Minutes of St. Joseph Planning Commission
April 5, 1982
Members present: Hub Klein, Ben Kremer, Tom Nahan, Art Budde, Phil Durkee

Jim Landwehr presented a preliminary plat for Cedar Village Townhouses, Lot
7, Block 4, Cloverdale Estates 2nd Addition. The Planning Commission was
out of order to approve the site plan (preliminary plat) at the March 1
meeting because city ordinances require that the Commission must wait 30
days after receiving the pl.t before voting on it. Thus, a motion was
made by Art Budde to recommend to the City Council approval of the prelim-
inary plat. The motion was seconded and passed unanimously. The City
Council will schedule a public hearing on the proposed develo~ment.

Norm Gregerson and Al Grieg submitted a proposed drawing for new construc-
tion on Lots 3 and 4, Block 2, Loso's Addition, located between old 52
highway and County 75 across from Hollow Park. The proposed construction
would include a 5-bedroom unit attached to an existing house and a separate
two-unit structure with 5 bedrooms per unit. The units would be intended
primarily for college student occupation. The Commission pointed out that
the area is zoned for R-2, and that a request for rezoning and possibly some
variances would be needed in order to carry out the proposed construction.
Neighborhood sentiment against the new construction would appear to be sig-
nificant because of the present density of students and students' cars in
the area. The owners discussed various alternatives and procedures with
the Commission.
A motion to approve the Planning Commission minutes for March 1 was made
by Tom Nahan, seconded, and passed.
The results of a survey conducted by the Area Planning Office in order to
sample public opinion in St. Joseph on a wide variety of city affairs and
future developments were given to the Commission.
