ST. JOSEPH PLANNING COMMISSION MEETING
July 11, 1977
The regular meeting of the st. Joseph Planning Commission met Monday, July 11,
1977 . Members present were Paul Brinkman, Ron Klein, Mrs. Kelly, Ben Kremer,
and Marlene Schroeder.
1. A public hearing was held at 7:30 p.m. on the issue of parking variance
submitted by Bill Gohman for the new apartments constructed across from the
EI Paso.
2. 8:00 p.m. - Hearing on Special Use Permit submitted by Bill Simon. Citizens
present were: Sal Schneider Jr., Mrs. Marcellus Schneider, Harry Court, Dr.
Robert Kelly, Robert Viehauser, Dave Pfannenstein.
Ben Kremer read notice which appeared in the st. Cloud Times giving notice
of hearing for special use permit applied for by Bill Simon of Simon Bros.
Mrs. Kelly cited several definitions in ordinance both which defined special
use permit. Dr. Robert Kelly, Sal Schneider Jr., Mrs. Schneider, and Robert
Viehauser voiced opposition to the granting of the special use permit. The
Chairman recommended the Commission seek attorney's opinion to resolve prob-
lemof special use permit. Paul made a motion to table the issue until an
attorney's opinion could be obtained to define business in a residential area.
Marlene Schroeder seconded. Hearing adjourned.
3. Ray Krebsbach presented plans for new clinic which will be located in the
Krebsbach property which now houses st. Joseph Plumbing & Heating. Mrs. Kelly
made motion to approve plans. Marlene Schroeder seconded. Motion carried.
4. Ben Kremer suggested that the fee for hearings be raised. Ron Klein made a
motion to raise fee to $100.00 if hearing is on regular meeting night and to
$125.00 for special meeting night. Mrs. Kelly seconded. Motion carried.
5. Ben Kremer gave short review of building and housing codes in st. Cloud and
procedures of rental. Discussion followed. Each commission member was en-
couraged to read Housing Code Edition 1973. Mrs. Kelly will report on the
booklet at the next meeting.
6. Paul Brinkman announced his resignation from the Planning Commission. He
will be moving to st. Cloud.
7. Announcement was made of hearing August 1 regarding Union Oil building a
self-service gas station where Notch gas station is located. Union oil is
asking for rezoning.
Ron Klein made motion to adjourn. Mrs. Kelly seconded. Meeting adjourned.
