JOSEPH Rachel Stapleton AMENDMENT TO THE JOINT RESOLUTION FOR ORDERLY ANNEXATION BETWEEN THE TOWNSHIP OF ST. JOSEPH, MINNESOTA AND THE CITY OF ST. JOSEPH, MINNESOTA The Township of St. Joseph and the City of St. Joseph hereby jointly agree that the area designated for orderly annexation in Joint Resolution Between the Township of St. Joseph and the City of St. Joseph Designating an Area for Orderly Annexation dated October 10, 1975 be amended to . include the following: Both the Township and the City agree that no alteration of the stated boundaries of this agreement is appropriate. Furthermore, both parties agree that no consideration by the Board is necessary. Upon receipt of this resolution, the'Municipal Board may review and comment, but shall, within 30 days, order the annexation of the following-described property in accordance with the terms of the Joint Resolution. The property is legally described as follows: All Property located on the North side of Minnesota Street beginning at the Eastern edge of the Corporate Limits, extending Easterly 900 feet; and the South Side of Minnesota Street beginning at the Eastern edge of the Corporate Limits extending Easterly to 91st Avenue; and on the West side of 91st Avenue beginning at County Road 134- extending Southerly 4-00 feet to the Corporate Limits; and on the East side of 91st Avenue, beginning at the southerly line of Lynx Road extending South to include all of Forest Ridge Addition. See Attached List . -, ,. Page 2237 May 17, 1993 . Pursuant to due call and notice thereof, the City Council for the City of st. Joseph met jointly, in Special Session with the Town Board for st. Joseph Township, on Monday, May 17, 1993 at 8:00 p.m. in the City Hall. MEMBERS PRESENT: CITY COUNCIL - Mayor Donald Bud Reber; Members of the Council Ross Rieke, Bob Loso, Stephanie Hazen, Ken Hiemenz. Clerk/Administrator Rachel Stapleton. TOWN BOARD SUPERVISORS - Jerome Salzer, Bernie Schloemer, Joe Bechtold. Town Clerk Anna Reischl. PLANNING COMMISSION MEMBERS PRESENT: CITY PLANNING COMMISSION MEMBERS - Chair Hub Klein, S. Kathleen Kalinowski, Linda Sniezek, Marge Lesnick, Dan Nierengarten, Andy Brixius. TOWN PLANNING COMMISSION MEMBERS - Ralph Eiynck, Matt Symalla, Evie O'Donnell, John Schroeder. OTHERS PRESENT: Dennis O'Donnell, Dale Haug, Stuart Goldschen. Mayor Bud Reber called the meeting to order and called for informal discussion among those present, to discuss a long range Township City merger or annexation plan. Joe Bechtold . and Bernie Schloemer stated that Bob Heim may not be able to attend this meeting, because of a prior commitment, and Bob Pogatchnik is expected later. Discussed were the similarity of tax rates, similarity and differences of ordinances, sources of revenue, services, and needs of the residents and property owners. Joe Bechtold stated that the tax rates are very similar. Bob Loso stated that orderly annexation should be considered. The Township Supervisors were opposed to consideration of orderly annexation, but stated that services could be provided at varying levels to different districts. Also the special needs of the farmers should be considered through representation. The status of the southeast portion of the Township was questioned. It was stated that this portion could go to an adjoining government, or be retained by the Township or a merged entity. Joe Bechtold stated that sartell and Le Sauk agreed to orderly annexation after many meetings, and much study. They have many differences and less property area, but probably like population. . The group felt that the Comprehensive Plans should be compared, prior to the city adopting the updated revision. Also discussed was the Transportation Plan, of the City and Township. The Township has adopted a plan and the City J.s currently considering one along with the Comprehensive Plan. ~ Page 2238 · May 17, 1993 The group discussed that the portion of the Transportation Plan which transects through st. Benedict's is controversial. Mayor Reber stated that if it is in the best interests of the people, any agreement can be looked at, discussed, and changed through legal means. Township representatives stated that they carried out all the legal requirements prior to adopting their Plan, and that an annexation without a public hearing was contingent upon retaining that corridor in the Plan. The group also discussed that the roadway plan infringes on wetlands in some areas. Hazen made a motion to recess at 9:05 p.m. to call Bob Pogatchnik and find out if he will be attending the meeting; seconded by Rieke. All members present voted aye. Motion carried unanimously. The meeting was reconvened at 9:30 p.m. with the expectation that Mr. Pogatchnik would not be coming to this meeting. Mayor Reber recommended that the two Planning Commissions meet to discuss planning issues and the Town Board and City Council meet to further discussions of the issues. The members were in agreement. The Planning Commissions will meet on Monday.. June 21, at 8:00 p.m. in the second meeting · room of the Township Hall, and the Town Board and City Council will meet also on June 21.. at 8:00 p.m. in the Town Board meeting room. The Gity will send out the notices. Hazen made a motion to adjourn at 9:45 p.m.; seconded by Hiemenz. All members present voted aye. Motion carried. Q Rachel Staple on Clerk/Administrator ·
