Pursuant to due ca. 1 1 and notice thereof, the Planning
Commission for the City of St. Joseph met in regular session
on Tuesday, September 3rd at 7:30 p.m. in the St. Joseph City
Ha 1 I.
Members Present: Chair Hub Klein. Members of the Board
Sister Kathleen Kalinowski, Linda Sniezek, Ken Hiemenz, Kurt
Schneider, Dan Nierengarten, Donald "Bud" Reber. Deputy
Clerk Judy Weyrens.
Others Present: Stuart Goldschen, Fred Sanda. 1 , Counc i 1
Liaison Stephanie Hazen, Patsy Schutz, Mike Korma.n, Ma.ry Kay
Korma.n, Da.v i d Tollefsrud, Gwen Wampach and B ill Ha.nson.
Goals & Objectives: Discussed the draft list of goals a.nd
objectives as discussed a.t the August 19, 1991 Pla.nning
Commission meeting. Mr. Sanda. 1 wi I 1 prepare another draft
for commission revie\1/ a.t their October meeting. The
commission expressed a.ppreciation to Mr. Sandal for his
a.bi 1 ity to put together their i dea.s.
Pond View Rid~e Addition: Hub Klein reconvened the pub 1 i c
hea.r i ng to consider the preliminary plat of Marick
Development Corp. Commissioner Sniezek introduced B ill
Ha.nson of the St. Cloud Area. Planning Orga.nization. Mr.
Hanson discussed with Mr. Heid, and the commission the need
to plan future road corridors. In the plat presented by Mr.
Heid, 12th Ave ha.s been proposed as a future ma.jor a.rterial
roadway. As a ma.jor artery, it is undesirea.ble to a. I 10\1/
dr i vewa.ys to come out to tha.t ·artery. It is for this reason,
tha.t f1 r . Ha.nson recommends tha.t Mr. Heid re-sketch the
development a.nd minimize the number of direct accesses to
12th Ave. Mr. Heid wa.S concerned with the sellability of
lots with a major artery running through the middle of the
development. The planning commission instructed Mr. Heid to
present a new sketch of the development for the September 16,
1991 Planning Commission meeting. The sketch should ma.ke
provisions for:
1- Sidewalk along 12th Ave SE -- The Commission would
prefer a sidewalk along both sides.
2. Paved wa.l kwa.y of eight (5 ) feet to Morningside Pa.rk.
Bed & Breakfast: Patsy Schutz a.nd Mary Ka.y Korman a.ppea.red
before the commission to discuss the possibilities of
operating a sma II bed and breakfast a.t 105 2nd Ave NE. The
house is situated on two lots and conta. i ns 6 bedrooms.
Patsy, and her soon to be husband wi II also be residing at
the home. The planning commission sta.ted that to ope ra. te a
bed and breakfast in a. residential area, they would have to
a.pp I y for a. special use permit. The hearing could be hea.rd
as early a.s October 7, 1991.
