HomeMy WebLinkAbout1976 [07] Jul 12 129 ST. JOSEPH PLANNING COMMISSION MEETING July 12, 1976 The regular meeting of the st. Joseph, Minnesota Planning Commission was held at the City Hall on Monday, July 12, 1976. The meeting was called to order at 7:40 p.m. Present at the meeting were Chairman Ben Kremer, Commissioners Mrs. Marlene Schroeder, Mrs. Robert Kelly, Bill Bruemmer, Ron Klein, Paul Brinkman; City Council Representative Hugo Weyrens; City Building Inspector Roman Reber. The minutes of the June 7, 1976 meeting were approved as read. Mr. and Mrs. Charles Schaeffer appeared before the Commission. They expressed concern about the duplexes being built on 6th Avenue South East by Wally Honor. Apparently Mr. Honer will be renting to ten students in each of the duplexes rather than to two conventional families. The Schaeffers were concerned about the effects on the surrounding neighborhood, expecially if Mr. Honor were to build additional duplexes on 6th Avenue. Much discussion ensued, focusing on various ordinances pertinant to the issue. The construction is not in viola- tion of any ordinances. The question discussed was whether the various ordin- ances are adequate in terms of the definition of "f'amily", provisions for public parks, parking regulations, and duplexes. The Commissioners decided to under- take a thorough review of all ordinances relating to the latter four topics at the next meeting. The intention of the Commissioners is to follow up this re- view with a consultation with the City Planner. It was noted that problems are turning up regarding fences, and this issue will also be discussed with the Planner. Mr. Kremer will work with the City Clerk in setting up the meeting with the Planner. Mr. Weyrens reported that Bill Jones appeared before the City Council to dis- cuss the possibility of constructing an off-sale liquor store in the western most section of the trailor court north of Highway 52. The Commission can expect to see plans for the proposed structure in the near future. Mr. Weyrens also reported that Burlington Northern has agreed to a five year lease for a strip of property adjacent to the railroad tracks to be used for a road by the logging operation north of the disposal plant.
