HomeMy WebLinkAbout1975 [05] May 05 103 ST. JOSEPH PLANNING COMMISSION MEETING May 5, 1975 The regular meeting of the st. Joseph, Minnesota Planning Commission was held at the City Hall on Monday, May 5, 1975 at 7:45 p.m. with Bernard Kremer, Chairman, I presiding. Present at the meeting were: Commissioners Mrs. Robert W. Ke lly , Ronald Klein, Bernard Kremer, and Paul Brinkman; City Council Representative Hugo Weyrens; and College of st. Benedict Reprèsentative Mike Ryan. Minutes of the April 7, 1975 meeting were approved as read. Mr. Weyrens, in response to the minutes of the previous meeting, stated that the cost of involving the Minnesota Municipal Commission in an annexation problem would be born by the State rather than the City. Mr. Leroy Rebischke and Mr. Maynard Sands of Manor Enterprises presented to the Commission a variety of issues and questions concerning a parcel of land owned by Manor Enterprises, located just north of Highway 52 and southwest of the sewage disposal plant. Three acres of the approximately ten acre parcel are located within the City limits in an area zoned industrial. The essential questions asked by Mr. Rebischke were as follows: 1. Would it be permitted to drill a well and put in a septic tank on the land in question? 2. Would the City be willing to sell a strip of land, about 200 feet in from the highway and about 600 feet along it, to Manor Enterprises in order that they might bring City water and sewer lines to the parcel of land in question and be able to generate sufficient development to cover the cost of those services? 3. Would the City be willing to trade that strip along the highway for a ---- portion of Manor Enterpise property northwest of the sewage plant? A lengthy discussion ensued, focusing on the first and third question. Mrs. Kelly <-~ than moved that the planning Commission recommend that City sewer and water be --- required for any development on the land owned by Manor Enterprises north of Hy 52, and that the City Council consider the possibility of trading a 200 foot strip approximately 600 feet along the highway now owned by the City for some other portion of the land owned by Manor Enterprises. Seconded by Mr. Klein. The motion was carried unanimously. Mr. Ryan presented a proposal from the College of st. Benedict to renovate the old Rockford house on Minnesota Avenue for use as a nursery school to be part of an academic program at the College. A general discussion ensued focusing primarily on the availability of adequate parking space and on whether residential zones permitted the proposed use. It was decided that neither issue posed a problem, and Mr. Ryan was told to contact the Building Inspector and the City Council for a building permit. Mr. Weyrens reported that a party is interested in building a 20 unit apartment building on the southwest corner of the Rothfork addition. A general discussion followed on the property in question and on zoning issues for multiple dwellings. Mr. Weyrens reported that the City Council tabled the planning Commission's recommendation that fence be put up separating the Rebischke apartment property from the City park, but that the issue will be reconsidered soon. I Mr. Weyrens reported that despite the defeat of the bond issue for renovation of City Hall, the City Clerk will be brought into City Hall anyway, using partitions in the Council chamber. 104 Mr. Weyrens noted that a meeting between NSP and the st. Joseph Development Corpor- ation produced some good ideas but not much money. Mr. Klein moved that the meeting be adjourned. seconded by Mrs. Kelly. Carried unanimously.
