Benedict Liaison Representative, Michael Ryan Maynard Klever of Milner C Carley Associates representing Hollow Park dev~lopment. Minutes of the october 7, 1974 meeting were approved as read. The ~ecretarY read a letter fr~m Robert JohnsoL, City Clerk, to E.W. MC Cul1ock, District Engineer, Minnesota Highway .lJepartment, dated October 19, 1974, asking the Highway Department bring the Cross walk at the intersection of College Ave., North and U.S. 52 up to highway 'uepartment standards, in accordance with Mr. Mc- ¡'·ullock's letter to the ,Wecretary of the Planning Commission , dated January 23, t974. ~ The 1hairman reþorted that he had discu~sed. the matter of the varis,nce granted to the Lero Robiscki property known as Manor ~nterprises, ~ncorporated, with City Attorney úohn Knapp, since the rlanniLg ~ommissicn was concer~Ed because the building erected on sa;id property did n':tconf .rIll to the e!:.an submitted to the Planning UOmmission. Mr. Knapp had advised him. that he felt that nothing much codd be done. about this unle.ss conditions on which the variance h@', been given had been clearly stipu....lated. Maynerd Klever submitted a preliminary plan and profile for sanitary and storm sewers and water for the fiollow Park ~evelopment, with detailed specificati~s to be sub- mitted with the final plan. He-reviewed the plan in detQil and reported that : 1. The owners preferred tp let their own contracts for water, sewer, road s etc.; 2.T4ey wóuld like to lay the sewer and water lines this fall and do the roadwork, including curbing, gutter and paving, in the spring; 3.Cost of sewe'(" 8l1d water lines wag estimated at about $ 27,000.00; co st of road work, paving, curbing and gutter at $18,000.00, such costs to be levied ~nst property owner s in the dev~opmenti. 4. Roads wOt.;ld measure 36 feet fro:.', curb to curb; 5. \'1hen final approval was received, the owners "lodd post a $ 60,000.00 bond, owner s being Terry SChmidt and Hubert Klein. Mr. Reber and Mr. ;schneider reported that they had reviewed the plans end the speci- fications and everything seemed to be in order. A Plot Plan for a twelve ~~.l'il~partment.s and 18 parking areas, dated October 9, 1974, to be erected on Outlot A in 1fb1low Park wafi submitted for Buerman Homes. - I ~ ~, " " , , ð'7. November 4, 1974 Fage 2 Gregory Felt moved that the plêñning Commission recommend to the ~ouncil that the plot plan submitted for OutlotA, Hollow Park, be approved, provided that R; re- gulations requiring two perking spaces per apartment unit be specified, thereby increasing parking spaces from the 18 shown on the plan to 24, and provided that if apartments were used for students, the number of parking spaces be increased to 48. seconded and carried unanimously. After further discw sien of perking problems, Mr. Felt moved that all parking areas adjacent to Cypress Drive oro Outlot A, Hollow Park, be screened with permanent sorubher,. not less than; ft nor more than 6 feet high. seconded and carried unani- mously. Foman Reber r~rted that the vouncil planned to temporarily block off the curned section of the road west of the intersection of Minnesota $to and Second AvenueN.W., until such time as th road could be squared off. ~nald Klein moved adjournment.
