Joseph met in regular session on Monday, June 26, 1995 at 7:30 p.m. in the st. Joseph City Hall. Members Present: Chair Hub Klein. Commissioners S. Kathleen Kalinowski, Linda Sniezek, Andy Brixius, Dan Nierengarten, Kurt Schneider, Marge Lesnick. Council Liaison Cory Ehlert. Commission Secretary Judy Weyrens. Others Present: Donald "Bud" Reber, Bob Brophy, Bill Nelson. st. Joe's Subway Foods: Bob Brophy and Bill Nelson appeared before the Planning Commission to discuss the site plan for the st. Joe Subway. Brophy stated that the layout meets all the requirements of the st. Joseph Ordinances. After construction, all the surfaces around the building will be finished with either landscaping or asphalt. The sign base has been moved off the easement area. However, the top of the sign, 25 feet high, will hang over the easement area approximately 10 feet. Due to a conflict the owners of st. Joe's Subway cannot attend the next City Council meeting and requested the Council Liaison to carry forward their request. Sniezek made a motion authorizing st. Joe's Subway to make application for a building permit as requested, based on the attached site plan. The motion was seconded by Nierengarten. I Ayes: Klein, Kalinowski, Sniezek, Lesnick, Nierengarten, Brixius, Schneider, Ehlert. Nayes: None Motion carried 8:0:0 Street Addressinq: Ben Poepping could not be present, but forwarded to the Commission his plan for street numbering. The Planning Commission discussed the inconvenience placed on property owners and felt it was important to allow adequate time for residents to make the change. Of particular concern was the dental office, as they have already changed their address once and have ordered new stationary. Commissioners requested copies of Mr. Poeppings proposal be forward to the City Engineer for his review and all the Commission Members. This matter was tabled to the August 7, 1995 meeting. Approval of Minutes: Brixius made a motion to approve the minutes as presented; seconded by Lesnick. Ayes: Klein, Kalinowski, Sniezek, Lesnick, Nierengarten, Brixius, Schneider, Ehlert. Nayes: None Motion carried 8:0:0 Lesnick requested that Planning Commissioners receive copies of all City Council meeting minutes. OLD BUSINESS I Parkinq Lot Surface: Commissioners discussed the proposed draft to Ordinance No. 52.13 subd 5. The proposed amendment defines the types of parking lot surfaces that would be allowed. Language has been added to all ow recycled asphalt. Commissioners expressed 1 DRAFT June 29, 1995 concern if this type of surface is desirable in the General Business District. Schneider stated that allowing this type of surface is the same as crushed granite. After a lengthy discussion, the Commission requested the Council to authorize the Attorney to make the following changes to the proposed amendment: Page 1, b) : delete the sentence discussing recycled bituminous. Page 1, last paragraph: Parking lot standards for industrial uses may be subject to modification by the conditional use permit for the specific industrial use. Add: For example, Recycled bituminous or concrete shall be permitted only if it conforms to the requirements of Mn/DOT specification 3138 with a Class 5 gradation and compaction by a rubber tired roller until there is no visual evidence of further consolidation. Additionally, the Commission would like the Attorney to consider the following: 1) Clarify that all existing parking lots will be grandfathered, until the property has a change in use. 2) How does this amendment affect new City parks? - 3) If we allow recycled bituminous in the Industrial area.. should we also allow crushed granite? Accessory Buildinqs: Ehlert reported that he discussed with the Council amending the Ordinance to require a two foot setback on moveable accessory buildings. The Council will discuss this matter further at a future meeting. Adìourn: Lesnick made a motion to adjourn 8:50 p.m.; seconded by Nierengarten.
