MINUTES: Hazen made a motion to approve the minutes of the August 5 ,
1993 meeting with the following corrections:

Linnemann Inn and that 30 people wi 11 be living there. (include the
following) He stated that the maximum capacity at any one time is

TREASURERS REPORT: Deputy Clerk .Judy Weyrens pt'esented the Treasurer , s
Report. Hazen made a motion to approve the .July Treasurer , s R epor-t ;
seconded by Loso.

Nayes: None. Motion carried.
MAYOR REPORTS: 1 ) Mayor expressed concern for traffic safety because
of impaired visibi 1 ity of signs. Mayor directed the Po 1 ice Chief to
have his department make notes wh i 1 e patrol: ing, of signs that need
upgrading or are not up to standard, or are obstructed by brush and
trees. The repor't is to be ready by the next meeting. Mayor Reber
also requested to have the City Attorney propose an ordinance amendment
controlling planting on boulevards which would control traffic and sign
visibility. -
2) Mayor wi 11 discuss establishing procedures for building permits
which relate to Fire Code, with the Fire Chief to ca 11 in the State
Fire Marsha 11 for code enforcement reVlew, when personalities are
involved.

6) Weed notices which were sent have gotten a response from Northland
and Pondview Ridge, to cut the weeds. The property north of Pondview
has not been cut yet~ Also send weed notices should be sent to all
properties that have high weeds.

HAZEN: Hazen requested and the Council concurred that the overtime and
comp time reports are submitted to them every two weeks Tor

of interest by the Rental Housing inspector being employed by Rental

POLICE CHIEF REPORTS: Chief Lindgren gave the report
requested to purchase a new radar unit for $2,000 and to keep the old

Lindgren also reported that he has been ln contact with Captain Johnson
of SCPO to work out a proposal to hook st. Joseph Po 1 ice Computers
with state system through st. Cloud's system, through a modem. Costs

OPEN TO THE PUBLI C: Stuart Goldschen asked why the hockey rink 1S
being moved. Loso responded that there is not much use of it and the

SPECiAL USE REQUEST - COLLEGE OF ST BENEDiCT, NEW ENTRANCE: Dean wick
and Merlyn Jerzak ~epresenting the College Or st. Benedict discussed
the plans ror a new entrance, which requlres a Special Use permit.

have on the future proposed arterial. Mr. Jerzak stated that he has

Rieke requested that the College consider press,ng APO to establish the
location of the ruture arterial so that the College may work with it.
He recommended planning landscaping and planting trees now to
coordinate with the future arterial, in order that they will be large
when the arter i a 1 , s i nsta 11 ed.
The Planning Commission held a hearing to consider the request. This
Special Use permit would allow the construction of an ingress/egress to
the College of st. Benedict. st. Joseph Code of Ordinances 52.22
states that streets and alleys which provide a means or ingress and
egress to or from the institution shall require a special use permit.

MILLSTREAM LEARNING CENTER: Millstream Learning Center requested to
allow parking on the city street right of way by their property. Loso
made a motion to approve parking on either side of the right of way on
Fourth Avenue SW and to allow the entrance to function as an all ey of
24 foot width. The motion was seconded by Rieke.

ST. JOSEPH'S CHURCH PARKING LOT ENTRANCE: st. Joseph's Parish has
requested to install a new entrance to the parking lot between the

1 ) SCHOOLS: Hazen made a motion to approve the attendance of .J im
Marthaler at a one day pump workshop In st. Cloud on November 18;
seconded by Rieke.

2) INTERN PROGRAM: Clerk/Administrator discussed the intern
program sponsor~d by the League of Minnesota Cities and st. cloud State
University. ·A 1 so presented sample job description for an intern to do
special projects for compliance with AWAIR and ADA, and a job
description as an assistant. Mayor and Council felt this would take
too much time away from city office staff.
3) AUDIT MANAGEMENT REPORT PLAN: Clerk/Administrator presented a
.evised audit management report implementation plan with the names of
he individuals responsible for the specific areas. Hazen questioned
some items of it. She also discussed the status of the Purchase
Orders. Counc i 1 discussed the maximum amount that Department Heads are
authorized for pre-approval. Hazen made a motion to approve that
Department Heads are authorized to approve purchase orders up to

$50.00, and any purchase orders over $50 will need Council approval ror
all supplies, services and items. Ir this policy gets to be cumbersome
the Council will look at it again later. Rieke seconded the motion.

4) DEHUMIDIFIER: Rieke made a motion to approve a new dehumidifier for
the City Hall Annex, at a cost up to $250; seconded by loso.
Ayes: Reber, Rieke, Loso, Hazen.
Nayes: None. Motion carried.
5) SUMMER WORKER: Clerk/Administrator requested ror the Maintenance
Department, to extend the employment time or the summer worker to the
end of Septembe~. Council denied allowing summer help to extend beyond
August.
6) COST ACCOUNTING STUDY: Council discussed the area they would like
a cost proposal done, for the approved cost accounting study. They

also stated that street striping should be done in the spring, not this
time oT year.
7) Peter Gillette, Commissioner of Department of Trade and Economic
Development visited our city and was impressed.

Hazen questioned why Public Hearing notices were not addressed in the
summary publication information from the attorney. The attorney
addressed all summary publications that are allowed.
CURB AND GUTTER: loso recommended that the extra 500 feet of curb and
gutter 1n the plans for the Minnesota Street project be installed on
the water tower property. Council was in general agreement. Also
recommended lighting installed to illuminate the tower.
loso also discussed the manner which the Planning Commission handled
the requests ror a Special Use permit for the Linnemann Inn. He felt
City Ordinance requires a Special Use permit because Ordinance 52.3
Subd. 32 Requires that lodging houses shall only be permitted in R-3
districts, excep~ within the boundaries of a college campus. He also
stated that parking area plans should have been submitted to the
Planning Commi~~ion and approved by them, and approved by the Council
that fit within the requirements or 52.3 Subd. 45, and 52.13 Subd. 4,
City Ordinance 52.13 Subd. 5. b) requires that the parking lots be of
certain materials and graded and drained to dispose or surface water.
The Planning Commission has set a precedent in the past by requiring
parking areas in the business district to be blacktopped and striped,
as required of Dale Schneider. Mayor Reber agreed with the need for
~nsistencv and that the building permit process for this type of
~nstruction needs to be clarified.
Mark Mimbach had asked Rieke what the Council would like him to do with
the little louie property. Council agreed that the function of the
