HomeMy WebLinkAbout1975 [07] Jul 07 109 ST. JOSEPH PLANNING COMMISSION July 7, 1975 The regular meeting of the st. Joseph, Minnesota Planning Commission was held at the City Hall on Monday, July 7, 1975. The meeting was called to order at 7:35 p.m. by Bernard Kremer, Chairman. Other Commissioners present: Al Maleska, William Bruemmer, Ron Klein, and Paul Brinkman; city Council Representative Hugo Weyrens. Minutes of the June 2, 1975 meeting were approved as read. Mr. Frank Colton of Sauk Rapids appeared before the Commission to discuss a portion of land he intends to buy from Manor Enterprises, Inc., in order to establish a dealership in bulk milk storage products. The main question raised by Mr. Colton was whether or not the Commissioners would approve a sealed septic tank-drilled well arangement on the land in the event that City sewer and water were not available. The issue was discussed for a time, and then Mr. Rebischke of Manor Enterprises appeared at the meeting. Mr. Rebischke indicated that Manor Enterprises no longer intended to trade property with the City in the forseeable future. It was generally agreed that this meant that it would be a long time, if ever, before ctiy sewer and water would reach the Rebischke property. After some additional discussion it also became apparent that the Planning Commission and the City Council would continue to have some control over the Rebischke property even if Mr. Colton was allowed to install his own water and sewer system on the land he would purchase from Rebischke. Mr. Bruemmer than moved that the City Council be informed that the Planning Comm- ission would accept an approved septic tank and water system for the south- eastern portion of the Manor Enterprises land directly north of Highway 52 which is being considered for sale to Frank Colton of Sauk Rapids. Seconded by Mr. Klein. Passed unanimously with the exception of Mr. Maleska who had left the meeting prior to the vote on the motion. Upon passage of the motion the Comm- issioners agreed that their approval was contingent upon the sale of the land to Mr. Colton. If the deal were to fall through the Commission reserved the right to reconsider the issue relative to any other prospective buyers or users of the land. Mr. Weyrens reviewed the progress on the annexation plans. These plans are now in the hands of the Township Governing Board. Mr. Kremer raised the question whether air conditioners should be allowed to drain on City sidewalks. Mr. Weyrens will take the issue to the Council. Mr. Brinkman asked whether there might be some merit in closing that portion of the old highway which lies directly between the baseball field and the monument park. Mr. Weyrens reported that the City Council had dealt with this issue at some length two years ago and had finally decided against it.
