Minutes of the
st. Joseph, Minnesota Planning Commission April 7, 1975
The regular meeting of the st. Joseph, Minnesota Planning Cormnission was held
a t the City Hall on Honday, April 7, 1975, at 7: L¡.O P .N., with BErn9l"d Kramer I
Chairman, presiding. Present at the meeting were: COln.'nis.sioners, :Mrs.'. Robert
1,V. Kelly, Ronald Klein, Bernard Kremer, Alois Maleska, and Paul Brinkman; City
Council 2epresentative Hugo Weyrens; and City Luilding Inspector Roman Reber.
The Secretary read a letter dated March. 5, 1975, submitting attendance reports
to the City Clerk for the payment of perdiems for the first quarter of 1975.
Minutes of the March ), 1975, meeting were approved as read.
Mr. Naleska nominated Bernard KrQ.'1ler for Chairman ~. Nömii1atioQ sèconded:
There being no other nòminations, Mr. I"faleska moved that the nominations be
closed and that the Secretary be instructed to cast a unanimous ballot for
f'lr. Kramer. Seconded and carried.
Mrs. Kelly nominated Mr. Maleska for Vice Chairman. Nomination seconded.
There being no other nominations, Mr. Brin~nan moved that the nominations be
closed and that the Secretary be instructed to cast a unanimous ballot for
I"ír. Males ka. Seconded and carried.

There being no other nominations, Mr. Klein moved that the nominations be
closed and that the Secretary be instructed to cast a unanimous ballot for
Hr. Brinki'1îan. Seconded and carried.
The Secretary "laS so instruc ted and the ballot so cast.
Mr. Kremer, Chairman, appointed the other five members of the Planning Commission
to the Board of Adjustment and Appeals. Ivlr. Kramer will chair the board, but not vote.
The Secretary was asked to keep a record of items to be discussed ¡vith the
Commission's Planning Consultants at a future meeting. The items raised at
various times during the meeting were as follows:
What to do about frontage regulations in regard to irregularly shaped lots
created by cul-de-sacs, and wh&lBr we can and ought to raise minimum lot sizes
for selected development areas.
~,¡hat is the best \.¡ay to insure park areas 1vithin new developments, or cash
equivalents from developers to support existing city parks.
Should we consider new areas for multiple dwellings.
Should we add to our ordinances in order to regulate the building of condominiums.
Do we need a new overall plan, especially in regard to roads.
Hhat "\'Jill happen to present By 52 r,.¡hen 194 is opened south of the city.
What will be the impact of 194 on future development.
When and what araß should be annexed, especially east, southeast, and west of
the city.
1'11'. Kre.mer ra~i.sed the issue of ilorderly" annexation. Various aspects of handling
a controversial annexation were discussed, including using the Ninnesota I1unicipal
Comrnission. The Ì't\íC ìvaS vieì,ed as a last resort because of the cost involoved and
the hard feelings likely to be created.
Mr. lveyrens reported that petitions are now in existence in regard to the annexation
of t.he Cloverdale Estates. but that the issue is cloudy and has required the
assistance of attorneys.

I\1r . Reber asked whether the st~ Joseph Township has a building code. The cow~issioners
Ttlere unsure on the matter and ï.,rill raise the question at the next Joint Planning
Heeting.
There Has some discussion of the Hoske property east of the City and adjacent to
F c;,~ especially in regard to the intentions of the Township Planning Commission.

The Commissioners noted that there was insufficient cOvillunication with the
ro_+- Joseph Development Corporation.

Mr. ',{eyrens promised to provide the Co~~issioners with copies of the latest City map.
¡vIr. Reber noted that any building ì\'Orth more than ~;30, 000 requires the signature
of a licensed architect on the blueprints before a building permit can be issued.
Mr. Reber asked about present regulâtions regarding the construction of residential
buildings in an area zoned industrial. Inspection of the Zoning Ordinance revealed
that present regulations are sufficient, although they are some"\·¡Ì"l8.t general in
nature. It was agreed that Mr. Reber Hould continue to ask builders of residential
units in industrial areas to follow the residential building code.
Mr. Maleske moved that the City Council look into constructing a fence on the
boundary of the park that boarders on Mr. Rebischke's apartment property, and that
the City Councilconsidei'··naming the City's parks. Mrs. Kelly seconded the motion,
--- and it was passed unan~nously.
Mr. Weyrens made the following report on behalf of the City Council:
----- 1. st. Joseph will not be receiving the hoped for HDD funds.
2. On the 24th of April, 1975, there ,,¡ill be an information meeting for the
public in regard to proposed ,rerrovations of City Hall and the construction
of an additional steel building at the sewer plant.
J. On the 30th of April, 1975, there will be a vote on a bond issue in the
lliaount of $62,000 to pay for the above mentioned r~novations and construction.
4. A principal reason for the renovation of City Hall is to have the space
needed to house the City Clerk who up to now has worked out of his home.

while more information is being gathered by street Commissioner Dehler.
