ST. JOSEPH PLANNING COMMISSION MEETING
November 3, 1975
Commission Chairman Ben Kremer called the meeting to order at 7:40 p.m.
Present were Ben Kremer, Mrs. Bob Kelly, Ron Klein, Al Maleska, Council repre- I
sentative Hugo Weyrens, st. Benedict College representative Mike Ryan, City
Attorney John Knapp and Mr. Thomas Jovanovich, attorney for Mr. Robert Gamades,
and Roman Reber, City Building Inspector.
Minutes from the meeting of October 6, 1975, were read and accepted as read.
Discussion on Mr. Bob Gamades request to construct an apartment next to his
present one on South College Avenue. A letter to City Clerk Bob Johnson from
Wehrman, Chapman Associates, Inc. , the city planning consultants, was presented
which suggested that the Garnades property be rezoned from R-2 residence district
to R-3 Mulitiple Residence District and that any change in density that may be
justifiable be handled as a variance.
The Commission recommended to Mr. Jovanovich as suggested by Mr. Knapp that he
make a new petition for a hearing to rezone to R-3 and for the variances as
needed including the shortage of square feet, parking spaces and side yard
requirement. Mr. Knapp stated that it was his suggestion that the Commission
not give a variance as to the parking spaces required by ordinance. Mr~ Jovan-
ovich was advised as to the hearing fees and that variance would have to be
justified as to reasons given on page 22 and 23 of Zoning Ordinance No. 59.
Hugo Weyrens reported that the five man orderly annexation board has been tenta-
tively selected. They include from the city Ben Kremer and Hugo Weyrens, from
the township Norb Eickmeier and Fred Reber and County planner Ken Hopke. John
Knapp stated that he felt that time should be given by the Commission and Joint I
Commission to the study of a zoning plan for orderly annexation area. Also

Respectfully submitted by Al Maleska for Paul Brinkman, Secretary.
