Minutes of St. Joseph Pl~nning Commission

The meeting was called to order at 7:30 p.m. and a public hearing was
announced. Tom Javanovich announced that the hearing was held to receive
public opinion on the proposed rezoning of Cloverdale Estates, 2nd Addition.
Mike Husen reviewed the legal history of the zoning of this land and
submitted several exhibits:

Ron Kostreba asked why the zoning was not completed in 1977. r<Iike Hus en
explained how the technicality was omitted during plo,t approval. Cheryl
Kostreba asked if anything could be done to halt multiple-dwelling construction.
Mike replied no and explained that the city wanted a diversity housing in
the area with subsidized housing scattered throughout the city rather than
concentrated in one part of the city. Mike Hazen complained that the proposed
development permitted too many units for safe traffic flow on the adjoining
streets. Mike Hazen 8~d Tom Javanovich stated that the assessments on the
land have been levied and the ultilities already constructed. Jim Land,.¡ehr
announced that their intention was to develop the land as plotted. Glenn
Nielsen and others expressed concern about safety for children from traffic
and the appearance and maintenance of multiple-dwelling housing. A map of the
Comprehensive Plan showing future arterials was sho~. The discussion con-
tinued, ranging on the exterior appearance of the Townhouses, how the City is
dealing with the Reinart buildings about which numerous complaints on appearance
have been lodged, controls on appearance of new construction, type of people
attracted to the area, and effect on property values. The Landwehrs clarified
that no students would live in the new dwellings, that efforts are being made to
make it an attractive subdivision, and that future plans are open to comment
by citizens as they are presented. The objection of residents was not to TOvm-
house construction but to rental multiple-dwelling construction.
Ben Kremer stated that he will request Avon Lumber, who is constructing the
TOvmhouses, to present specifications to the Planning Commission on the exterior
appearance.
A motion was made by Phil Durkee and seconded by S. Kathleen as follows:
The Planning Commission recommends rezoning CloverdaleEstates, 2nd Addition
as follows:
Blocks 1,2,5,6,7 be rezoned as R-2
Block 8 and lots 1,2,3,4 of Block 4 be rezoned as R-3.

The Commission further recommends that Block 3 and lots 5,6,7 of Block 4 be
withheld from rezoning at present with the understanding that they will have
multiple-dwelling units which are consistent with the new zoning ordinance
and the existing plat which allowed 3 or more units but in no case more than
12 units per lot. The reason for withholding rezoning is to allow for ~reater
control by the city in the new zoning ordinance in approving multiple-dwelling
units.
Members voting in favor of the motion were Durkee, Klein, Kalinmvski, Nahan,
and Kremer.
The meeting was adjourned. Next meeting was scheduled for May 19 at 7:30 p.m.
