ST. JOSEPH PLANNING COMMISSION MEETING
February 2, 2976
I The regular meeting of the st. Joseph, Minnesota Planning Commission was held at
the City Hall on Monday, February 2, 1976. The meeting was called to order at
7:30 p.m. Present at the meeting were Commissioners Ben Kremer (Chairman), Mrs.
Robert Kelly, William Bruemmer, Ron Klein, and Paul Brinkmen; City Council rep-
resentative Hugo Weyrens; and st. Benedicts's representative Mike Ryan.
Minutes of the January 5, 1976 meeting were approved as read.
Mr. Weyrens reported that the City Council appointed Commissioners Ronald Klein
and william Bruemmer to new three year terms on the Planning Commission.
Lyman Hull appeared before the Commission. A discussion ensued concerning Mr.
Hull's land, which lies directly north of the sewage disposal plant, especially
in regard to his interest in annexation and to his possible building plans.
Mr. Bruemmer moved that the Commission recommend to the City Council that Mr.
Hull's 8.26 acres be annexed to the City. Seconded by Mr. Brinkman, the motion
passed unanimously.
Fees for public hearings were reviewed briefly. The City's fees are presently
much lower than those charged by st. Joseph Township. Mr. Kremer suggested that
further checking into rates of other communities be done before adjusting our rates.
Mr. Kremer reported on the City Clerk's desire to provide a street address for
the logging operation and for the sewage disposal plant. Mr. Weyrens will pursue
this. The City Clerk also had a suggestion relating to City Ordinance No. 59,
I Page 12, Subdivision 4, Paragraph 1, namely, that the regulation be changed to
require one parking space per bed rather than one parking space per two beds as
the regulation now reads. The Commissioners felt that converted homes were more
of a problem than new apartment houses, and that when converted homes qualified
as boarding houses they were adequately covered by existing regulations. Those
regulations are in Ordinance No. 59, Page 5, Definition 51, and Page 10, Sub-
division 4, Paragraph 1. Mrs. Kelly moved that the Planning Commission recom-
mend to the City Council that letters be sent to people whose residences would
be classified as boarding houses according to the Ordinance No. 59, informing
them that the ordinance provides one parking space for every boarding unit (as
defined in Ordinance No. 59). Mr. Klein seconded the motion and it passed un-
animously.
Roman Reber asked the Commissioners whether steel buildings can be prohibited
in residential areas. The Commissioners agreed that such buildings should not
be prohibited by ordinance, but that the Building Inspector should continue to
exert his influence to insure that all buildings erected in the City are suitable
to their surroundings.
Mr. Weyrens raised the issue of the 10,000 square feet regulation as it might
apply to lots within the present City limits. The interpretation agreed upon by
the Commissioners was that the 10,000 sq. ft. regulation applies to any new plots
within the City.
