The purpose of this special commission meeting was to continue, L~ an
excusive discussion, the process of the revision of the st. Joseph
Comprehensive Plalll. The meeting centered on the material distdbuted
and presented by the A.P.O. office. (Additional copies avaílable at
the Cîty Clerk's Office.) The material consisted of 1) Tabulation
of the Planning Questionaire for st. Joseph, 2) Land use percenages
in St. Joseph, 3) 1977-1978 Market ValuatQonComparisions, 4) 1977
Tax Base Stats. 5) 1975 St. Joseph and other Cities' Government
Cbst Per Capita and Per Capita Market Valuat ions, and 6) I~rket
Valuations and increases, plus Mill Levey Cbmparisions. General
discussions followed the presentation, centering on the high per-
centage of residential land use, lower tax-based that is nop-
residential, and the low percapita tax dollar spent per citi~en._
Such questions as "What is our city idenity?", IIDoes St. Jo~eph
have an single source of idenity?" "Are there or is there an»t
great demands or greater needs for public services?" These questions
along with the survey tabulations, led to two general considerations:
1) what kind of data do we use for the plan revision and how much
importance do we attach to each piece of data, and 2) what are the
feelings exist for present and future land uses in the City.
The second present presentation of the meeting centered on three
City maps: l)Land - Use Maps, 2) Traffic Control Map, ) Parking
control Map. First each map was sctlrtinized för errors, corrections,

and om is s ions. The Land-use map commanded the most attention.
This color coded map shows the various land uses within the City.
It clearly indicates a land-use "mess1l. Residential Zones are clearl'1
"peppered" with either or both commerccial or retail uses. Also it
was clear to see that the trend toward both "spot" development and
"strip" development was well established. Lack of an updated
Comprehensive Plan and lack of City enforcement of existing ordinancej
were cited as two reasons for the alleged "land-use"'mess".
Other points of consideration during the meeting were ideas con-
cerning an industrial park, soil survey, a survey for creative
solutions and suggestions, the concept of small town, and land-use
outside of cJþorate limits.
