ST. JOSEPH PLANNING COMMISSION MEETING
January 9, 1978
Members Present: Ben Kremer (Chairman), Mrs. Marlene Schroeder, Virgil Lodermeier, I
Ron Klein, City Council Representative Mike Husen.
Meeting called to order at 7:35 p.m.
Election of officers for 1978:
Secretary: Ron Klein volunteered for 1 year term, seconded by Marlene
Schroeder. Motion carried unanimously.
Chairman: Ben Kremer, motion by Ron Klein, seconded by Virgil Lodermeier.
Motion carried unanimously.
Vice-Chairman; Mrs. Marlene Schroeder, motion by Ben Kremer, seconded by
Ron Klein. Motion carried unanimously.
Bill Chapman, City Planner of Wehrman, Chapman Associates, Inc., was present for
discussion of City Ordinance. Also present was Hugo Weyrens, Robert Johnson,
Steve Dehler, Roman Reber, Tom Jovanovich, Jim Landwehr, Don Landwehr, Mr. and
Mrs. Robert Wahlstrom, Jim Graeve.
Discussion of Zoning Ordinance #59, Section VI R-3 Multiple Residence District,
Subdivision 3, No. 6, Lot Area Per Dwelling unit: For the Purpose of computing
the number of permitted units within a multiple residence, there shall be allowed
one (1) unit for each 3,500 square feet of lot area. Lot depths of greater than
150% of the average lot width shall nŒcbe used in computing the maximum number
of units.
Cloverdale Estates was wondering whether the square footage minimum of 3,500 ft. I
could be dropped to 2,000 ft. Mr. Chapman suggested that we look at some multiple
dwelling units in our area with that size restriction, to see if that is what we
want in st. Joseph. Mr. Chapman referred to several ordinances in the Twin cities
area that ranged from 2,000 to 7,500 square feet. He didn't feel their would be
much problem with increasing the number of units from 12 to 24.
Mr. Chapman suggested looking into a planned unit Development Ordinance, separate
from our ordinance but attached to it, to cover large areas of development, prob-
ably 10-15 acres and up. planned unit Development gives you a total view of larger
area, probably owned by several developers. Mike Husen requested that Mr. Chapman
send us some general information on setting up a planned unit Development Ordin-
ance. He said he could get it together in a couple of weeks, so we could have it
for our next meeting.
Cloverdale Estates asked Mr. Chapman what their next step would be. He said they
should probably get a layout of the entire area, including roads, parking, where
multiple dwellings would be situated on each lot and single family dwellings.
Jim Landwehr said he would get a list of Multiple Dwelling Units in our area that
we could look at and see if we would think of changing the ordinance.
Mr. Chapman left an article on definition of "Family" with Bob Johnson, who is
to make some copies for us.
Motion to adjourn by Marlene Schroeder seconded by Ron Klein. Meeting adjourned
at 10:45 p.m. I
