Minutes of St. Joseph Planning Commission
I March 2, 1981

Meeting was called to order at 7:40 p.m.
First, consideration was given to the Housing Maintenance and Occupancy
Ordinance, which has already been passed by the City Council. A time
was set aside to answer questions. With regard to the matter of inspection
of rental units, clarification was made that the priority of multiple-
dwelling buildings and rented houses would be above that of private homes
which contain a rented room.
Discussion turned to the land use designation on the city map and in
particular to the areas to be zoned commercial. Clarification was made
that the new zoning ordinance does not allow down zoning, e.g. commercial
areas cannot allow the construction of single-family dwellings. The R-l
and R-2 zones, however, may contain buildings designated for lower zones.
The line between the commereial zone downtown and R-l zone east of dOvnl-
town was chosen. The line follows streets and alleys.
I With some City Council members the Planning Commission reviewed the Final
Draft of the Zoning Ordinance Submitted to the City Council. Dennis
Sullivan will study the document and offer his suggestions, especially
with respect to municipality authority concerning new construction and
land use of quasi-public areas.
