VILL..4.GE of sIr. JOSEPH PLANNING COMMISSION MEETING (INFOR~ffiTIONAL MEETING)
The following commission members were present: Mrs. Robert Kelly (Chr.),
Mr. Ollie Lesnick, :¡VIr. Rudy Gapko, rvIr . Ben Kremer, f1r. Al I'1aleska ( Sec. )
and Roman Reber (council rep.)
The following Village Cou:t1ci1 members were precsent: Mr. Roman Zwack
(IvIayor) IvIr. Robert ,Johnson ;~'~Herman Schneider, and Nr. Richard Schroeder
Nrs. Kelly informed all persons present that because some property
mmers from easterly and southerly of the village have asked questions
concèrning there annexation into the Village, an informational meeting
was being held. With about 85 property owners present~Mrs.Kelly,introduced
the members of the Planning Commission, Village Council, the Village
Attorney, Mr. Knapp and the Village Engineers, Nr. Wilkensen and Mr.
Lund.
Nr. Knapp stated that when more than 50% of the property owners sign
a petition and if the property includes not more than 200 acres the
annexation would be by Village Ordinance, and when the property includes
more than 200 acres the procedure would be by a hearing of the Minnesota
Municipal Co~~ission. Nr . Knapp urged that~if an annexation was to take
place, it be completed before 1970 to take full advantage of the taxes
that are returned to the Village in ratio tb the population.
The Engineers had perpared a plat containing 370 acres that the lift
station and force main would service, and also a preliminary cost
estimate sheet. The cost estimate for sanitary sewer for a typical
80 x 115 ft. lot would be $51+0.54. The estima ted cost for ltvater for
water was set at $;5.00 per front foot. The Engineers stated that
although the sewer and water lines are generally located in the street,
easements could b~ procnred and the lines installed in the rear of the
lots. The reason was that many of the property owners have their sewer
lines extending out into their back yards,
Mr. C. H. Barg state~ that he had 60 acres of property that he wished
to have annexed into the Village. Also stating same was Mr. John
Pflueger with 64 acres and Mr. lv. F. Honer with 15 acres.
Mrs. Kelly asked for volunteers to circulate the Petition for Annexation,
, wi th Mr. Hubert· Pflueger, Mr. John Pflueger and Mr. James Graeve voluntee-
ring for the east side and I'1r. Herb Bectold and Mr. David Thralow for the
south side of the village. A 30 day time limit was set as the date when
the petitions are to be returned~
