HomeMy WebLinkAbout1975 [10] Oct 06 113 ST. JOSEPH PLANNING COMMISSION MEETING October 6, 1975 The regular meeting of the st. Joseph, Minnesota Planning Commission was held at the City Hall on Monday, October 6, 1975. The meeting was called to order at 7:35 p.m. by Bernard Kremer, Chairman. Other Commissioners present: Al Maleska, William Bruemmer, Ron Klein, and Paul Brinkman; City Council Repre- sentative Hugo Weyrens; City Building Inspector Roman Reber. Minutes of the July 7, 1975 meeting were approved as read. Mr. Jerry Konson and Mr. Gerald Schmidt appeared before the Commission. They had submitted a letter to the Commission which contained a series of questions about Lots 1 and 2, Block 21, Loso's Addition, across from Kay's Kitchen. They are interested in purchasing the property and constructing on it a 50 foot by 80 foot steel structure to be used as a storage building and repair shop for their restoration business. The Commissioners along with the City Building Inspector reviewed the questions in the letter as well as other related issues. No problems were found in the proposed building plans, so Mr. Konsor and Mr. Schmidt were advised to take their specific building plans to the City Building Inspector for final approval. Mr. Thomas Jovanovich appeared before the Commission to ask for a special use permit and several variances in behalf of Mr. Robert D. Gamades. The property in question is Lot 30, Auditors subdivision No. 4. The special use permit would be required because the proposed building is an apartment house, and the property is zoned R-2. In order to get at the thinking which permitted the present apartment building to be constructed on this property in 1967, the minutes of the Planning Commission meeting of June 13, 1966, were read, along with the City Council meeting minutes of March 22, 1967, and April 20, 1967. There was considerable discussion as to the Commission's legal ability to grant a special use permit. Mr. Bruemmer moved that the planning Commission meet with the City Attorney at the next regular meeting of the Commission to discuss the issue of a special use permit before informing Mr. Jovanovich of the Commission's decision. Seconded by Mr. Maleska. Passed unanimously. Mr. Reber suggested that the'Planning Commission take up the problem of high- way billboards, which are proliferating along Highway 52 east of town, with the Tow1ship Planning Commission. Mr. Weyrens reported that City Councilman Dehler is still working on the problem of overnight truck parking in the City. Mr. Weyrens also reported that the City and the Township have finally agreed upon a plan for orderly annexation. The plan will be reviewed in detail by the Planning Commission in the near future.
