Joseph Planning Commission October 9, 1979 Meeting was called to order at 7:35 p.m. Members present: Ben Kremer, Art Budde, Hub Klein, Virgil Lodermier, Phil Durkee, S. Kathleen Kalinowski (Convent laison), Mike Husen ( city council laison ). Visitors present: Tom Javanovich (city attorney), Wynn Hjermstad (AFO). Wynn asked the Commission to peruse the additional pages of the Compre- hensive Plan which elaborate the goals and objectives and describe im- plementation. A meeting with the City Council was scheduled for Oct. 22. Roman Reber, city building inspector, presented the situation of Del Horsch's Frisky Bait Shop in which a permit was granted for the construc- tion of an adjoining garage to the bait shop. Horsch was: granted àvari- ance iI}1963to~build:the bai t~ shop. WhEFther'~Horsch óbtained the signature of Bob Johnson, city clerk, on the permit could not be determined. The future use of this garage now appears to serve the bait business, which techrLtcally would be a violation of the variance and the zoning of the area. The garage is close to completion as of this date. This incident highlights the need for more explicit procedures in ob- taining building permits, and the obtaining and displaying of official signatures on the permits. More communication and coordination between the building inspector, planning commission, and city administration in the handling of unusual building permits was cited. One suggestion made was that any future permits for structures greater than a single- family dwelling with a single garage would require approval of a desig- nated member of the planning commission, the city clerk, and the building inspector. Lyman Hull's request for construction of a house on his property located in the extreme N.W. part of the city was presented by Mike. The property is zoned industrial. The request was previously discussed by the City Council. The issue raised was whether the house would lie on the Watab creek flood plain and if so, what the consequences migkt be and to what liability the City might be subject. Tom Javanovich will investigate the issue and determine what stipulations will need to be placed on the building permit. 1U D-~
