Minutes of a Public Hearing
Held Before the st. Joseph, Minnesota Planning Commission
A public hearing was held on December 13, 1976, at City Hall to consider a
request for a Special Use Permit under Zoning Ordinance No. 59 regulations.
Members of the Planning Commission who were present at the hearing were: Ben
Kremer, Chairman, Ron Klein, Bill Bruemmer, Marlene Schroeder, and Paul Brinkman.
The Special Use Permit application was submitted by Dr. Jerry Wetterling, to
establish a Chiropractic office and residence at 103 College Avenue North.
Mr. Kremer began the hearing by reviewing the regulations pertinant to a home-
office arrangement. Special attention was given to the parking issue.
Mrs. Schindler was the only neighboring property owner present at the hearing.
She expressed concern about future rezoning of that part of College Avenue, and
about the condition of a fence presently dividing her lot from the one in ques~
tion. Neither issue seemed to create a problem relative to approving the permit.
It was moved by Mr. Brinkman, and seconded by Mrs. Schroeder, that the Planning
Commission recommend to the City Council that a Special Use Permit be granted
to Dr. Wetterling for a home-office at 103 College Avenue North, with the stip-
ulation that he is to provide off street parking for five cars, and that the
parking area is to be hard surfaced no later than September 1, 1978.
The hearing began at 7:30 p.m. and ended at 8:10 p.m.
