JOSEPH PLANNING COMMISSION MEETING September 5, 1978 Members Present: Chairman Ben Kremer, Mrs. Marlene Klett, Mrs. Margaret Kelly, Mr. Hub Klein, Jim Wensel, City Council Representative Mike Husen. visitors Present: Steve Dehler, John Miller, Hugo Weyrens, Jim Landwehr, Don Landwehr, Fran Landwehr, Jim Lawson, Virgil Lodermeier, Jake, Mike Ryan, Fred Reber. Meeting called to order at 7:05 p.m. Special hearing for R-4 zoning - Mike Husen, City Council Representative, explained the difference in the three choices that were presented to the Planning Commission. Choice #1 - Al - Basically same as R-3, except allow multiple dwellings containing six or more units, but in no case more than twenty-four units. Choice #2 - Bl - Special Use Permit needed with multiple dwellings. Choice #3 - Cl - P.R.D. planned Residential Developement District, very liberal land use, developer could set up any plan that they wanted, Planning Commis- sion has complete discretion on approval of all plans, chance for more unique developing. Mike Husen stated the reason for this hearing was for the entire city, not just one area. Meeting open to visitors. Jim Landwehr asked Planning Commission if PRD was to use with other choices (AlorBl). Fred Reber asked if Cloverdale fell under this new zoning if approved. Steve Dehler asked why we can only build 2~ story buildings in st. Joseph. It was explained due to the size of st. Joseph fire equipment. Marlene Klett questioned the fact of not having any set density in the PRD. John Miller stated that Planning Commission could put in any numbers that would please them. Steve Dehler asked if any area could be set up with both Al or Bl and PRD, and give developer choice. Also should PRD have a minimum size plot, such as 10 acres. John Miller stated that if the Planning Commission sets a number for a minimum, then what happens if a developer comes in with 9.9 acres. John also stated if Planning Commission feels the need to put minimum size or minimum density, that it should be put in the ordinance. Steve Dehler stated that if problems come up with the PRD that it will be with the bigger developer, not the small one. Motion to adjourn by Marlene Klett seconded by Mrs. Kelly.
