ST. JOSEPH JOINT PLANNING COMMISSION MEETING
February 9, 1976
Members present: Township - Erv Studer, Al Theisen, Nick Froehle, Al Torborg,
Bob Fulton; City - Ron Klein, Ben Kremer, Paul Brinkman, Bill Bruemmer; st. I
Benedicts's representative - Mike Ryan. Ben Kremer chaired the meeting.
The secretary read the minutes of the January 12, 1976 meeting and they were
approved as read.
Ben Kremer reported on Lyman Hull's "sawmill" and stated that Mr. Hull presented
a proposal to the City Planning Commission asking for his 8 acres to be annexed
and eventually zoned Industrial. The City Council will petition the Minnesota
Municipal Commission on behalf of Mr. Hull. Apparently nobody is sure what the
procedure is for annexing land within the orderly annexation area, so this will
serve as an example to see just how the procedure works.
Ben Kremer reported briefly on the last meeting of the five man board. They
discussed the Pflueger-Scherer proposal for the East End area and they agreed
for the most part with the ideas presented at the Joint Planning Commission's
last meeting (January 12, 1976) . Pflueger and Scherer will redraw their plans,
taking into account the various recommendations of the five man board:
A question was raised about the Landwehr and Counter developments taking place
south of the City on the edge of the township. Apparently nothing has come
before the township board, but since the lots are five acres or larger, they
probably don's have to be approved. A discussion then followed concerning up-
keep of roads, etc. in such areas.
Al Torborg asked what's being done about financing engineering fees and one of I
the members responded that Region 7W says that it looks good for a community
block grant. Such a grant requires that about 30 percent of the new homes be
for low income families.
Paul Brinkman discussed the possibility of an area Health Planning Network grant
for st. Joseph and the surrounding areas. He said there was some interest from
Cold Spring, st. Benedict's and st. John's. Also, some State and Federal money
is available. The members seemed to show general interest in the idea and en-
couraged Mr. Brinkman to check into it further.
The meeting adjourned at 9:40 p.m.
