HomeMy WebLinkAbout1994 [02] Feb 07 February 7, 1994 Pursuant to due call and nOl:1Ce thereof, the Planning Commission for the City of St. Joseph met in regular session on Monday, February 7, 1994 at 7:30 p.m. in the St. Joseph Ci ty Hall. Members Present: Chair Hub J7 1 ~ Commissioners s. Kathleen f'...ie.ln. Kalinowski, Dan Nierengarten, Andy Brixius. Council Liaison Ken Hiemenz. Secretary of the Corrunission Judy Weyrens. Others Present: Donald "Bud" Reber, Cherly Josephs, Kent Simon. St. Cloud HRA: Cherly Joseph representing the St. Cloud HRA appeared before the Conm1Ì s s ion to discuss a proposal to construct multiple family dwelling units on 10th Avenue SE. Ms. Joseph stated that the proposal 1S to construct six ( 6 ) two ( 2) unit multiple f am il y units on one parcel of property. The property is currently zoned R-3 and contains 52,500 square feet. At this time Ms. Joseph introduced Kent Simon, architect for the project. Mr. Simon stated that he has received a copy of the St. Joseph Ordinances. T + is his understanding that the HRA has two 1 L options available to them. The can either apply for a variance and develop an R-2 use on property zoned R-3 or make application to rezone the property R-2. The project in essence is to construct six ( 6 ) duplexes. Commissioner Kalinowski questioned the time frame tor construction. Mr. Simon stated that they would like to advertise for bids in April, and begin construction~hortly after. The buildings would be very similar to the Townhomes already existing on 10th Avenue SE. The '+ un 1 L s would be rental units and classified as affordable housing. The buildings were designed using R-3 requirements, as laid out in the St. Joseph Code of Ordinances. However, it 1S uncertain as to whether the building can meet the setback requirements. Kalinowski felt that the logical application would be to rezoning the property to R-2. Mr. Simon stated that the project would meet the setback requirements more readily in an R-2 area. Co~mission Members discussed the Ordinances as they relate -I-r-\ R-2 and L~ R-3, and determined that legal counsel 1'" needed before a decision can be made. NEW BUSINESS Star COlTuni t t ee Representative: The Star C~i ty Commission 1 s requesting a member of the Planning Conùî1Íssion be part of the Star City. The Committee meets the first and third Mondays of each month at 7:30 a . il1, After discussion, Andy Brixius volunteered to be part of the Star Ci ty Committee. Planning Seminar: Covernment Training Services is sponsoring two ( 2) seminars on planning. The Council has authorized two ( 2 ) members to attend each session. Ken Hiemenz and Hub Klein volunteered to attend the Seminar on April 30, 1994 at the 51. Cloud Civic Center. Kalinowski will be an alternate should someone not be able to attend. Enabling Ordinance: City Attorney John Scherer had drafted an enabling Ordinance for both the Planning COITII11i s s ion and the Park Board. The Conmli s s ion agreed to table this matter to \ia I' ch 7, 1994, until the members have had t in1e to rev i e \v the proposal. With the recent talks between the City and Township, Klein requested the COIT'mi s s i on consider requesting the speaker to come before the Planning Comrnission. \iayor Reber concurred with Klein and Íelt that this Dli gh t be a good topic for the joint meeting. The Comnission reaffirmed the need for all parties wishing to appear before the Conuni s s ion to present written material to the City Offices no later than one week prior to the meeting.
