HomeMy WebLinkAbout1983 [03] Mar 07 MINUTES OF ST. JOSEPH PLANNING COMMISSION March 7, 1983 Members present: Ben Kremer, Tom Nahan, Art Budde, Sister Kathleen Kalinowski, Mike Husen, Council Rep. Members absent: Phil Durkee and Hub Klein Others present: Roman Reber, Robert Klocker, Randy Klocker, Jim Krebsbach, and Don Hollander. 1. Robert and Randy Klocker were present to discuss their request to build a car wash on the former Joe Weyrens property which is zoned industrial and is located directly north of the frontage road off of Highway 75. They were informed that they will need to request a special use permit be- cause all businesses erected for industrial use are approved on a one-to- one basis. This will require a special hearing. After the hearing, a building permit will be needed. If they need a variance, they were told that request can also be handled at the same hearing. They were informed that they will also need a sign permit. 2. Jim Krebsbach was present to discuss buildi~g a three-stall car wash on the lot directly behind their garage, Lot 7 of Block 10. The house located on the property will become a non-conforming use, since the main use of the property is commercial. The interpretation of the or- dinance p. 66 is that 20 feet setback is adequate where the property abuts residential property. In this case there is also an alley between the Krebsbach property and the residential property. The project will require a special use permit and public hearing. 3. Don Hollander requested approval for a sign he erected on his property to advertise his business. The sign is 16 feet high; it is two 4' X 8' signs together. He is asking for a variance from the sign ordinance to allow more square footage. He was informed this would require a public hearing. 4. Roman Reber asked about ordinance requirements for lot coverage relative to accessory buildings. The new ordinance does not specify coverage, but only setback requirements. The rear yard shall have a depth of not less than 20% of the depth of the lot. 5. The minutes of February 7, 1983, were approved as presented. 6. Tom Jovanovich wrote a letter expressing a concern of Park Terrace West, Lots 20 and 25. He feels they should be dedicated street. This has al- ways been understood. Lots 21 and 19 would then be corner lots and with setback requirements. They are not large enough to build on. Lot 21 will meet requirements; however, Lot 19 will require a smaller building because of the requirement of 30 feet from both streets which the corner lot abuts. Minutes of St. Joseph Planning Commission, 3/7/83 P. 2 Tom also questions the 60-foot street as opposed to a right-of-way of 66 feet. This concern is setting a precedent. This was approved by the Council December 3, 1981. He also calls attention to the absence of utility easements which were discussed at the last Planning meeting. Mr. Landwehr is aware of this and will have the easements at the time of the public headng. The lack of parkland was also questioned; this has al- ready been settled through payment to the City in lieu of land.
