ST. JOSEPH PLANNING COMMISSION MEETING
November 7, 1977
The st. Joseph Planning Commission met on Monday, November 7, 1977, at 7:30 p.m. I
Members present were: Mrs. Kelly, Ben Kremer, Mike Husen, Marlene Schroeder.
Citizens present: Mr. and Mrs. Bill Baggenstoss, Mr. Horsch, Claude Menzhuber,
Mr. Botz, Don Reber, Mr. Brannan.
The first item on the agenda was the discussion of special use permits. Mr.
Brannan and Mr. Baggenstoss had been sent a letter form the st. Joseph City
Council that they were operating a business in their home and therefore would
have to apply for a special use permit. The two gentlemen were given an oppor-
tunity to inquire into the procedure for applying for the special use permit
and the requirements for it at this Planning Commission meeting. Mr. Brannan
inquired into the possibility of rezoning. Mike encouraged Mr. Brannan to seek
counsel as to what avenue would be the best dècision for him in his circumstance
since he is surrounded on three sides with commercial zoning.
Mr. Baggenstoss expressed concern over being asked to apply for a special use
permit after he has operated his business in st. Joseph at the same location for
eleven years. Mr. Botz, Mr. Menzhuber, and Mr. Horsch spokè in defense of him.
Much discussion followed.
Marlene Schroeder made the motion to recommend to the Council that Mr. Baggenstoss
could continue to operate his business as he has for the past eleven years since I
he had complied to the best of his knowledge the requirements which were stated
by the City Council eleven years ago and he has continued to abide with those
requirements. A building permit was granted to Mr. Baggenstoss in October of 1976
on the property in question. Ben Kremer seconded the motion. Unanimous vote in
favor of the motion.
Second Item: Mike Husen reported about a survey done of small towns on contract-
ing and bonding.
Marlene Schroeder read Bill Bruemmer's resignation from the Planning Commission.
Mrs. Kelly made motion to accept resignation. Ben Kremer seconded.
