Pursuant to due call and notice thereof: the Planning Cormni s s ion tor
the Ci ty of St. Joseph met in regular session on Monday: March 7: 1994
at 7:30 p.m. in the St. Joseph City Hall.

Kalinowski, ¡via l' g e Lesnick, Dan Nierengarten, Kurt Schneider. Council
Liaison Ken Hiemenz. Secretary of the Comrni s s ion Judy Weyrens.
Others Present: Bud Reber, Terry Schmid.
Northland Phase III: Terry Schmid presented a preliminary plat for
Northland Phase I I I . Nir . Schmid stated that he met with City Engineer
Joe Bettendorf and discussed some changes to the plat. Northland Phase
I I I is scheduled for development the fall of 1994. Commissioners
questioned Mr. Schmid about the proposed parkland.
At the time of approval for Northland Phase I I , parkland was
established for the future phase I I I . The proposed plat has relocated
the park, possibly in a wetland area. Mr. Schmid felt the relocation
of the park would provide a better park and provide additional
parkland. Conm1Í s s i oner s requested that Schmid sketch the details of
the park, including parking and ingress/egress.
After reviev.'Íng the proposed plat, it was determined that the area
proposed for development: did not include the parkland. ConìIì1i s s i oner s
requested that when Phase I I I is filed, the parkland be filed as part
of the development.
Mr. Schmid will present a revised I' . plat at the April 4, 1994

Planning Conm1Íssion meeting.
Planning Conference: The Ci ty Council has approved the attendance of
two ( 2) Planning Commissioners to the Planning Institute sponsored by
the Government TrainÎìlg n . The Conference will be held on March
~erVìce.
26, 1994 at the Earl Brown Center In St. Pau 1 . Commissioners Lesnick
and Brixius agreed to attend the s en11 nar ~ with Dan Nierengarten as
alternate.
Enabling Ordinance: After discussion r\+ the proposed ordinance

amendment, Conm1issioners agreed to table the enabling ordinance
regulating the Planning Commission until the April 4, 1994 meeting.
Hiemenz discussed with the ConmlÍssion a letter the Council had received
from the City Attorney early in 1993. This correspondence discussed
the i ncompa ti b i lit y of a City Council person being a voting member of
the Park Commission. The current draft of the enabling ordinance
allows the Council liaison voting privileges. Planning Commissioners
requested the Clerk/Administrator discuss this matter with the Ci ty
Attorney before adoption of the amendmen t .
Snow Removal Ordinance: The (:ity Council has requested the Planning
Con1ITIission review the current Ordinance and proposed an amendment for
Council consideration. Commissioners instructed Weyrens to contact the
area Cities requesting the following information:

This matter should be placed under Old Business on the next Planning
Conmlission agenda.
~uditv Ordinance: Commissioners requested t i D1e to reVIew the material
and agreed to place this matter under Old Business.
Approval of \-1ínutes: Kalinowski made a motion to approve the minutes of
the February 7, 1994 Planning Commission meeting as presented. The
motion was seconded by :\ierengarten.
Ayes: Klein, Kalinowski, Lesnick, f\ierengarten, Hiemenz.
Nayes: None. Abstain: Schneider \-10 t ion Carried :;.". j

Adjourn: Nierengarten made a motion to adjourn at 9:30 p.m. : seconded
by Lesnick.
