ST. JOSEPH JOINT PLANNING MEETING
June 9, 1975

Township - Nick Froehle, Al Torborg, Glenn Deutz, Al Theisen. Township
Attorney John Pattison.
Meeting called to order by Ben Kremer at 8:00 p.m. Minutes of May 12, 1975 approved
as read. A brief recap of the May 19, 1975 meeting between the City and Township
officers was given by Al Torborg. At this meeting the Joint Planning Commission
was instructed to study and make recommendations on annexation of st. Joseph Town-
ship properties into the City of st. Joseph.
Mr. Kremer, in lieu of Mr. Howard Kaibel's absence, (Executive Secretary of Minn-
esota Municipal Commission) called on John Pattison for a definition of orderly
annexation. Mr. Pattison stated that this involves setting aside definite acreage
jointly agreeable to the City and Township for future development with annexation
to the city in mind. Prezoning of the area is not necessary prior to annexation.
Mr. Pattison went on to say that the right of the land owners to vote in the area
under concern is not guaranteed, but advisable to build into the procedure.
Upon request, Mr. Pattison advised the Joint Planning Committe to annex an area
that the City can digest and that will meet the needs. A comment was made that
all of st. Benedicts should be brought into the City. Boundary line problems
dealing with police protection and elections would be solved. Head tax revenue
to the City would be beneficial.
. Mr. Knapp, having conversed with Howard Kaibel by phone, suggested we explore I
both the problems of annexation and the needs for annexation. He stated the
Commission can order annexation based on a 20% petitionv Mr. Pattison commented
that on a 20% petition, a vote would be required of the homeowners involved and
that on a 51% petition a vote would not be required, but that there would have
to be a City ordinance to annex the land. Again Mr. Knapp asked for both needs
and problems of annexation. Needs listed were (1) Adequate water supply; (2 )
Sewer service. Problems listed were (1) Money to pay for sewer and water; (2 )
Changing nature of the area.
Mr. Kremer than called on Joe Bettendorf, City Engineer for st. Joseph, for
information. He stated the sewer plant is operating presently at 50%. The biggest
problem is the lift station on 7th Avenue is not properly placed to service large
annexation area to the east and south. He felt the present lift station could
handle Clover Leaf Estates as it is at present. He further stated with regard
to storm sewers, that it would be a real advantage to put them into the entire
area to the east and south at once.
Mr. Kremer then asked for recommendations from the Planning Committe. A motion
was made by Al Theisen that we consider orderly annexation of all land lying
North of the South line of Section 10-11 bounded on the North by T.H. #52 (four
lane), bounded on the East by the Rassier Road but to include Whispering pine
addition lying East of Rassier Road, and bounded on the West by the corporate
city limits of st. Joseph. Seconded by Nick Froehle. Motion carried unanimously
with all present voting. A motion was made by William Bruemmer that an immediate
complete engineering study of the area just described by made for providing util- I
ities. Seconded by Margaret Kelly. Motion carried unanimously with all present
voting. Motion to adjourn at 10:25 p.m. by Al Torborg seconded by Margaret Kelly.
Motion carried.
