HomeMy WebLinkAbout1995 [12] Dec 04 Pursuant to due call and notice thereof, the st. Joseph City I Council and st. Joseph Planning Commission met jointly on December 4, 1995 at 7:00 p.m. in the st. Joseph City Hall. Council Members Present: Mayor Donald "Bud" Reber. Councilors Ken Hiemenz, Bob Loso, Ross Rieke. Clerk/Adm Rachel Stapleton. Planninq Commissioners Present: Chair Hub Klein. Commissioners S. Kathleen Kalinowski, Marge Lesnick, Kurt Schneider, Dan Nierengarten. Secretary of the Commission Judy Weyrens. others Present: Rich Feneis, steve Streng, David Everett Land Use Map: The Council and Planning Commission discussed the proposed land use map of st. Joseph Township. st. Joseph Township is in the process of updating their comprehensive plan and since the City and Township are working together towards an Orderly Annexation they requested input from the City. After reviewing the map, those present expressed concern with the lack of designation for the wetland areas. The property adjacent to CR 75 (both sides) is a wetland area and can be utilized as a buffer. Those present also discussed industrial development and the need to plan for a second Industrial Park. After considerable discussion the Boards have the following I comments regarding the Township Land Use Map: l. Future Urban Service Districts time frame is adequate. 2. The wetlands area along County Road 75 needs to be designated. 3. Consideration of marking the area Northeast of the City Industrial Park as industrial. Both boards agreed to forward the above comments to the st. Cloud Area Planning Organization in letter format. The letter is to be reviewed by each board prior to mailing. Siqn Proposal: Rich Feneis appeared before the Council and Planning Commission to discuss the construction of a community bulletin boards. The proposed location of signs are at the corner of CR 75 and College Avenue North (adjacent to st. Joe Gas & Bait) and the corner of Minnesota Street East and College Avenue South. The sign will be property of the City and Fennis will sell advertising. After 15 years the City has the option of renewing the contract for Fennis to sell advertising or the City can take over. During discussion, it was determined that the proposed sign on Minnesota street East and College Avenue South would be better located at Minnesota Street West and 2nd Avenue NW. Those present noted the importance of a community bulletin board I and the Planning Commission set a public hearing for a special use permit on January 2, 1996. st. Joseph Code of Ordinances requires a special use permit for all advertising signs. David Everett - Accessory Building: David Everett appeared before the Commission requesting authorization to make application for a building permit. Everett stated that he is in the process of purchasing the property at 119 Cedar street East. The property is zoned General Business and before he purchases the property, he would like an assure that he can construct a garage 22 x 28. After discussion, Kalinowski made a motion authorizing Everett to make application for a building permit for an accessory building to be located at 119 Cedar street East. Other Matters of Concern 1. Requested the Counci I adopt the recommendation of the Planning Commission with regard to not vacating the alley between the st. Joseph Lab School and the Convent of st. Benedict. The Council has previously moved to vacate the alley. However, since that action has not been finalized, the Commission requests the alley request be denied for fire and safety reasons. 2. Requested the Council review the provisions of the developers agreement with regards to Northland. It is the understanding of the Planning Commission that if complaints from residents were received wi th regard to trucks haul ing bui Iding materials, the developer would open a secondary road. 3. Encourage the Council to install sidewalks along East Minnesota street, as the Planning Commission has included it in the - Comprehensive Plan. Minutes: Kalinowski made a motion to approve the minutes of Oct 23 and November 6, 1995 as presented; seconded by Lesnick. Ayes: Klein, Kalinowski, Lesnick, Nierengarten, Schneider Nayes: None.
