ST. JOSEPH JOINT PLANNING COMMISSION MEETING
November 10, 1975
Members present: Township - Al Theisen, Nick Froehle and Bob Fulton; City -
I Ron Klein, Al Maleska, Ben Kremer, Paul Brinkman, Erv Studer; Council represen-
tative Hugo Weyrens.
Al Torborg chaired the meeting and started by reading the minutes of the Septem-
ber 8, 1975 meeting. They were approved as read. He than stated that the prev-
ious secretary, Glenn Dentz had resigned and Bob Fulton had been appointed to
replace him. He then asked for a volunteer for secretary and all agreed, except
Fulton, that Fulton should be the new secretary.
The next item was Al Donabauer's concern about a service road to his place after
I-94 is completed. The nearest interchange will be at st. John's second entrance.
Al Donabauer was not present to discuss the problem, and Al Theisen suggested
it was the responsibility of the Town Board and moved to table it. The motion
was seconded and passed.
Hugo Weyrens than reported on the status of the orderly annexation. He said a
five man board had been appointed: Ben Kremer, Hugo Weyrens, Fred Reber, Norb
Eichmeier and Ken Hopke. The Joint Planning Commission will feed information
to this five man board, but the five man board will have the final word regard-
ing the zoning in the orderly annexation Zones 1 and 2.
Hugo also stated that he heard rumors about a sawmill going into Zone 1 north
of the city. Nobody seemed to know how it is presently zoned, but speculation
favored commercial.
I The final item centered on how to go about planning and zoning in the orderly
annexation area. It was decided to break Zone 1 into four areas (A,B,C, and D)
and examine each area separately. Area B (south of the 4-lane and north of
Minnesota Avenue) was picked as the first area to study.
Al Maleska suggested that the Joint Planning Commission meet with the land-
owners in the area to get their opinions about zoning. After some debate and
discussion, it was decided that the vacant landowners would be invited to the
next Joint Planning Commission meeting (December 8) and the rest of the resi-
dents would be invited to a future meeting. The secretary was instructed to
contact Gene Scherer, Chuck Cushing, Al Hoffman, Bill Wasner and Susan Roske
and invite them to the next meeting.
The meeting adjourned at 9:50 p.m.
