Minutes of St. Joseph Planning Commission
Sept. 10, 1979
Members present: Ben Kramer, Tom Nahan, Virgil Lodermier, Art Budde,
Phil Durkee, Hub Klein, S. Kathleen K'alinowski (St. Ben's representative),

The meeting was oal1ed to order at 7:00. The first part was devoted
to an informational hearing on the development of the Roske property.
The developers (Mark Knob1aoh, Jim Landwehr) presented the results
of their searoh for a shopping center site, reasons for choosing the
Roske property, and their request for an acoess direot1y from CSAH 75.
The oounty oommissioners were in attendanoe to hear pros and cons
on an acoess to Roske property from CSAH 75. Citizens in attendanoe
expressed their opinions. Bill Hanson from A.P.O. presented views
from a traffio engineer perspective. The developers emphasized that
a shopping center located south of town would be in an expanding
residential area and would not be centrally located. Looation in the
downtown area of St. Joseph is too oost1y from the developers' point
of view.
Other business oonoerned the establishment of a time table for completion
of the Comprehensive Plan.
Disoussion then returned to the oommeroial sector of the Comprehensive
Plan and in partioular, the Roske property. Some suggested that land
north of CSAH 75 under township jurisdiotion would eventually be used
for commercial and light industry and that the land near the railroad
would enoourage commeroial/industrial development. The need for
oommercia1 development in the immediate future was expressed and it was
reiterated that the Roske property was the best candidate.
