Meeting of the st. Joseph Planning Commision
Nov. 6, 1978

Called to order at 7:30
Minutes of the Oct. 2, 1978 meeting were read and approved.
City Building Inspector Gary Muntifering made a general
presentation of the Dwelling Registration Ordinance, with the
following recommendations that the term family remain as
written, Qwners agents may reside in either Stearns, Benton,
or Sherburn counties, and thirdly stated in sect ion titled
enforcement if 3 at "reasonable t imes" means mutual. General
discussion led to the fovorable consideration of the ordinance..
Gary Muntifering also presented the Rules and Requlations of the
Housing Advisiory and Appeals Board. Discussion centered on
two points, office of secretary and types of evidence.. The office
of secretary is mandated in Section 203 of the State Building Code
In the matter of evidence the phrase "hearsay evidence", being
a legal useage therefor having legal value will remain in Sec.
13.
The process of updating the Comprehensive Plan was discussed.
The possibility of Replacing the highway bill board of Dave
Holanders was discussed. He was requested to present more
details at a future meeting.
The City Survey was briefly discussed.
