to construction.
You must have City Council permission to hook up to water and sewer.
A permit fee of $10.00 is required to tap into a sewer main and this
must be done by a plumber who has a yearly license with the City of
Kimball.
The water meter must be purchased from the City. The cost of a water
meter at present is $59.78. If it is installed by the City Maintenance
Department, then it is $75.78. The plumber can supply the curb box, shut
off valve and piping or you can obtain it from the City. The last ones
the city ordered were over $100.00.
Water and sewer is billed quarterly and this is based on the water
meter reading. All water used during Jan., Feb. and March will be
the reading used each quarter to determine the sewer rate. The water
rate charge is a minimun of 5,000 gallons for $11.00. It goes up
$1.50 per ever 1,000 gallons thereafter per quarter. The sewer rate
charge is a minimum of 6,8000 gallons for $13.60. It goes up $2.00
per 1/000 gallons thereafter per quarter. The garbage rate is $13.50
per month for 30 pounds per week. Garbage tags must be purchased for
every additional 30 pounds set out.

This letter will respond to your questions regarding certain costs
for building construction in the city of Buffalo. All estimated
costs are subject to change without notice. At this time the
following do apply.
A building permit for construction of $65,000 value will cost
$574.00 Along with the building permit there will be a mechanical
. permit fee of $25.50, a plumbing permit fee of $30.50 plus $3.00
for every fixture, a water hook up and sewer hook up fee of $100
each, a SAC and WAC fee of $500, and a recycling bin charge of
$6.99.
The costs I have given you are based on an average single family
household. Along with this letter I have enclosed a copy of our
rate schedule for utility services. This gives you the cost of
water, garbage collection, and other core service fees.
To be specific as to whether the property has any assessments,

Dear Mr. Salo,
Thank you for your request for information regarding Cold
Spring. I have included some information about the City in
general which I hope you find helpful. If you should desire,
the City does have available, a video depicting the quality of
. life and culture of our fine city. Please feel free to call me
if you wish to have a copy of it.
As to your questions:
1. Cost of a building permit for a $65,000 home (includes
building inspector inspections) l.!.~L:.QQ plus 11'?'~~Q State
Surcharge.
2. Cost of water meter, outside remote, outside remote install-
ation, check valve, shut-off valve and sewer hook-up l~'!'Q~QQ
Should a watermain tap be required - l~Q~QQ plus the costs of
extra piping, road replacement, curb & gutter replacement,
etc. would be extra.
3 . Cost of needed inspections other than the building inspector
would be at the homeowners expense.
4 . Water rates (billed every two months)
$8.00 for the first 6,000 gallons
$1.30 per thousand gallons thereafter
5. Sewer rates (billed every t1"O months)
$15.00 surcharge
$2.60 per thousand gallons
6 . Garbage rates (private haulers)
$13.00 per month (average) includes curb side pick up of
glass, cans, and newspapers. Compost and recycle centers
located nearby.
