Minutes of St. Joseph City Planning Commission
June 6, 1981
MEMBERS PRESENT: Ben Kramer, Art Budde, Sister Kathleen Kalinowski,
Tom Nahan, Phil Durkee, Hub Klein
VISITORS: Mayor Hugo Weyrens, Dave Keller, Mike Husen, Lowell Camp,
Robert Johnson, Ralph Notsch, Rudy Gapko, Charles Potter, Jim Landwehr,
Don Landwehr.
1. Mobile Home on North End by the Feed Mill Belonging to Mrs. Giddings:
Mike Hiemenz is interested in purchase; asking for a waiver to purchase
the mobile home and live in it. He is willing to sign a statement with
the City indicating that when he disposes of the property he will get
rid of the home first. The home has an attached garage and is in good
condition.
RESOLUTION: Contact Tom Jovanovich regarding the legal resolution
of this request. Lowell Camp is invited to attend the August 3
meeting for a response from the Commission.
2. Minutes:
The minutes of the June 1, 1981 meeting were approved with a correction
of spelling "Brechtold"; it should be "Bechtold".
3. Preliminary Plat of the Bechtold Property West of Park Terrace:
- James Landwehr and Dan Landwehr presented the preliminary plat. The
plan allows for elimination of double access to a road when the road
projected.in the comprehensive plan is installed. There is a seven foot
cushion between proposed lots and present homeowners on Outlot A and B,
and twenty feet on Outlot C. Maintenance of this additional footage is
still open for negotiation. It has been recommended to deed this to the
present landowners and give an easement to the City to maintain utility
service. "-
Rudy Gapko expressed concern about the traffic; the development of the
new road to the west is too far in the future, and there is only one exit
during the interim. Other visitors expressed a similar concern. Bob
Johnson distributed to the Planning Commission members a summary of plan-
ning developments in the City.
Mike Husen explained to the visitors the roadways projected near the area
under discussion in the Comprehensive Plan.

RESOLUTION: It was suggested that reports on traffic counts be obtained
for this area. The response to the concept of the proposal for
Outlet A, B, and C was generally positive. The City will be concerned
about getting the easements on the private properties. Lots 13 and 18
are identified on the plat where the present street is located. The
proposal is to close this street when a new road is built and the area
will revert to lots if the street is vacated.
4. Bill Gohman requested a variance of five feet from the alley to
remodel his home; ten feet is the present requirement. The projected
use of the building is being changed from a storage shed to residential.
RESOLUTION: The land would need to be platted to conform to the
ordinance; 10,000 feet are needed. Ben Kramer will so inform
Bill Gohman.
