ST. JOSEPH PLANNING COMMISSION MEETING
July 26, 1976
The regular meeting of the st. Joseph, Minnesota Planning Commission was held I
at the City Hall on Monday, July 26, 1976. The meeting was called to order at
7:35 p.m. Present at the meeting were Chairman Ben Kremer, Commissioners Mrs.
Marlene Schroeder, Mrs. Robert Kelly, Bill Bruemmer, Ron Klein, Paul Brinkman,
and City Council Representative Hugo Weyrens.
The minutes of the July 12, 1976 meeting were approved as read.
Bill Jones appeared before the Commission to present plans for his proposed
construction of an off-sale liquor store. The plan includes 51 parking spaces
surrounding a 40' by 44' cement block building on~a 150' by 204' lot. Mrs.
Kelly moved that the Commission recommend that the City Council approve the
plan submitted by Mr. Jones with the provision that he add a second driveway,
to be located on the northeast corner of the lot adjacent to Date Street. The
motion was seconded by Mr. Klein, and was passed unanimously.
The Secretary read a letter from Mr. and Mrs. Al pfannenstein Sr. concerning a
trailor house they own which is parked in a residential area of the City. Mr.
Kremer then read a City ordinance, passed on March 8, 1973, which calls for the
removal of all trail or homes from residential areas, except for those in areas
specifically designated for them. The trailors not in designated areas were to
be removed by December 31, 1973. The Commissioners agreed that the ordinance
should be followed, and that a letter should be sent by the City Clerk to that
effect to the pfannensteins and also to the present owner of the trailor home
formerly owned by George "Buckshot" Schroeder.
The Commissioners reviewed various aspects of parking in residential areas. I
They agreed to recommend that the City Clerk send letters to the housing direc-
tors at st. Benedict's and st. John's advising them of the parking ordinances,
and requesting that they pass on this information to their students living in
the City.
The Commissioners agreed to invite the st. Joseph Development Corporation to
come to the next meeting, August 30, 1976, to give a presentation of their cur~
rent activities and plans for the development of st. Joseph.
Mr. Brinkman reported that the st. Joseph-Cold Spring Area Medical Planning
Council has received a planning grant under the Federal Government's Rural Health
Initiative Program. The Commission can expect to be involved in the planning
for a health delivery system in st. Joseph in the near future.
Various aspects of street improvement ordinances were discussed, focusing on the
relationship between the City and a subùivision developer. The particular case
discussed was the Eastern Park Addition.
