JOSEPH MINNE~T A PLANNING COMMI~ON March ,14, 1974 I A spec~a1 meeting of the St. Joseph,Minnesota,Planning Commission was held at the, Oity Hall on Tuesday, March 14, 1974 at 8:,oOP.M.with Bernard Kremer,Chairl&an,pre siding, for the purpose of discussing with the St. Joseph Township Planning Commissiol1 the basis for the proposed Joint Planning Commission. The organization and manner of operation of' the joint group, includingnecessa- r¡ officer'8,- by1aws,time·and place of' meeting etc; 2.Planning which was urgent for the area including the Miller, Hoff'llen, Wasner, Roske and-ScheJ.!er properties; . " ~.The possihilHy of' setting up a sewer district to include St. Joseph i.l'own_ ship , St. Joseph Oity ,the Oollege of' St. Benedict and St.. John' s University at Oollegeville,Mi nesota. In response to numerous questions, Mr. Pattison advis d the group that: 1. There were some joint ' planning commissions arl.und the larger cities though St.-01 udhad ele.èted to retain it I sown planning commission when the Metro- politan Pla,ning Commissionn wasestblished; 2. That the proposed . joint planning, commission might study the entire are to determine places of rapid growth; ~.That proposals be submitted to the governing bodies for approval and aCcep- tance; 4.That, though the law permitted cities to retain control of. subdivision develop- ment within a two mile radius beyond the city limi~s, the matter of jurisdiction when both the city end township had subcli'Yision regulations had not yet been deterJÙlled¡ 5. That,in selecting an ereato be studied, the adjacent zoning would have to be taken into consideration, 6. Ollud, Minnesota, was under going some-change, and there was a possibility that the district might include only $t.Ollud,· I Sauk Rapids, Sartell and Waite Park, Minnesota. Legislation regarding the wewer district would probably be intro ducedin the 1976 Minnes~~a Legislature. Discussion fo lowed regarding the areas to be the concern of the proposed ~oint Planning Commission. ~. Mr. Deutz moved thet the ~ctions 1 thru 24 of st. Joseph Township constitute the 79. area in whioh the proposed Joint Planning Commission would have jurisdiction, excludinC the oorporate limits of the City of ~. Joseph,Minneeota. $econded and carried. Mr. Theisen mOTed that the St. Joseph City and the St. Joseph, Township Planning Commission I chairmen be appointed Co- chairmen of the iatBs proposed ~oint Planning Commission,said chairmen to preeide at alternate m etin&s. seconded and carried unanimously. Mr. Kremer moved that the ~ecretarj of the st. Joseph . ownship Planning Commission serve as Secretary to the proposed joint Planning Commission~end that copies of the minutes be sent to the St. Joseph City C::uncil, the St. JOf'eph townehip Board of ";¡upervisors and the St. ~oseph City Planning Commission. seconded and carried unanimously. Mr. Ryan reported that he was a member of the Steering Committee of the St. Joseph,Minnesota Booster's Club, and that they were concerneduabout the preservation and extention of the downtown business district, since the proliferation of business districts around the outski rts of the City seemed undesireable.The Boost~rls Olub would probably a point a committee to work with the St. Joseph City PlanningOommission on this. The "hairman remin ed the group that the Oity Planning Oommission had already recownended to the City Council that they appoint a CQmmittee consistin¡ of representatives from the Õity Wouncil, the City Planning Commission and the private city business men to work with th Planning Commission on this problem.
