Rachel Stapleton read the notice of hearing. The purpose of the hearing was to consider a request for a special use permit to allow operation of a repairable used car and vehicle lot, using the existing building on the property as the sales office. The special use request is for property formerly operated as "Little Louie's Pizza on the North side of CSAH 75, west of Kresbach Oil bulk tanks, and east of Mill Stream Park. The special use permit request was submitted by Mark Mimbach, P.O. Box 532, Sauk Rapids, MN 56379. Mark Mimbach presented his proposal to the commission and ~ then asked for comments and questions. Bud Reber asked if auto parts would be sold on the site, and also asked why Mimbach listed other options (i.e. daycare center, sports related sales/service or general reta i 1 sales center/service center) for the site? Mimbach responded that there would not be enough room to sell parts on the site and he listed the other uses as options for the property and commented that he is open for further suggestions. The commission voiced objections to the esthetics of a used car lot and its closenesses to Millstream Park. There was concern over it being the first thing people would see as they drive into st Joseph. The commission was concerned that it could easily become a junkyard and an eyesore, something that would not fit in with the park area. The possibility of po 11 utants leaking into the stream and surrounding marsh from leaking transmissions and radiators was also discussed. Pub 1 i c input: Bob Loso spoke, opposing the request as it would wreck the atmosphere of the area. -.. Mark Mimbach responded by saying the lot isn't selling as is and the location of the lot is not going to attract walk in business and what ever is put in there would have to be a magnet of it's own. An auto repairab1es and sales would be ~ the most viable use. As for the possibility of pollutants, the bulk of lubricants etc., would be gone before the cars reached st Joseph. ~ Bud Reber made a motion to recommend to the city council to deny the special use request because it is not compatible with the park site. Second: Nierengarten Ayes: Viehauser, Klein, Nierengarten, Kalinwoski, Hiemenz, Reber Nayes: None. Abstain: Schneider. Motion Passed. Hearing Closed. Fred Sandal and Bill Hansen of st Cloud APO appeared before the commission, speaking on transportation planning. The commission was handed copies of the st Joseph Township Transportation Plan and Hansen explained in detail. He suggested the members go through the document and consider anything they wanted to change or add at a future meeting. Bob Loso approached the commission seeking help with conducting a door to door survey on water use in the city. The survey will be conducted in March and results will assist in the application for a new water tower. Mike Duetz appeared before the commission seeking a recommendation that the remaining portion of the alley .. located between north of Birch Street West, south of CSAH 75, west of College Avenue, East of First Avenue NW, be vacated by the city so he could expand his existing business. Hub Klein made a motion to recommend to the council that the property be vacated. Second:Nierengarten Ayes: Reber, Viehauser, Schneider, Klein, Nierengarten, Kalinowski, Hiemenz. Nayes: None. Motion passed 7:0 Mike Duetz asked for clarification on his conditional use permit for his body shop. He would like to remodel and use the front part of his shop as an auto parts store and needs more parking stalls. He was wondering if that would be covered under his current conditional use permit? The commission informed him that he would need a new variance and he would need to present a plan to the commission. Sr Kathleen made a motion to approve the Feb. 4, 1991 minutes; seconded by Hiemenz. ~ Ayes: Viehauser, Schneider, Klein, Nierengarten, Hiemenz, Kalinowski. Nayes: None Abstain: Reber Motion passed 6:0 - . The issue of a sidewalk district was discussed, it was recommended that the council be approached to find out how much funding is available.
