ST. JOSEPH PLANNING COMMISSION MEETING
October 4, 1976
The regular meeting of the st. Joseph, Minnesota Planning Commission was held I
at the City Hall on Monday, October 4, 1976. The meeting was called to order
at 7:40 p.m. Present at the meeting were Commissioners Bill Bruemmer, Ron
Klein, Mrs. Marlene Schroeder, Paul Brinkman, and Ben Kremer, Chairman; City
Council Representative Hugo Weyrens.
The minutes of the August 30, 1976 meeting were approved as read.
Mr. Weyrens reported that the City Attorney is working on an ordinance to deal
with semi-trailor trucks parking in the City, as well as an ordinance dealing
with general parking on the streets during the winter months.
James Landwehr appeared before the Commission on behalf of Jerry Wetterling of
Mason City, Iowa. Mr. Wetterling is negotiating the purchase of the Dierkhising
home in downtown st. Joseph to be used for a chiropractic clinic as well as a
residence. The present zoning of this property is R-2. Mr. Kremer noted that
according to Zoning Ordinance No. 59, page 10, paragraph 2, a Special Use Permit
is required for a home occupation in an R-2 zone. Mr. Landwehr will ask the
City Clerk to arrange for the public hearing which is called for before the Plan-
ning Commission can make a recommendation to the City Council regarding the permit.
The Commissioners reviewed several sections of the "Rental Dwelling Registration
Ordinance" in effect in st. Cloud. The Commissioners were favorably disposed
toward instituting some kind of registration system in st. Joseph. The inspec-
tion that would be a part of such a program would provide a safety factor for I
renters in the City. The Commissioners agreed that this will be an issue to
be taken up with the City planner in the near future, along with the definitions
of "boarding house" and "family" as presently defined in Zoning Ordinance No. 59,
and fees for public hearings and permits.
