ST. JOSEPH PLANNING COMMISSION MEETING
May 1, 1978
Meeting called to order at 7:40 p.m. I
Members Present: Chairman Ben Kremer, Mrs. Marlene Schroeder, Mrs. Marlene Klett,
Mrs. Margaret Kelly, Virgil Lodermeier, Ron Klein, City Council
Representative Mike Husen.
Also in Attendance: Hugo Weyrens, Bob Johnson, Herman Schneider, Tom Jovanovich,
Steve Dehler, Jim Landwehr, Jim Wensel.
Introduction of John Miller, Executive Director planner of st. Cloud Area Council
of Governments. At present st. Cloud, waite Park, Sauk Rapids, Sartell, Le Sauk
Township and Sauk Rapids Township belong to COG. (MPO) Mr. Miller stated that
we have three different ways to go with COG. (1) Do not join. (2 ) Join only
for the Transportation Plan. (3 ) Join COG with a Full Membership. Cost of join-
ing would be a current rate of 47 cents per capita, based on 1970 census - for
cities, 23.5 cents for townships. If we didn't join and just used their services,
it would cost approximately $15.00 to $16.00 per hour. By joining with full mem-
bership we would receive: a) Full access to planners employed by COG, assistance
for Planning Commission and city Council in plan preparation, ordinance prepar-
ation (zoning, subdivision) , grant preparation, and other special research.
b) Full access to Traffic Engineer employed by COG. Assistance in traffic sur-
vey and analysis, some preliminary engineering. Discussion and questions and
answers followed.
Mr. Miller talked some on increased residential density. Discussion followed. I
Minutes of April 3, 1978 meeting were approved.
Discussion of possibility of joining COG by the Commission.
Mrs. Marlene Klett moved that the Planning Commission recommend to the city Council
that we join COG with full membership. Seconded by Virgil Lodermeier. Motion
carried unanimously.
Motion to adjourn at 9:35 p.m. by Marlene Schroeder seconded by Mrs. Kelly.
