HomeMy WebLinkAbout1979 [12] Dec 03 Minutes of St. Joseph Planning Commission Dec. 3, 1979 Members present: Ben Kremer, Art Budde, Phil Durkee, Kathleen Kalinowski (Convent laison), Mike Husen (Council laison) Visitors: Mike L-óso, Hugo Weyrens, Roman Reber, Wynn Hjermstad, Jerry Cyphers, Dorothy Swanson, Russ Swanson The meeting was called to order at 7:45 p.m. Mike Husen brought up the business of fiJ!'e lanes at Cloverdale estates. Mike Loso asked the builder, Cy Reinhart, to leave a fire lane of 12 feet preferably between lots I and , and between lots 2 and 3. Construction of a fire lane is designated in the building code. Sufficient space now exists, but guarantees must be obtained from the builder that no landscaping obstructions or fences will impede the fire lanes. Tom Javonovich, Mike Loso, and Roman Reber will meet with the builder to clarify the matter. Roman was asked to report back to the Commission. Mike Loso asked that he be notified of future commission meetings where multiple-dwelling plans are being reviewed. Russ and Dorothy Swanson, St. Cloud, inquired about the legal requirements in opening a Day Care facility in St. Joseph. They currently operate two Day Care facilities in St. Cloud and feel there is a need in St. Joseph. The commission determined that present ordinances do not address Day Care centers, and appli- cation for a special use permit would be necessary. The Swansons will recon- sider their plans. Wynn raised the business of the Comprehensive Plan and asked if any final changes were desired. A resolution was drafted by the commission to recommend adoption. The resolution read, "The St. Joseph Planning Commission recommends to the St. Joseph City Council that the Comprehensive Plan reviewed at the public hearing on November 19,1979 be adopted. Public comments and opinions of citizens were considered by the commission in making the recommendation." Phil Durkee moved to send the resolution to the Council. Art Budde seconded the motion. The vote in favor of the motion was unanimous. Those voting in favor were PlUl Durkee, Art Budde, Ben Kremer. Mike Husen asked whether Ron Kostreba could open a business in his home without obtaining a special use permit. His business is appliance repair. Nearly all of his service is performed in private homes. His home would be used basically as an office. Other communications from Mike included Bill Hanson's (APO) recommendation that no stop light be installed at CSAH 75 and College Ave. until the frontage road pattern is changed and more pedestrian traffic warrants a light. Also, the St. Cloud MTC informed the City that they would be unable to serve St. Joseph for a year and until they can obtain more buses. The next commission meeting will be Jan. 7, 1980.
