Following discussi0n of the failure of the state Highway Department to'fix the cross-
walk on the ~uth side of,U.~. 52 at the intersection with College Ave., as agreed, it
was agreed that the Planning Commission would not need to~take further steps on this

Following discussion regarding the congested parking~Minnesota Avenae, in front of two
duplexes leased to the College of st. Benedict for student housing, it was agreed that
Mr. Reber discuss the matter with the Village ~ouncil, including the Planning Commission's
request,which they then made, for enforcement-of parking regulations and provisions in
the Zoning Ordinance.
It was noted that such enfa cement , according to .zonin~ regulations, had been placed in
the hands of the OityClerk or anyone else to whom the ouncil wished to delegate such
authority.
Following discussion of the importance of having tae occupants of housing structures known
to Oity authoritie/ in Case 6f disasters and the need for enforcing the~oning Code, Mr.
Felt moved that occupanpy permits be issued to all owners of buildings-covered under
Section 15 of ~ning Ordinance # 59, and that a copy of ~ction 15 be given to all per-
sons applying for building permits. seconded and carried.
The Planning ~ommission expressed concern that, after a hearing was held and a v~riance gra
granted, plans for build lng, as di,scussed at the hearingpwere often modified with...
out the knowledge of the Planning Uommission.They agreed that any conditions ar.d require-
ments made at the time of granting a variance should be clearly specified in the variance
iL order to help eliminate this difficulty.
In addition, Mr. Gapko moved that the Planning Commission recommend to the Oity Council
I that if any changes were made in planned construction Tô go up on a piece of property
on which a variance had been given, the matter would have to be referred back to the
PleJ]ning Oommission for consideration, befor~ construction began. Seconded and carried.
Present regulations regarding signs in ~ction IX, ~ubdivision 7/were briefly discussed.
