HomeMy WebLinkAbout1977 [04] Apr 04 142 ST. JOSEPH PLANNING COMMISSION MEETING April 4, 1977 Called to order at 7:29 by Ben Kremer, Chairman. I Present: Paul Brinkman, Bill Bruemmer, Ron Klein, Mrs. Robert Kelly, Marlene Schroeder, Chairman Ben Kremer, City Council Representative Mike Husen, st. Benedict's Representative Mike Ryan. Minutes read and correction made. 1. Mr. Chapman letter. a) Discussion on Occupancy Regulation Exhibit A, Section XV, Subd. 4. It was discussed whether to do away with what we have and make new or just add to what we have. It was also said that we should enforce it and that safety and parking be included in this regulation. Paul Brinkman recommended to Council that City Attorney draw up Ordinance with these provisions in it using two (2) models and that if they want fee schedule, to include it that it be limited to rental units. Seconded by Mrs. Robert Kelly. Passed unanimously. b) Fencing. Paul Brinkman recommended that the Council look at fencing recommend- ations in minutes of February 7, 1977 Planning Commission meeting. Ron Klein seconded it. Passed unanimously. I 2. Al Meier appeared before Commission about multiple residence housing in Industrial zone north of Highway 52. He had no lot in mind and was wonder- ing if the Commission had lots they knew of. He wanted to buy lot and move house on to it and rent it out as duplex and possibly later to rent out basement then as 3-plex. Discussion of where water and sewer were as to property north east of mill and if he could get water and sewer if he purchased lot in City and there was no water and sewer there yet. He was informed he would get it but he would be assessed for it also. Was also informed that he could have duplex in R-2 areas. 3. Mike Husen said that a complaint was brought to Council about Simon Brothers Construction having trucks park on streets in residential area. There is no permit issued. Council is looking at other areas like this where residen- tial areas are used in like situations. Also, that they are looking at problem with Honer Homes, Inc. concerning Baker Street. This problem being who is to surface the street and pay for it. 4. Ron Klein motioned to adjourn. Marlene Schroeder seconded. Adjourned at 8:25. Respectfully submitted, I William Bruemmer
