Minutes of St. Joseph Planning Commission
February 7, 1983
Members present: Ben Kremer, Art Budde, Tom Nahan, Hub Klein,
Sister Kathleen Kalinowski. Mike Husen, Council Rep.
Members absent: Phil Durkee.
1. The minutes for January 3, 1983 were approved as written.

2. The first portion of the meeting was a public hearing requested by
Jim Landwehr to consider replatting of Lot 7, Block 1, Cedar Village
Townhouses and Lots 5 and 6, Block 4, Cloverdale Estates 2nd Addition,
to Cedar Village II Addition. The reason for the request is to change
the legal description to facilitate proper transfer of townhouses
proposed for construction in the replot area.
There were no people in attendance to speak for or against the request.
Motion made to recommend to the Council granting of the request.
Motion carried.
3. Mike Husen reported he received information from the City of Red Wing
regarding their sign ordinance and information they give to citizens
regarding signs. He will report on this at the next meeting.
4. Mike Husen also reported he talked to Bill Hanson regarding ingress
and egress off of Highway 75. Mr. Hanson gave Mike some suggestions
for us to consider regarding this; Mr. Hanson will be invited to the
next Planning Meeting to discuss the suggestions he proposed.
5. James Landwehr appeared before the Planning Commission to re-present
the plAt for Park Terrace West. He has eliminated the park land, now
lots 6 and 7, as suggested by the Council.
Joe Bettendorf has served as engineer for Landwehr; he is also the City
Engineer. Some people on the Council perceived this as a conflict of
interest; this has been resolved and is not considered a conflict.
Outlot A will not be an easement. This will be property owned by the
adjacent landowners. The sewer line for Park Terrace is now on the land-
owner's property, which is a potential problem. The pl~t for Park Terrace
West does not correct that problem or make it worse. However, it had been
suggested at a previous meeting that Mr. Landwehr obtain the utility ease-
ments from the property owners at the time of purchase in order to give
access to the sewer lines in Park Terrace.
It was suggested that on Lot 7 a public walkway be provided and given to
the City and thus give access to the Park and Outlot A.
Mr. Landwehr asked for a public hearing to be scheduled for March 14.
The meeting adjourned at 10:00 p.m.
