HomeMy WebLinkAbout1996 [08] Aug 05 Pursuant to due call and notice thereof, the Planning commission for the City of st. Joseph met in regular session on Monday, August 5, 1996 at 7:00 p.m. in the st. Joseph city Hall. Members Present: Chair Hub Klein. Commissioners Linda Sniezek, Mark Lesnick, Dan Nierengarten. Council Liaison Cory Ehlert. Secretary of the Commission Judy Weyrens. others Present: Troy Battig, Jeff Trewin, Linda Schyma, Terry Goebel. Buildin~ Permit Application - All Star Pizza: All Star Pizza owners Troy Battig and Jeff Trewin appeared before the Commission requesting authorization to make application for a building permit. Battig stated that he and his partner are in the process of relocating their business to the former Williams Funeral Home site. The proposed site will seat 20 patrons with an overflow dining room. The overflow dining room will only be used at this time for power weekends such as Homecoming and Pinestock. Klein stated that according to the st. Joseph Code of Ordinances, one (1) parking stall would be required for each employee and one (1) for every four (4) seating chairs. According to the proposal before the Commission at this time, eight (8) parking stalls would be required. Battig indicated that he could provide four (4) parking stalls and is requesting relief of the remaining spaces. He questioned that since the majority öf his business will be in the evening, could his parking requirement be fulfilled by using the bank parking lot. Weyrens cautioned the Commission in allowing parking on private property which the applicant does not have ownership. Commissioners present discussed the existing parking problems in the downtown area and the impact of the proposal before them. Since parking is a major concern, commissioners requested Battig to approach adjoining property owners in an effort to secure addi tional parking for his patrons and return to the Planning Commission with his parking plan. Weyrens informed Battig that any commitments would need to be in writing so they can be filed with the County Recorders Office. Building Permit Application - Grand Slam Pizza: Linda Schyma appeared before the Commission requesting authorization to make application for a building permit. Schyma stated that she has recently taken the building back and is planning to open a pizza restaurant. A building permit is needed to remove the wall that was installed for All Star Pizza. As this is an existing use, Ehlert made a motion authorizing the property owner, Linda Schyma, to make application for a building permit; seconded by Sniezek. Ayes: Klein, Lesnick, Nierengarten, Sniezek, Ehlert. Nayes: None. Motion Carried 5:0:0 Minutes - July 1. 1996: Nierengarten made a motion to approve the minutes as presented; seconded by Lesnick. Ayes: Klein, Lesnick, Nierengarten, Sniezek, Ehlert. Nayes: None. Motion Carried 5:0:0 OTHER BUSINESS Parking Concerns: Klein discussed properties where unlicensed cars are parking and questioned whether the Police Department could site those in violation. Swimming Pools: Klein questioned if the City has any control measures on the installation of above ground pools. Recently a pool has been constructed on a parcel covering the majority of the open space. After considerable discussion, Weyrens was instructed to contact the League of Minnesota cities and receive information on how other cities handle the situation.
