Pursuant to due call and notice thereof, the Planning Commission
for the Ci ty of st. Joseph met in regul ar session on Monday,
December 5, 1994 at 7:30 p.m in the st. Joseph City Hall.
Members Present: Chair Hub Klein. Commissioners Kurt Schneider,
Linda Sniezek, Andy Brixius, Dan Nierengarten. Council Liaison Ken
Hiemenz. Secretary of the Commission Judy Weyrens.
Others Present: Donald "Bud" Reber.
Minutes: Brixius made a motion to approve the minutes of November
7, 1994 as presented; seconded by Sniezek.
Ayes: Klein, Brixius, Sniezek, Nierengarten, Schneider,

Nayes: None. Motion Carried 6:0:0
Burninq Ordinance: Hiemenz stated that the Ci ty Counci 1 has
requested the Planning Commission review the Burning Ordinance and
make a recommendation. The Department of Natural Resource is
proposing that all communities abolish open burning. Currently the
only item that can be burned must be vegative in nature.
Klein questioned the number of resident that burn leaves and if the
City has experienced any problems in relation to burning. Klein
felt that the City has control on burning matters, and if it
becomes a problem, it could be addressed at that time.
Sniezek and Schneider requested that information be provided to the
residents stressing safety when burning to further control the
Ordinance. Currently burning is only allowed in the City in Spring
and Fall. It is during these times that a notice should be
provided to the residents.
After discussion, Klein made a motion to recommend the Council keep
Ordinance 103, Leaf Burning as adopted. Additionally, the
residents should be educated as to the safety and hazards of
burning, as well as the alternatives to burning. The motion was
seconded by Sniezek.
Ayes: Klein, Brixius, Sniezek, Nierengarten, Schneider,
Hiemenz.
Nayes: None. Motion Carried 6:0:0
Election of Officers: Klein stated that since not all the members
are present, the Planning Commission will wait until the first
meeting in 1995 to elect the Officers.
Renewal of Terms: Brixius made a motion to recommend the renewal
of the three year terms of S. Kathleen Kalinwoski and Kurt
Schneider, upon their acceptance. The motion was seconded by
Nierengarten.
Ayes: Klein, Brixius, Sniezek, Nierengarten, Hiemenz,
Nayes: None. Abstain: Schneider Motion Carried 4:0:1
OTHER MATTERS
Sniezek reported that she will arrange a time when the Planning
Commission can tour Sunset Manufacturing.
Klein reported that he has been approached as to the feelings of
the Planning Commission with regard to the property located behind
Tom Thumb. Their is interest in constructing an apartment complex,
but the property would have to be rezoned. After discussion the
question of providing services arose, so the matter was referred to
the City Engineer, Joe Bettendorf.
Hiemenz reported that the Commission Members have received
information with regard to affordable housing and recommendations.
Commissioners felt that st. Joseph supplies adequate single family
affordable housing, but would like to see that expanded to included
townhomes for the elderly. Mayor Reber stated that he will
continue to work on this matter and contact Terry Schmid of Lumber
One.
Hiemenz stated that the City Engineer presented a proposal with
regard to parking on College Avenue North and Minnesota Street,
parallel to Grand Slam, which was approved by the Council. The
area in question will be marked "No Parking 11:00 a.m. - 2:00 p.m.
Tuesdays and Thursdays. In addition, the curb will be painted in
spring prohibiting parking within 30 feet of the stop sign.
Hiemenz also reported that in July, 1995, the MS-TRAM will be
stopping in st. Joseph for one day. Approximately two thousand
bicyclists will pass through st. Joseph and stay over night.
Volunteers are needed for this event.
Nierengarten made a moti on to adjourn at 8:45 p.m. ; seconded by
Brixius.

Nayes: None. Motion Carried 6:0:0
